The Qualitative Report
Teachers’ competences should be shaped from a very early stage of their training (Mâţă, Cmeciu, & Ghiaţău, 2013). For that reason, pre-service teachers are required to get involved in teaching internships and gain professional experience from training programs and workshops. These experiences are assets for these pre-service teachers when they resume teaching positions upon graduation. The present narrative study, therefore, aims to investigate the benefits of international teaching internship, known as South-East Asian Teacher (henceforth SEA-Teacher Program) on Indonesian pre-service English teachers’ identity and competence development. Global learning has become a fundamental aspect of international education. Yet, a clear understanding of global learning and how to develop it remain unclear. Using the dynamic systems approach, this paper analyzed the reasons, methods, and knowledge, skills, and attitudes(KSA) of global learning in higher education. Global learning is the higher education institutions’ critical response to globalization. It is the essential learning outcome of comprehensive internationalization of curriculum requiring students to develop KSA about the external world and their internal selves in their daily lives across local and global communities. Research on immigrant students in higher education often articulates a deficit narrative emphasizing the challenges immigrant students face in comparison to their native-born peers. In education for global competence, however, immigrant students’ life experiences give them a potential advantage. This study investigated whether project-based learning designed to take advantage of immigrant students’ intercultural life experiences could contribute to the development of global competence among undergraduate students. We explore how the influx of foreign funding into the higher education sectors of the United States and United Kingdom has raised the challenge of “reputation laundering”—when foreign donors and individuals use donations to prestigious universities to boost their international public image and offset negative images or reported controversies back in their home country. We outline four pathways for reputation laundering—donations for academic programs/schools, naming rights, honorary degrees and board seats; and the offer of favorable admissions decisions—and examine the variety of policies, practices and safeguards that have been adopted by U.K. and U.S. universities in response. The Thousand Talents Plan was an ambitious government initiative to repatriate and/or recruit experts from the global Chinese diaspora, along with some non-Chinese experts. The plan has received much criticism from abroad, accusing it of taking advantage of the open international education sector and facilitating espionage. While the Thousand Talents Plan received the most international attention, it was just one of over 200 Chinese governmental talent recruitment plans, which we label broadly as the Thousand Talents Brand (TTB). In 2019, the U.S. Department of Education (DED) began increasing its enforcement of the Higher Education Act, Section 117 statute, which provides instructions for institutional reporting regarding foreign and contracts. The three questions guiding this article include: What were DED’s stated premises for the investigations? How was international engagement characterized in the notices? And finally, what traits, characteristics, and/or qualities were attributed to different actors? Both the United States (US) and New Zealand (NZ) have been resettling refugees since the Second World War. As such, and because of several international treaties signed by both countries, they must concern themselves with the education of resettled refugee students in their nations. In this study, the researchers examine the international agreements and national resettlement policies that shape these nations’ refugee education policies. Second, educational practices for refugee students in the US and NZ using phenomenological qualitative research based on observations, interviews, and focus groups with teachers and refugee students are examined. In recent years, news media have increased reporting about alleged foreign interference in universities worldwide. A flurry of new policies has followed. This article reviews discourse and policy on foreign interference in higher education in select countries. It identifies the alleged perpetrators and victims, the victims’ concerns and responses, and the voices shaping the narrative about foreign interference. We combine the concepts of sharp power and right-wing authoritarianism to inform a discourse analysis and comparative policy analysis of a data set of 161 news articles and related media sources spanning a 30-month period of 2019-2021.
