Colorado's 179 K-12 public school districts operate as autonomous governance units, each responsible for securing and managing student data assets that span health, financial, residential, and academic records. The accelerating integration of artificial intelligence (AI) and machine learning (ML) tools into administrative workflows, productivity software, and instructional platforms has fundamentally altered the risk landscape for student data, yet governance frameworks at the state, district, and school levels have not kept pace. This dissertation investigates whether Colorado's decentralized educational governance structure is institutionally capable of producing equitable, secure, and sustainable data governance outcomes in the AI era.

Since the Individuals with Disabilities Education Act (IDEA) passed in 1975, states gradually increased requirements for certification of these administrative roles, more clearly defining the criteria and standards to incorporate within preparation programs. This study employed a convergent parallel mixed-methods design to explore how U.S. states identify and respond to disproportionality in special education within a shifting federal policy landscape. As uncertainty surrounds the future role of the U.S. Department of Education, questions have emerged about states’ capacity to safeguard educational equity. Without federal oversight, states would assume responsibility for maintaining protections for students with special needs, making it critical to strengthen safeguards for marginalized and underresourced populations.

This qualitative single-case study investigates the organizational journey of navigating the complexities of systemic transformation. In 2021, Silver Peak School District (SPSD; a pseudonym), a rural educational organization in the western United States, implemented a graduate competency framework known as Portrait of a Graduate. This study analyzed the experiences of teachers, instructional coaches, and principals with the explicit Portrait policies, practices, and resource flows of five learning structures—graduate competencies (in SPSD, this is analogous to Portrait), deeper learning, agency, performance assessment, and teaching culture—in a district in the messy middle of Portrait adoption. Evolving economies in Craig and Salida, CO, spurred community interest in joining Colorado Mountain College’s taxing district and bringing the college to their communities. When they sought to join, Craig had a local college embedded in its community that was governed by a state-level board; in contrast, Salida had no local college of its own. The two communities’ pursuit of a locally governed college raised a question about governing boards and whether one type of governing board might serve rural communities better. Latine students make up 52% of the Denver Public Schools (DPS) population, yet only 23% of its teaching force is Latine. This imbalance has real implications for student experience and opportunity. In 2024, DPS commissioned the La Raza Report, which detailed challenges faced by Latine students and educators and called for systemic improvements. The findings highlighted a clear need to strengthen recruitment, retention, and culturally sustaining support for Latine educators.

This dissertation explores the lived experiences of Black women engaging with employer-sponsored tuition assistance programs, focusing on how social, structural, and identity-based factors shape their educational and professional trajectories. While these benefits are often framed as neutral tools for career advancement, this study examines them through the intersecting lenses of race, gender, and labor, revealing deeper dynamics of access, value, and belonging. Teacher recruitment and retention remain critical issues for rural schools in Colorado. This study explores the role that leadership development for mentor teachers may play in addressing the retention of veteran teachers and new/novice teachers alike. Rural veteran teachers are resilient leaders who introduce new teachers to the unique challenges of rural schools and their community contexts. By identifying and training mentor teachers, districts can simultaneously elevate veteran teacher expertise, celebrate their community contributions, and create capacity for leading induction programs. Ultimately, these can increase teacher retention in rural settings where teachers are most needed.

Despite comprising 76% of the U.S. teaching workforce (2017−2018), Latina women held only 8.5% of principal roles and 2.7% of superintendent positions. In places such as Colorado, where Latinos make up 15.1% of the population, this inequity highlights the pressing necessity for better representation. The present study used a qualitative phenomenological approach to explore the fundamental essence and attributes of leadership among Latina K−12 administrators in Colorado, with a focus on the concept of “chingona” and its transformative significance in their professional journeys. This dissertation investigates how state education policies address excellence gaps among student subgroups in gifted education. Using a multiple case study design, it examines the policy mechanisms, identification practices, and funding models employed across states to promote equity in advanced academic access. Grounded in critical policy analysis, the study highlights systemic disparities perpetuated by inconsistent definitions, underfunding, and limited accountability structures. Findings reveal that while some states adopt promising interventions - such as universal screening and dual enrollment support - many fall short in ensuring sustainable, inclusive practices. The purpose of this study was to engage queer Colorado educators to explore how to sustain their identities as queer educators in a politically fractured state. By focusing on Colorado, I could assess the extent to which the legal protections afforded there adequately support educators in sustaining themselves. I examined housing costs in neoliberalized consumer spaces (Cunningham, 2016; Saunders & Ramírez, 2017) in regional public university (Orphan, et al., 2022) districts. I use geographic methods (Jonas, et al., 2015; Daché-Gerbino, 2018) with an explanatory sequential mixed methods design and a complex case study approach (Creswell & Plano Clark, 2018). Results from my spatial analyses showed that residents who live within one-half mile of universities spend more on monthly housing costs ($1,331) than those who do not ($1,227) except in the case of regional public universities ($1,184). Black women who attend college in the United States are more likely to borrow to cover the cost of attendance and carry the largest amount of student loan debt than any other racial and gender group. Federal student loan borrowers are encouraged to work in public service to take advantage of the Public Service Loan Forgiveness Program (PSLF), an income-driven repayment program established by the College Cost Reduction and Access Act (CCRAA) of 2007. State funding for higher education is one of the most pressing issues facing both institutions and policymakers in 2022. Colorado has seen significant declines in the amount of state funding per student over the past two decades, resulting in increases in student burdens for tuition.
