It is felt that the bilingual population in the southwest is of significantly large enough proportions to warrant specialized emphasis on its education problems. These children need to become better comprehensive readers, not merely word-callers. Teachers frequently assume that if their pupils recognize the words of selection, comprehension is assured. Unfortunately, this is not true in many instances. There are many aspects of English language which might cause bilingual children some difficulty. It is the principal purpose of the present study to investigate the relationship between bilingualism as measure by an objectively oriented scale, the Hoffman Bilingual Schedule, and test performances with a comparatively new vocabulary instrument which merely requires the subject to point in response to the spoken word. The Latter is the Ammons Full-Range Picture Vocabulary Test. A secondary purpose is to establish tentative Spanish Norms for 17,18, and 19 year-olds for the Ammons test.

Often expressed claims which amounted to a general belief among many of the administrators of the schools of Carbon County were the stimulus for this study. The claims generally expressed were that the Mexican-Indian students of the schools did not have as good ability, did not achieve as well, were poorer attenders, caused a larger amount of difficulty and delinquency and did not adjust to the school society as well proportionately as their co-students of other nationalities. As this study shall show, coordinated state, federal, and Indian planning can greatly accelerate the transition from federal to state control of Indian education. Such planning cannot proceed without public support, as mentioned above, based upon a real understanding of these complex, two-way acculturation problems, and their inseparable relationship to the life or death struggle between democracy and communism throughout the world.

In choosing subjects of this nature there are certain causes or reasons which influence such a choice. In this case it is not my purpose to offer a defense for the study of Latin as an educational subject, nor is it my purpose to propose a special method of presenting Latin as to make it a more attractive part of the curriculum. I am influenced principally by the fact that among educators and Latin teachers themselves there is a widespread divergence of opinion as to what ought to be aims of teaching Latin.
