A slum or squatter is identified by poor quality of housing and unsanitary conditions. The common agreed explanation of the conditions is to link the rapid growth of population, poverty and environment limitations. It implies that, internal factors of the poor people was the major cause the environmental deteorization. This article is an attemp to explore another explanation. It argued that external factors, i.e. government polices, are the ultimate cause. Using the case of waste management and urban housing supply system, the article propose a different view. The Hispanic/Latino population has risen dramatically in Nebraska. After totaling about 28,000 Nebraska residents in 1980, the Hispanic/Latino population increased by about 9,000 or 32 percent to about 37,000 in 1990. Then the Hispanic/Latino population more than doubled in the 1990s, to more than 94,000 persons, an increase of more than 57,000 or about 155 percent. The 2010 census showed continued growth and more than 167,000 Hispanic/Latino Nebraska residents, an increase of nearly 73,000 or 77 percent since 2000.

Most-at-risk populations (MARPS), including men who have sex with men (MSM) and injecting drug users (IDUs), represent only 1 percent of Nigeria’s population yet account for 38 percent of new HIV infections. Despite their elevated risk, MSM and IDUs are less likely than the general population to access HIV prevention and sexual health services because of stigmatization. Research evidence shows that people who abuse alcohol are more likely to engage in behavior that puts them at risk of HIV infection, including having unprotected sex. In 2010, the Population Council’s APHIA II Operations Research Project collaborated with the Support for Addictions Prevention and Treatment in Africa Centre in Kenya on research to identify factors associated with alcohol and drug use among out-of-school youth in Kibera, to identify specific factors contributing to HIV risk, and to assess the impact of an intervention to link youths with an alcohol and drug abuse problem to counseling and rehabilitation services. The Population Council’s APHIA II Operations Research and Kenya’s Ministry of Health implemented a pilot project in five facilities across Nairobi Province in 2010 with the aim of improving access to care and treatment for tuberculosis (TB) for women during postnatal care (PNC) services. As tuberculosis persists in Kenya, integration of screening and referrals within postnatal care services will increase case detection and treatment for those infected. Integration of TB screening is likely to be scaled up throughout PNC and maternal and child health services in Kenya. Almost all rural Nebraskans recognize the importance of livestock and poultry production to the state’s economy and most rural Nebraskans are familiar with livestock care practices. In fact, many rural Nebraskans have experience raising beef cattle, poultry and swine. They have less experience with dairy production.
Most rural Nebraskans believe animal welfare means providing adequate exercise, space and social activities for the animals in addition to food, water and shelter. However, the vast majority of rural Nebraskans agree that animal welfare means at least providing adequate food, water and shelter to livestock animals.

By many different measures, rural Nebraskans are positive about their community. Many rural Nebraskans rate their community as friendly, trusting and supportive. Most rural Nebraskans also say it would be difficult to leave their community. In addition, most rural Nebraskans disagree that their community is powerless to control its future.
Differences of opinion exist by the size of their community. Residents of smaller communities are more likely than residents of larger communities to rate their community favorably on its social dimensions and to have positive sentiments about their community. This tutorial was created to accompany the GIS Practicum, a day-long workshop offered by the Newman Library at Baruch College CUNY that introduces participants to geographic information systems (GIS) using the open source software QGIS. The practicum introduces GIS as a concept for envisioning information and as a tool for conducting geographic analyses and creating maps. Participants learn how to navigate a GIS interface, how to prepare layers and conduct a basic geographic analysis, and how to create thematic maps. This tutorial was written using QGIS version 1.5 "Tethys", a cross-platform (Windows, Mac, Linux) desktop GIS software package.

This assessment of a Comprehensive Abortion Care (CAC) model was conducted by the Population Council on behalf of the Consortium for Safe Abortions in India. The goal of the Consortium is to increase access to legal, safe, and comprehensive abortion services, including post-abortion family planning, in the public health system, and especially among the rural poor. This report describes the CAC model implemented in Aurangabad district, Maharashtra, and examines the extent to which the model improved (a) the availability and quality of abortion services in public sector facilities, and (b) women’s awareness and experiences with regard to abortion services. A number of studies reported high levels of sexually transmitted infections among people living with HIV (PLHIV). Unfortunately, prevention interventions targeting PLHIV in the community are not common in Kenya, and most PLHIV who are not on ART have limited access to prevention information and risk-reduction counseling. The Population Council’s APHIA II Operations Research Project conducted a research project to address these gaps. This study was conducted in 2010 in collaboration with the International Center for Reproductive Health and the National AIDS and STI Control Programme. In Kenya, recent trends in contraceptive use among currently married women aged 15–49 years show that after experiencing a stall between 1998 and 2003, the contraceptive prevalence rate (CPR) increased between 2003 and 2008–2009. In Bangladesh, first-level fixed-facility services—provided at the union level through Health and Family Welfare Centers (HFWCs)—are designed to improve maternal and child health by making services available in rural areas. However, most HFWCs do not have the capacity to provide normal delivery services. HFWCs could help women receive free normal delivery services within a convenient distance from their home, if they were strengthened with necessary human resources, infrastructure, and equipment. We examined 393 African American married couples assigned to (a) a culturally sensitive version of a widely disseminated relationship enhancement program (CS-PREP) (b) a similar version of the same program that also included a focus on prayer (PFP condition), or (c) an information-only control condition in which couples received a self-help version of the same program. Husbands averaged 40.5 years of age and wives averaged 38.9 years. We found a significant interaction between intervention and time of assessment, reflecting group differences in linear trends for the three conditions, with the two intervention conditions performing better than the control condition, and …

This report highlights the findings of the endline evaluation of a two-year leadership project aimed at indigenous youth in Oaxaca, Mexico: Movil.com. Movil.com is a community project headed by peers and built on elements of other models. It is similar to a cascaded peer education and training model, in which nuclear leaders are trained who, in turn, train facilitators of larger groups.
