Educational systems are complex adaptive systems (CAS). The macroeffects of an educational policy emerge from and depend on individual students' reactions to the policy. However, educational policymakers traditionally rely on equation-based models, which are deficient in reflecting the work of microbehaviors. Using inappropriate tools to make policies may be a reason why there were many unintended educational consequences in history. A proper methodology to design and analyze policies for complex educational systems is agent-based modeling (ABM). Patterns of representation of African Americans in K-12 special education programs vary across the United States. A school district in Arizona has a 13% African American population, yet the African American special education representation is 17%. The purpose of this grounded theory study was to generate an understanding of the processes related to special education referral and assignment of African American elementary students as perceived by 7 teachers and 6 parents in the school district. Summer bridge programs (SBPs) have been used as a means of increasing students' college readiness and academic skills. University Southeast implemented a SBP in 2013 for students placing into developmental courses on the Texas Success Initiative Assessment (TSIA). However, researchers have found mixed results when evaluating the effectiveness of SBPs, and at University Southeast, it has not been investigated. The purpose of this quantitative study was to examine the difference in TSIA score gains between first-time-in-college students with developmental-level test scores who attended a three-week SBP and those who did not. College degree attainment for Black Americans has significantly fallen their majority counterparts. While educational attainment for this minority demographic has been less than average, a secondary trend emerges. Despite the rises in graduation rates, Black males consistently earn a smaller percentage of the degrees garnered by Black students. Furthermore, policies throughout sectors of American society produce segregation that manifests as genocidal realities in the lives of Black men—including college graduation. The purpose of this study was to assess the extent to which community colleges have implemented major post-Virginia Tech campus safety recommendations. In addition to gaining a comprehensive overview of the safety policies and practices in place, this study assessed if campus safety policy implementation levels at the community colleges correlated with institutional characteristics, and the internal and external forces that helped drive the implementation of these policies. Charter schools were initially created with the intention of empowering teachers to implement school and classroom strategies in accordance with their educational expertise. Such autonomy and respect for teacher expertise indicates a commitment to teacher professionalism. Yet charter schools have also have higher rates of teacher turnover and hire fewer credentialed, experienced teachers. In the context of shifting and contested notions of teacher professionalism, charter schools provide insight into how teachers fare under contemporary educational policy arrangements. For more than a decade, researchers have concluded that immigrant parents face several barriers to becoming involved in their children’s education. All studies agree that language and cultural differences are the most significant barriers to immigrants’ involvement in their children’s education, yet we know little about what these cultural differences are and how these cultural differences influence the school involvement of immigrant parents. This study integrates theories of cultural differences, acculturation, and culture shock and the corresponding literature to investigate the lesser involvement of immigrant parents in school-related activities.

For the last two decades, federal legislation and Massachusetts’ state ABE policies have linked adult learners’ educational outcomes to performance systems and accountability requirements. These outcomes, represented as ‘goals’, reflect an emphasis on return-on-investment strategies and outcome-based accountability measures. Greatest emphasis is placed on that subset of adult learners’ goals that are easily measured, attainable, and that are associated with public outcomes.
