This Article analyzes the development and dissemination of environmentally sound technologies that can address climate change. Climate change poses catastrophic health and security risks on a global scale. Universities, individual innovators, private firms, civil society, governments, and the United Nations can unite in the common goal to address climate change. This Article recommends means by which legal, scientific, engineering, and a host of other public and private actors can bring environmentally sound innovation into widespread use to achieve sustainable development. In particular, universities can facilitate this collaboration by fostering global innovation and diffusion networks.

Radicalization Into Violent Extremism I: A Review Of Social Science Theories, Randy Borum

In discourse about countering terrorism, the term "radicalization" is widely used, but remains poorly defined. To focus narrowly on ideological radicalization risks implying that radical beliefs are a proxy—or at least a necessary precursor—for terrorism, though we know this not to be true.Different pathways and mechanisms of terrorism involvement operate in different ways for different people at different points in time and perhaps in different contexts. This article explores the problems in defining radicalization and radicalism, and suggests that radicalization—and more specifically, involvement in terrorism—might best be viewed as a set of diverse processes. Scholars are divided over whether the emancipatory politics promised by new social movements can be attained within civil society or whether seizure of the state apparatus is necessary. The Bolivarian Revolution led by President Hugo Chávez presents a crucial case for examining this question. Chávez’s use of the state apparatus has been fundamental in broadening the concept of citizenship, but this extension of citizenship has occurred alongside the deliberate exclusion of others. This has not only limited its appeal as a citizenship project but created counterpublics that challenge the functioning of the government and its very legitimacy. Analysis of Bolivarianism …

Catastrophic natural disasters remain a constant and recurring mortal threat to people around the world. Since prevention of the events themselves is impossible, it is important to examine those factors which can reduce the loss of life and enable successful recovery. We intuitively expect good governance to be one of these factors. This paper discusses the concepts of governance and long-term disaster recovery and the difficulties inherent in numerically capturing these qualities. It explores the correlation between governance indicators and three development and economic measurements of recovery. Three case studies are used to qualitatively and anecdotally address the topic.

This short essay blends traditional Mexican cartel analysis indicative of earlier Small Wars Journal writings by this author with advanced (5th dimensional) warfighting concepts. These concepts have utility for engagement with non-state (new warmaking) entities. They are being increasingly discussed now that cyberspace and ‘dual dimensional’ operations are more frequently breaking out in the Mexican conflict.

This article describes the Delayed Bang Approach for determining the value of risk management alternatives in critical infrastructure security. The discussion includes (1) the need for sustainable risk management (2) the importance of time valuation in evaluating competing loss prevention and loss reduction alternatives, (3) the convergence of deterministic engineering economics, survivability analysis, and probabilistic analysis, and (4) hypothetical examples of the Delayed-Bang Approach and significance towards more sustainable risk management.

The Projected Al Qaeda Use Of Body Cavity Suicide Bombs Against High Value Targets, Robert J. Bunker

This work is initially derived from a non-public disclosure series of early warning presentations, first delivered in September 2006, by the author on the projected terrorist use of body cavity suicide bombs against high value targets. Subsequent terrorist use of such a device, in August 2009 in Saudi Arabia by an Al Qaeda operative, has allowed for this body of research (along with post-incident analysis) to now be published in an open venue.
