At the 2019 Charleston Library Conference, five facilitators from a diversity of organizations led a pre-conference called Hacking for Good. The goal of the half-day pre-conference was to introduce participants to the “hacking mindset” beyond the traditionally understood technology-driven terminology. In this context, hacking refersred to an approach of identifying a challenge or set of challenges in their respective knowledge organizations and gathering a set of techniques or approaches to address and overcome those challenges. Taken alone, each changemaker could markedly influence the entire chain of research consumption. Combining these change forces together has the potential for a complete upheaval in the biome. Due to impending campus-wide downsizing, the Grand Valley State University (GVSU) Libraries projected that a worst-case scenario would result in a 14% cut to the library’s collections budget for fiscal year 2020. In the same year, GVSU Libraries welcomed several new members of its leadership team, including the dean, two associate deans, head of systems, head of collections, business administrator, and a vacancy after the long-time acquisitions manager retired. Budget cuts and staff turnover are tough, but they prompted a much-needed reassessment of roles, culture, and priorities in the library. Building library collections to help patrons design, launch, and run successful businesses is challenging: Market research and private equity/venture capital resources arrive at premium prices. Discovery services have evolved to include not just books and articles, but databases, website content, research guides, digital and audiovisual collections, and unique local collections that are all important for their users to be able to find. Search and ranking remain at the core of discovery, but advanced tools such as recommendation, virtual browse, ‘look inside‘, and the use of artificial intelligence are also becoming more prevalent. What are assessment centers?

Assessment centers measure knowledge, skills, abilities, and other characteristics by assessing participants’ responses to job-related simulations. Assessment centers can be used for hiring, placement, and career and skill development (Gaugler, Rosenthal, Thornton, and Bentson, 1987). Typically, participants complete a combination of in-basket, leaderless group discussion, role play, case analysis, and oral presentation exercises (Hoffman, Kennedy, LoPilato, Monahan, and Lance, 2015). Within each exercise, participants review job-relevant information and complete tasks. For the in-basket, participants are presented with documents (e.g., emails, memos, reports, requests—things that might be in an inbox) to which they provide responses and about …

The LEI-N rose slightly during September 2020, by 0.09%. While the pace of improvement has slowed, September marks the fifth consecutive increase in the leading indicator after sharp declines in March and April. The September result indicates that the Nebraska economy will grow at a modest pace over the next 6 months. Four of the components of the leading indicator improved during September. Airline passenger enplanements grew slowly after seasonal adjustment, but there was a drop in initial claims for unemployment insurance during the month. The value of the U.S. dollar also declined, which will improve competitive conditions for businesses …

Despite the rapidly changing information and technology landscape, collections remain at the heart of academic libraries, signifying their enduring importance in providing access to our cultural heritage. JOHNSON CITY – (Oct. 28, 2020) Following its first season of competition, the ETSU Esports Varsity Team has earned a spot in the Overwatch Fall Cup Playoffs hosted by the National Association of Collegiate Esports (NACE).

East Tennessee State University’s team rounded out its inaugural season 8-1 and finished second place in its group.  NACE will announce the playoff brackets toward the end of this week.  ETSU will begin the playoffs Monday evening at 8 p.m.  The tournament games will be broadcast on Twitch and in the esports arena within the D.P. Culp Student Center.

The pervasiveness of public sector corruption has been a major concern by successive governments and their citizenry. In order to curb such corruption, previous studies have focused on the anti-corruption strategies adopted by governments in isolation, but little or no study has focused on the interactions of the anti-corruption strategies. Using the concept-centric approach, we reviewed 91 studies systematically to understand the trends of government anti-corruption strategies. From the synthesized studies, we identified three dominant themes of anti-corruption strategies and their associated concepts. Evo Morales And Electoral Fraud In Bolivia: A Natural Experiment And Discontinuity Evidence, Diego Escobari, Gary A. Hoover

This paper uses a unique data set and a natural experiment based on the shutdown in the official preliminary vote counting system to identify and estimate the size of electoral fraud in the 2019 Bolivian presidential elections. The 2016 Constitutional Referendum and the participation of other political parties serve as controls to estimate various difference-in-differences and difference-in-difference-in-differences specifications. The results show evidence of a statistically significant electoral case of fraud that increased the votes of the incumbent Movimiento al Socialismo and decreased the votes of the runner up Comunidad Ciudadana. We estimate that the extent of the fraud is 2.50% …

Dunning’s Eclectic Paradigm is used to assess the effectiveness and impact of U.S. drug prohibition policy on economic growth and political stability in Latin American countries as well as the decision making of Latin American Transnational Criminal Enterprises (TCE) in the cocaine-coca market. Results showed U.S. drug prohibition policy reduces the on-site supply but does not significantly reduce the transportation of cocaine and coca. U.S. drug prohibition policy also generated political instability for the region and revealed policy externalities that facilitated TCE expansion. Tougher U.S. drug prohibition policy advances TCE by amplifying the impact that unemployment and local wages have …

JOHNSON CITY (Oct. 26, 2020) – Retired Maj. Gen. Gary Harrell became the fourth alumnus of East Tennessee State University’s Army ROTC Program inducted into Cadet Command’s Hall of Fame during a special ceremony recognizing his extraordinary military career.

Before earning his Green Beret and commanding special operation Delta Force in Somalia later chronicled in the book and film “Black Hawk Down,” Maj. Gen. Harrell was a student at ETSU and member of the Grantland Rice Bowl Championship football team in 1969.

We find evidence of taste-based discrimination against rival affiliations in the online market for rental accommodation. Airbnb hosts in college towns increase their listing prices more than hotels on home football games against rival teams. By setting listing prices too high as a result of their affiliation bias against rival fans, hosts experience a 30% reduction in rental income. The overestimation of demand, the cost (inconvenience) of temporary relocation, and the likelihood of incurring damage cannot explain the inverse relation between listing price increases, and rental incomes that is limited to games against rival teams. The primary purpose of this study was to determine the core competencies needed by State DOT Highway Safety Engineers as perceived by Highway Safety experts in the United States. First, a list of competencies was identified. Next, a panel of Highway Safety experts determined the importance of each identified competency for the current year (2020) and for the future (year 2030). Finally, ratings provided by the panel were tested for the presence of consensus.
