Sexual assault, sexual harassment, and unprofessional relationships are inconsistent with U.S. Air Force vision to foster a culture that promotes dignity and respect. These problems reduce military readiness and retention of talented personnel while increasing costs to taxpayers. To combat these problems, the U.S. Air Force revised its sexual assault prevention and reporting curriculum to employ affective engagement techniques at four technical training campuses. Curriculum developers employed plausible vignettes, storytelling, and classroom debate to create an emotional connection to the sexual assault prevention and reporting lessons. At a statewide level in Arkansas, the Arkansas Career Readiness Certificate (ACRC) is marketed as a means for assessing and exhibiting individual worker skill levels and as an additional aggregate credential to be presented alongside high school and college degree attainment levels. The study conceptualized Safety Management System (SMS) initiative, self-efficacy, and transformational safety leadership as constructs that relates to safety behavior (measured by safety compliance and safety participation) when mediated by safety motivation using a quantitative approach. Structural equation modeling techniques was used to derive a final measurement model that fit the empirical data and was used to test the study hypotheses. In 2010, the cost to U.S. taxpayers was $39 billion to incarcerate individuals in State and Federal Correctional facilities. A sub-population of these prisoners is those that have served in the U.S. military, or “Justice Involved Veterans” (JIVs). Many Veterans are eligible for federal and state funds for Career Tech. Education to assist them with obtaining employment, which research shows often contributes to keeping them from re-offending. The program described in this paper is the essential first step in reviving and reinitiating the delivery of aviation maintenance technology instruction. The demand for aviation maintenance technicians (AMTs) is rapidly increasing and there is a need to provide as many as 679,000 AMTs over the next 20 years (Boeing, 2016).
