Postsecondary access and degree completion are increasingly important concerns for individuals and policymakers. This dissertation presents evidence on three distinct strategies for increasing students’ level of preparedness for higher education, rates of postsecondary enrollment, and rates of postsecondary degree completion. The first is an intervention aimed at increasing eighth-grade students’ familiarity with college life. Results from an experimental study indicate that students assigned to participate in campus visits demonstrate higher levels of knowledge about college, are more likely to have conversations with school personnel about college, put forth higher levels of effort while completing a college-related survey, and express a …

The Board of Trustees at the Campbell Union High School District (CUHSD) completed a district wide facility assessment and created updated facilities master plans (CUHSD, 2015). Consultants were contracted to coordinate focus groups consisting of district students and staff to develop a list of facility needs across the district (CUHSD, 2015). The facilities at all five high schools were in need of major capital projects, from replacement of aging mechanical systems to new classroom spaces for student growth (CUHSD, 2015).

Education policy debates over the last twenty years have focused on the need to increase students’ test scores. The federal government and states have implemented and expanded a variety of test-based, school accountability policies. Accountability pressures have incentivized schools to narrow their curriculum, decrease time allocated to extracurricular activities, and focus on short-term student outcomes. This dissertation focuses on expanding outcomes in educational program evaluations and demonstrates the value of looking beyond the goal of increasing student test scores. In New York City, all eighth graders attending public school must apply for high school. They have 400 schools from which to choose, and they must create a ranked list of twelve choices. They are then matched to one school. The results of this process play a large role in creating one of the most segregated and unequal school systems in the country. In “Caring choices? In 2015-16, the United States spent over $660 billion on its public education system in hopes of providing children with greater opportunities to excel academically and to improve their life trajectories. While public education dollars have risen at a relatively fast pace historically, future challenges, including underfunded pension liabilities, suggest policymakers should economize wherever possible. Meanwhile, the number of public charter schools has increased exponentially. From 1991 to 2018, charter school legislation passed in 44 states and the nation’s capital, and student enrollment in charters increased to around 3.2 million.

A dominant feature of the educational policy landscape has been the adoption and use of learning standards to design classroom instruction. In 2017, Nepal held its first local elections in twenty years. These were the first elections held under Nepal’s new constitution, ratified in 2015, which transitioned the country from a unitary state to a Federal Democratic Republic. This case study analyzes the effect of the transition to federalism on decision-making and community representation in local governance in Annapurna Rural Municipality in West-Central Nepal. This study focuses specifically on education policy, one of the more public and contentious policy responsibilities devolved from the federal level to the local units under the new constitution. Between 2012 and 2015, Programme for International Student Assessment (PISA) test scores in the Basque Country have dropped significantly. In reading, the average score dropped 7 points and in math, scores fell by 13 points. Most notably however, science proficiency plummeted 23 points between 2012 and 2015. With 2018 PISA data yet to be published, this downturn in the educational success of the Basque Country is drawing significant concern from educators, parents, and policymakers alike.

This study expands on previous research regarding the adequacy of educational funding in order to reach a desired academic outcome. Specifically, this study examines Virginia policies of Standards of Quality and Standards of Accreditation to see if local fiscal effort above the minimum required by Virginia has an association to the desired minimum academic outcome of school accreditation.

The research in this study shows that when using a linear regression analysis or an ANCOVA there is no relationship between effort above Required Local Effort (RLE) and the percentage of students attending an accredited school. However, when looking at the non-linear …

The purpose of my study is to explore the stories of the ethical tensions K-12 educational administrators navigate when implementing high-stakes assessment policy in a culture of measurement during testing season. Some educational leaders, in particular K-12 school and district administrators, struggle with the tensions existing between their own personal belief systems, organizational dilemmas, and the requirements of enacting high-stakes assessment policies. This brief is the third and final brief in a series exploring the financial well-being of low- and moderate-income (LMI) households in the United States. The first brief in this series explored how financial well-being differed between LMI households and the general population. The second in the series examined how financial well-being changed over time in a sample of LMI respondents.
