We consider situations in which public charter school lotteries are neither universally conducted nor consistently documented. Such lotteries produce “broken” Randomized Control Trials, but provide opportunities to assess the internal validity of quasi-experimental research designs. Here, we present the results of a statewide charter school evaluation using a broad-based student matching evaluation design, and run two additional analyses using the charter application wait-lists as robustness checks. Our additional models, which address concerns of self-selection by using only charter applicants as matched comparison students, yield similar effect estimates and thus provide support for the use of matching designs in charter school …

It explores the utility of debt related to access to degree programs, entry into the job market, and economic impact in later life. School choice reforms comprise a broad category of policies aimed at improving public education through the introduction of market forces that expand customer choice and competition between schools. Here we summarize our research to date on the effects of a large statewide school voucher initiative, the Louisiana Scholarship Program (LSP), and draw the following conclusions: • Overall, participating in the LSP had no statistically significant impact on student English Language Arts (ELA) or math scores after using an LSP scholarship for three years. • The subgroup of students who were lower achieving before applying to the program did show significant …

The signifier ‘alternative’ in education has largely shifted from progressive or humanizing pedagogies to deficit framings requiring alternate graduation criteria. This development is part of broader neoliberal educational reform efforts that disrupt longstanding conceptions of teachers’ roles. This study serves to investigate long-term teachers’ understandings of their shifting roles in one secondary-level alternative education program in New York City. Specifically, this narrative analysis study explores participating teachers’ meanings around agency and their ability to form the relationships that they argue are central to meaningful pedagogies. Findings demonstrate a sense of loss regarding teacher agency and relationships, and a belief that …

The Louisiana Scholarship Program (LSP) offers publicly-funded vouchers to students in low-performing schools with family income no greater than 250 percent of the poverty line, allowing them to enroll in participating private schools. Established in 2008 as a pilot program in New Orleans, the LSP was expanded statewide in 2012. This report examines the experimental effects of using an LSP scholarship to enroll in one’s first choice private school on student achievement in the three years following the program’s expansion. Large negative achievement effects in the first year of the program appear to have been followed by improvement in the …

The debate over school vouchers continues as more states offer government dollars to fund private schooling for students as a method of improving choice and quality in K-12 education. Previous research in the charter school sector has found that special education enrollment discrepancies between charters and traditional public schools is likely due to a mixture in parental choice making, differential identification practices, and the removal of special education labels. Since school voucher funds are public, policymakers fiercely debate how those funds should be spent. A goal of many decision-makers is to ensure that every private school option is “highquality” through program accountability regulations. Private schools, however, have a say in the matter. They can decide whether or not to participate in a private school choice program and likely factor the type and level of program regulations into that decision. What might it mean to make education more queer? Queerness is not a unitary identity (as is no identity) and queer is not a single way of thinking or being. Sometimes queer is opposition to outness, or resistance to acceptance, and exists in order to disrupt and discomfit. This, too, is queer. How might educators work to make schools more welcoming of queer bodies and identifications, queer the binary categories that define social life, and disrupt the differential privileging of those who claim normative identities?

The Louisiana Granting Resources And Autonomies For Diplomas Act: Exploring The Impact Of A Performance-Based Funding Policy On Higher Education Effectiveness, Bridget S. Peters

In 2010 the Louisiana legislature adopted the Louisiana Granting Resources and Autonomies for Diplomas (GRAD) Act, a statewide performance-based funding policy designed to improve performance among public colleges. This study, utilizing data collected from the Integrated Postsecondary Education Data System (IPEDS) on 15 two-year public colleges over eight years, applied Generalized Least Squares (GLS) regression to retention rates, graduation rates, and degree productivity. Results suggest that the introduction of the policy had little immediate effect on overall institutional performance; however, there were some modest increases in long-term certificate productivity. For practitioners and policy makers across the nation, STEM education has a vague definition. This study looks at how all 50 states define STEM education in policy, using four models: (a) Disciplinary STEM (Science, Technology, Engineering, Mathematics); (b) Integrated STEM focusing on combining two or more disciplines to produce critical thinking, real world application, and creative problem solving; (c) the Disciplinary and Integrated STEM model that acknowledges both to summarize programs at the state policy level; (d) the model with no definition of STEM education. Public charter schools are a growing part of K-12 education. Charter schools are public schools that are granted operational autonomy by their authorizing agency in return for a commitment to achieve specific performance goals. Like traditional public schools, charter schools are free to students and overseen by the state. Unlike traditional public schools, however, most charters are open to all students who wish to apply, regardless of where they live. If a charter school is over-subscribed, usually random lotteries determine which students will be admitted. Most charter schools are independent of the traditional public school district in which they operate.

This dissertation is an evaluation of the impacts of assignment to and enrollment in postsecondary remedial coursework in the state of Arkansas. In this study, I evaluate the impacts of the policy on students’ academic achievement and attainment as measured by graduation rates and persistence. I include subgroup analyses of these outcomes to determine whether there are heterogeneous effects for students enrolling at two-year or four-year institutions, institutions with the highest remediation rates, and students of different races, genders, and baseline achievement. Like previous evaluations of remediation in other settings, the results here point to negative impacts of remediation on …

Vital to the discussion around special education is the topic of identification and de-identification as having a disability that impacts one’s education. Variation in special education enrollment across geographic locations, racial groups, and schooling sectors causes researchers to question the process and incentives involved in identification and de-identification.
