The Pepperdine Private Capital Access Index (PCA) is a quarterly indicator produced by the Graziadio School of Business and Management at Pepperdine University, and with the support of Dun & Bradstreet. The index is designed to measure the demand for, activity, and health of the private capital markets. The purpose of the PCA Index is to gauge the demand of small and mediumsized businesses for financing needs, the level of accessibility of private capital, and the transparency and efficiency of private financing markets.

After graduating with his bachelor's degree from Brigham Young University, Davis Smith and his wife decided to take an unpaid internship in Peru. While in Cusco, they met many locals who played barefoot in the city center. One in particular named Edgar, insisted on shining Davis’s tennis shoes with his shoe shining kit to earn money. Davis, intrigued by little Edgar’s persistence, allowed the little boy to shine his shoes. The day before Davis and his wife left Cusco, they found Edgar crying in despair. Innovation Campus is the University of Nebraska’s commendable effort to create a world-class scientific research park on the former Nebraska State Fairgrounds. Rather than blindly copying what’s being done in, say, Massachusetts or North Carolina,Innovation Campus is rightly building on Nebraska’s proven strengths. The point isn’t gargantuan size. Instead, it’s quality and specialization, using sound long-term planning and a phased approach to construction. Using a mix of $25 million in public funds and more than $100 million in private contributions,the project is focusing on fields in which Nebraska already has a strong reputation. Lottery Tax Windfalls, State-Level Fiscal Policy, And Consumption, Zhi Da, Mitch Warachka, Hayong Yun

We find that lottery tax windfalls finance higher state-government expenditures on supplemental security income that increase consumption, but only during bust periods. Wealth transfers from lottery winners to low income households enable fiscal policy to stabilize consumption during bust periods.

1 Summary: Respondents to the January 2015 Survey of Nebraska Business had a modestly optimistic outlook for sales and maintained a very optimistic outlook for employment. January respondents were somewhat more likely to expect sales to rise (27%) than fall (24%) at their business over the next six months. Respondents were much more likely to plan to increase employment (21%) than to reduce it (6%). Within the state, optimism about sales and employment was especially strong in the Omaha area. Respondents from Southeast and West Nebraska were close to state averages. Respondents from Northeast and Central Nebraska held a neutral …

Non-linear processes within complex systems are difficult to predict. Using discrete event simulation (DES) models can be helpful for presenting the uncertainty level embedded within these processes. However, the interpretations of the resulting outcomes can be challenging to analyze. This is evident when experimenting with simulation models, and therefore requires the adaptation of existing models. Introducing cyclic entities such as interconnected resources to the simulation model adds a new level of complexity to the model. The success of the Octopus as a smart card-based E-payment system in Hong Kong is unparalleled by its counterparts worldwide. The number of daily transactions is over 8.1 million, generating over US$7 million in revenue on average. Although the majority of these transactions are transport-related, the Octopus is seeking to extend its arms into retailing payments. This research investigates whether retailers and consumers in Hong Kong would accept the Octopus better than its rivals such as cash, credit cards, or Electronic Payment System (EPS) to become a preferred payment method for retailing in Hong Kong.

We have developed a semantic network of biological terminology to aid in the retrieval and integration of biological information from a variety of disparate information sources. Our semantic network strives to provide a categorization of biological concepts and relationships among these concepts. The semantic network will impart a knowledge structure through which computers can "reason " and draw conclusions about biological data objects and will provide a federated view of the many disparate databases of interest to biologists. The query used for Web searching is usually short and may not be able to reflect the intrinsic semantics of the user information need. The purpose of the paper is to take into account user information feedback, and to develop a semi-automatic query expansion approach to improve the effectiveness of Web searching. A search engine has been developed using the vector information retrieval model to validate the semi-automatic query expansion approach. The experiments show that this approach may improve the effectiveness of web searching.

This study introduces a sound-based mobile payment system. Using a mobile phone for payment for mobile commerce is essential for its success. The proposed system will use sound that is generated from the existing mobile phone and the sound can be recognized by the existing credit card reader of the shop with an installation of an ordinary microphone and simple software to process sound input. This system is a better system since it doesn't require customers to buy a new mobile phone and the cost for the microphone and the software is very low.
