Every year the United States invests $3.2B in the Small Business Innovation Research (SBIR) Program. The program seeks to promote innovation among the nation’s small businesses. This research considers challenges faced by small businesses working with the DoD, which accounts for half of the annual SBIR investment. We surveyed participating businesses with open-ended questions to understand their perspectives. Our data consists of 286 responses from firms that have held Air Force SBIR contracts. Using Qualitative Content Analysis, we identified five categories of challenges: SolverSeeker Disconnect, Funding, Engagement, Processes, and Seeker Education. Data visualization plays a significant role in decision-making for military leadership. Cost organizations create and utilize data visualizations to reap cost-saving benefits, boost productivity, and expedite task processes. Our research aims to support the development of such tools and provide insights from cost leadership. To do this, we conducted semi-structured interviews with cost professionals to learn how cost professionals manage and view their data, as well as what day-to-day challenges they face while working in the cost community. A rule of thumb is a broadly accurate guide based on experience rather than theory. This study examines the potential for a rule of thumb to predict Operation and Sustainment (O&S) costs. The Center for Naval Analysis (CNA) found that a single variable could accurately predict total O&S costs. We found that while a single variable could be highly predictive and strongly correlated to total O&S costs, it is not the same variable for all platforms. We improved upon this initial heuristic proposed by Stumborg by developing an individual heuristic for each Mission Design (MD). We found that a form …

This research studies cost risk for Department of Defense (DoD) acquisition programs during development and has three overarching objectives: 1) analyze the degree of change in cost risk (quantified as risk dollars) as programs mature, 2) analyze the accuracy of cost risk estimates (quantified as risk error) as programs progress, and 3) adopt risk analysis techniques common in the commercial banking industry to analyze cost risk in DoD programs. Earned Value Management (EVM) is an integral tool for the success of many programs by allowing the assessment of cost and schedule performance via its metrics. However, the accuracy of these metrics depends on programspecific factors such as phase and contract type. The purpose of this research is to analyze the stability of Estimates at Completion (EACs) for long duration development efforts. Prior research by Christensen in 1996 on EAC stability for development and production contracts was replicated by Kim, White, Ritschel, and Millette in 2019 and found differing results using modern data. The 56th Equipment Maintenance Squadron (56 EMS) provides equipment maintenance and back shop maintenance for the F-35 Joint Strike Fighter. The squadron executes thousands of sorties and flight hours annually. This operations tempo requires maintenance to prevent equipment failures, minimization of aircraft downtime, insurance of safety and compliance, and training of maintenance personnel. The squadron incorporates periodic training sessions to train maintenance personnel skills needed by airmen. This research investigates the optimization of these training sessions employing mixed integer programming (MIP). Virtual Reality technology provides new opportunities for enhanced training in a variety of career field. An important feature of any training is whether the knowledge and skills learned transfer to real world work performance. Scholars call this Training Transfer. In this study, a novel approach to measuring training transfer of a Virtual Reality assembly training is designed and executed. 23 Subjects were recruited for this human subject experiment. The findings indicate that training transfer was not significantly different between VR and traditional training, however factors such as affective cognitive consistency, task complexity, perceived task workload, and conscientiousness contributed to training …

While venture capital (VC) has expanded globally, challenges in comparing international VC strategies remain due to data limitations and theoretical variability. This study contrasts VC investment philosophies, support mechanisms, and exit strategies in mature US firms with those in developing Saudi Arabia from 2016-2021. Analyzing fundraising, sector focus, deal volume, and exit outcomes, it finds significant differences attributed to ecosystem maturity, with some convergence in contracting and mentoring. The findings highlight the need for US VC models to adapt strategically in Islamic markets, suggesting regulatory reforms for market development. This research provides guidelines for effective cross-border VC strategy adaptation.

This is a review of a range of empirical studies that use digital text algorithms to predict and model response patterns from humans to Likert-scale items, using texts only as inputs. The studies show that statistics used in construct validation is predictable on sample and individual levels, that this happens across languages and cultures, and that the relationship between variables are often semantic instead of empirical. That is, the relationships among variables are given a priori and evidently computable as such. Rural food supply chains in the United States exhibit structural fragility, chronic underfunding, and limited integration with federal investment mechanisms. Cold storage capacity remains inadequate, aggregation infrastructure is sparse, and processing and last-mile distribution face persistent bottlenecks across much of rural America. These domestic conditions reflect a broader global pattern: the FAO estimates that approximately 733 million people faced hunger in 2023, with rural populations bearing a disproportionate share of that burden [1]. The primary objective of this study is to examine the extent of financial integration between Latin American and US financial markets, particularly in light of recent efforts to foster integration through trade agreements. Spanning from 1 January 1990 to 31 December 2019, the sample focuses on major market indices and key sectors. Financial integration is quantified using a DCC multivariate GARCH model, incorporating a smooth transition model, structural breaks, and regression-based approaches. Results indicate increased comovement with the US for main market indices in Argentina, Chile, Colombia, Mexico, and Peru, while Brazil shows a decrease. Similar trends are observed in …

The IRS administers tax laws enacted by Congress. As part of the IRS's duties, they often consider taxpayers' financial statements to help ensure accurate tax reporting and payments. We posit that enhanced financial statement disclosures of tax information under FASB Interpretation Number 48 (FIN 48) lead to more IRS scrutiny and alter the incentives for corporate innovation. Using patent applications as a measure of corporate innovation, we employ a difference-in-differences research design with publicly listed US firms as the treatment group and privately held US firms not subject to the disclosure requirements as the control group. By breaking the mathematical derivation of Macaulay Duration, Modified Duration, and Bond Convexity into smaller easily calculated component parts, a more manageable means of calculation for these bond measures emerges for the student. Further, an Excel spreadsheet or an algorithm within a programming language can also be implemented using these smaller component calculations. The Excel template provided can be made into an assignment or used as a resource for the student.

We use salience and dual-system theories as the lens to investigate how (via which intervening mechanism) and when (under what condition(s)) social media addiction impacts unverified information sharing. Based on results from analyzing data from 234 social media users, we found that social media addiction augments unverified information sharing, and that absentmindedness partially mediates this relationship. Furthermore, we establish that wellbeing status buffers the harmful impact of social media addiction on unverified information sharing and absentmindedness.

With the help of more than 700 reviewers, we assess the reproducibility of nearly 500 articles published in the journal Management Science before and after the introduction of a new Data and Code Disclosure policy in 2019. When considering only articles for which data accessibility and hardware and software requirements were not an obstacle for reviewers, the results of more than 95% of articles under the new disclosure policy could be fully or largely computationally reproduced. We first review the recent research published in JIAR on the influence of international institutions on accounting practices and follow it with a discussion of the literature studying the influence of institutions on tax avoidance and tax evasion. We then explore a new methodological approach that draws on the theory of institutional hierarchy proposed by Williamson (2000) and examine the relative importance of three broad types of institutions (informal, formal and media) in curtailing perceived tax evasion activities. We study the role of segment disaggregation in equity-based pay contracts in diversified firms. Disaggregated segment disclosures can improve the observability of managerial actions in internal capital markets and thus increase implicit incentives for managers to allocate resources as desired by shareholders, substituting for explicit incentives provided to CEOs. We use the adoption of Statement of Financial Accounting Standards No. 131 as an identification strategy and find that firms affected by this segment reporting mandate significantly decreased the provision of equity-based incentives in the post-adoption period, especially for firms with higher operating volatilities.
