Decentralization And Welfare: Theory And An Empirical Analysis Using Philippine Data, Tristan A. Canare

Economics Department Faculty Publications

This study theoretically and empirically analyzes the relationship between decentralization and welfare. The model identifies conditions in which a decentralized government is utility-maximizing compared to a centralized one. The empirical analysis utilized data from Philippine provinces to study the relationship between several decentralization indicators and welfare, as measured by per capita income, human development index, and poverty. Results suggest that fiscal independence, or the ability of local governments to generate their own revenues to finance their own expenditures rather than relying on central government transfers, is positively associated with per capita income and HDI. JOHNSON CITY (March 9, 2021) – More than 11,800 East Tennessee State University students are being notified this week they will be receiving financial assistance from the Higher Education Emergency Relief Fund II (HEERF II).  Approximately $5.5 million in HEERF II funding is being dispersed to eligible ETSU students.



The funding from the U.S. Department of Education is made possible through the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 that was approved last December in response to ongoing challenges presented by the COVID-19 pandemic.  The law includes stimulus funding for colleges and universities to provide emergency grants to college …

Building City Identities: A Consumer Perspective, Delphine Godefroit-Winkel, Marie Schill, Cristina Longo, Martin Chour

This study complements current knowledge on city identity and city attachment through a phenomenological inquiry among 22 Casablanca consumer residents. Five Casablanca identities emerge: City of Escape, Busy Isolating City, Clustering City, Small City, and Dark City. The findings illuminate (1) how consumers build specific types of city identities; (2) demonstrate city identity as the outcome of interplays between various consumption experiences, perceived characteristics of spaces and places, and ambivalent emotions; and (3) update current knowledge on city attachment. This work further provides valuable recommendations to public authorities who are willing to leverage specific identities.

Although this technology is providing convenience, information, and instant gratification the underlying moral framework that AI uses remains largely unknown to the consumers of the technology. This research paper explores issues pertaining to, and raises awareness about, high sugar intake among consumers, which causes several consequential health risks. The paper also points out various obstacles preventing consumers from reducing their high sugar consumption. These obstacles come from policymakers, policy influencers, the sugar industry, the food industry, and consumers themselves. For some obstacles, involvement of multiple parties was found. The research also discusses several possible solutions for improving a healthy consumption environment for consumer wellbeing.

This study explores the impact of COVID-19 on travelers’ future recreational vehicle, cabin, and tent camping decisions extending the Construal Level Theory. Findings suggest that camping consideration due to COVID-19 is significantly related to understanding about time and distance of travel and dependent on pandemic scale.

Supply chain viability (SCV) is an emerging concept of growing importance in operations management. This paper aims to conceptualize, develop, and validate a measurement scale for SCV. SCV is first defined and operationalized as a construct, followed by content validation and item measure development. Data have been collected through three independent samplings comprising a total of 558 respondents. Both exploratory and confirmatory factor analyses are used in a step-wise manner for scale development. Reliability and validity are evaluated. International Journal of Aquatic Research and Education

Improved eating behaviors and daily participation in physical activity such as swimming might abate the likelihood of African American youth becoming obese. Yet many African American youth neither consume the recommended daily servings of nutritious foods nor know how to swim. The purpose of this study was to investigate the impact of a culturally tailored multicomponent summer intervention to reduce obesity and unintentional drownings among underserved African American youth. Children (n = 145) participated in a three-hour, community-based intervention for four weeks. This paper advances the view that the deep confidence of market regulators in the assumptions and premises of the Efficient Market Hypothesis (EMH) has led to the underestimation of market risks, thus inactivating the market education of existing and future investors.
