The Unintended Consequences Of International Student Shortage: Evidence From A Policy Reform In South Korea, Syngjoo Choi, Chung-Yoon Choi, Kim, Jongkwan Lee

We study the role of international students in the higher education sector and the local economy by exploiting a policy reform in South Korea that significantly restricted the admission of foreign students to local universities. By comparing the pre- and post-reform differences between universities with different pre-reform shares of international student enrollment, we find limiting the inflow of international students significantly worsened the financial outcomes of local universities. We also document that a reduction in the number of international students in local areas resulted in decreases in native employment, mainly in sectors such as agriculture and business support services, suggesting …

Economic policy has rapidly changed over the last 50 years, and the types of tools policymakers use have evolved with it. The Usage And Impact Of Act 1240 Teacher Licensure Waivers In Arkansas, Sarah C. Mckenzie

Act 1240 of 2015 allows Arkansas school districts to petition for waivers allowing for the employment of teachers who are not licensed under the standard procedures of the state. Since the program’s inception in the 2016-17 school year, the number of teachers employed under Act 1240 waivers has increased, with the Arkansas Department of Education reporting 836 teachers hired using Act 1240 waivers in 69 districts during the 2021-22 school year. This represents approximately one quarter of the districts within the state, but only approximately 2 percent of the nearly 40,000 teachers employed last year.

Literacy is critical for numerous developmental outcomes and wellbeing among children. Low literacy skills in childhood can also negatively affect individuals in adulthood. Using data from nearly 300,000 kindergarten students in Virginia (2014-2017), this study finds that children in households that participate in more than one social assistance program (such as Temporary Assistance for Needy Families, the Supplemental Nutrition Assistance Program, and Free or Reduced-Price Lunch) have lower literacy skills when they enter kindergarten than children whose households participate in fewer or no social programs.

Public institutions of higher education provide considerable public benefits to states, but these benefits have not been systematically measured. As a result, public conversations about the broad value proposition of higher education do not center the public benefits produced by institutions. There are varying perspectives on, and divergent solutions to, the phenomena of income inequality and poverty. There seems to be polarizing views on both of these sensitive topics. One side of the argument believes income inequality should in itself be mitigated through redistribution measures, while the other argues that this should not be the focus of policy makers, as it deters them from facing the more pressing issue facing society – which is absolute poverty. The National School Lunch Program (NSLP) is the country's second-largest food assistance program, serving free or reduced-price meals to 30 million students daily. A growing number of schools and districts offer Universal Free Meals (UFM), which provides free meals to all students regardless of income. This brief summarizes findings examining the relationship between exposure to UFM in kindergarten and attendance and weight outcomes in NYC students from grades K-3. The results demonstrate that children who receive free meals through UFM in kindergarten have better school attendance than those who do not. In addition, there is no evidence that receipt of …

In this brief, we examine the relationship between course failures among Arkansas’s 9th grade students and the grade levels served in their school. We find that in schools that terminate at 9th grade, 9th graders are less likely to fail one or more course during the year compared to failure rates in schools that terminate at 12th grade. We suggest an increase in awareness and examination of how we assess 9th graders in Arkansas.

I examine the ongoing youth literacy crisis in New York City and, along with it, two long-standing, opposing education policies—progressive and traditional—that have sought to address it. This dissertation comprises an examination of how school districts have allocated the resources they received as a result of the Illinois Evidenced-Based Funding (EBF) for Student Success law. The law was passed in 2017 with the rationale of providing additional resources to school districts based on evidenced-based approaches, with the vast majority of the funds to be allocated to districts in financial need. A brief history of school funding is extrapolated from the literature. The government school monopoly for funding K–12 education creates a coercive system that commandeers a captive audience of impressionable children for inculcation in secular ideas, beliefs, and values concerning matters of truth, moral character, culture, and the good life. The brutal bargain imposed on parents by this monopoly requires them to choose between the single largest benefit most families receive from state and local governments and educating their children in a curriculum that is consistent with the preferred educative speech of the parents.
