Deficit-laden language like ‘behavior problem,’ ‘not college material,’ ‘won’t fit in’, ‘not a cultural fit’, operates as a systemic form of implicit bias and microaggression in school settings. Despite decades of research on school belonging and well-being, school psychology has yet to integrate these exclusionary discursive practices into a coherent health-determinant model that also accounts for the current anti-diversity, equity, and inclusion (DEI) policy environment. Positive Behavioral Interventions and Supports (PBIS) emerged as a preventative instructional alternative to exclusionary and punitive school discipline practices emphasizing tiered systems of support, data-based decision making, and proactive behavioral instruction. Despite its strong theoretical foundation and widespread adoption, PBIS implementation has produced uneven outcomes, particularly in policy contexts where state discipline statutes continue to authorize exclusionary practices. In Louisiana, PBIS is promoted through state guidance as an evidence-based framework; however, governing discipline policies simultaneously permit suspension, expulsion, and zero-tolerance provisions. The New York State (NYS) Excelsior Scholarship Program, introduced in 2017, was designed as a “first-in-the-nation” tuition-free initiative intended to expand college affordability for undergraduate students attending public institutions in New York State. While the program aims to increase access to higher education, its eligibility requirements, particularly the expectation that students complete 30 credits annually through continuous full-time enrollment, may disadvantage students whose academic pathways diverge from traditional enrollment patterns. This dissertation consists of two essays in applied microeconomics, each examining how individuals and institutions respond to policy changes. Both essays leverage natural experiments and recent advances in difference-in-differences estimation to identify causal effects. Both also speak to a common theme in public policy: the gap between intended and actual consequences of government intervention, and the role that policy design plays in shaping those consequences.

Nonprofit organizations are vital contributors to public welfare, yet they are systematically excluded from conventional banking systems, creating a liquidity crisis that undermines their capacity to deliver essential services. This paper discusses the structural issues of the banking sector that hinder nonprofits in acquiring credit and explains how this problem can be solved. Specifically, it aims at investigating liquidity constraints faced by schools providing mental health services and education programs. Mandatory diversity, equity, and inclusion (DEI) training is a common element institutional DEI initiatives in their response to dismantling racial inequity in government organizations; yet, the lived experiences of racially marginalized participants remain critically underexamined—particularly in government settings, where the bureaucratic structures implementing these trainings are themselves racialized. This research was conducted during one of the most politically hostile environments for DEI work in recent memory. Despite the expansion of LGBTQIA+ inclusive policies in K-12 education, disparities in students’ experiences with safety and belonging persist. This qualitative case study examines how such policies are interpreted and enacted within a high school and district in Southern California, and how these processes shape LGBTQIA+ students’ experiences.

Guided by ecological systems theory, queer theory, and multiple streams theory, this study conceptualizes policy implementation as a dynamic and socially constructed process influenced by power, ideology, and institutional context. Data were collected through interviews, document and artifact analysis, and observations, with analysis that used a multi-phased coding procedure.

Behind The Scores: How Federal Education Legislation Influenced Dayton Public Schools’ Special Education System For Students Of Color, Simran Kaur

This paper analyzes the district special education system of Dayton Public Schools’ through federal legislation requirements and state-reported data to evaluate access, implementation, and equity. Findings show that while the district meets several procedural requirements at federal levels, students with disabilities (especially Black students) face limited access to general education environments, family engagement, and disability identification at a local level. Risk ratios reveal subjective disability categories, which is contributing to the district’s low Achievement Gap Closing rate through the state-wide report card.

Accommodation and support services are essential for fostering academic achievement and positive well-being among college students with disabilities, yet many students delay or avoid seeking support. The present study used an explanatory mixed-methods design to examine disability and mental health service utilization among college students with disabilities, while also exploring the prevalence and intersecting experiences of basic needs insecurity. Quantitative survey data were collected from 275 students with diagnosed disabilities at a large public Mid-Atlantic university. The California Community Colleges Chancellor’s Office accomplished system change using regulatory power to institutionalize diversity, equity, inclusion, and accessibility (DEIA) into Education Code. This qualitative research study investigated the origins and intention of the regulations that added DEIA competency criteria into employee evaluations and faculty tenure review through document analysis.
