Among the most challenging populations released from Wisconsin Department of Corrections institutions are offenders with serious mental and physical disabilities that impede their ability to hold gainful employment and present serious mental and physical health conditions often requiring medications and continuing medical care. The Disabled Offenders Economic Security (DOES) Project offered assistance to prison inmates who have serious mental health and disability conditions prior to their release from DoC institutions. Legal Action of Wisconsin attorneys served as benefit specialists helping soon-to-be-released disabled offenders acquire Supplemental Security Income, Social Security Disability Income, medical assistance, and other public benefits for which they …

Drivers License Status Report For Milwaukee County, John Pawasarat, Lois M. Quinn

The University of Wisconsin-Milwaukee Employment and Training Institute reviewed the driving records of 629,222 Milwaukee County residents in the Department of Transportation files, including drivers with current licenses as of January 1, 2012 plus unlicensed residents who received suspensions and revocations from 2009 through 2011. This report details the driving status of county residents in order to identify problems in licensing, suspensions and revocations. Prior ETI reports have shown the driver license to be essential for getting and keeping employment and exceeding high school completion as a predictor of sustained employment.

Location tracking and monitoring applications have proliferated with the arrival of smart phones that are equipped with onboard global positioning system (GPS) chipsets. It is now possible to locate a smart phone user down to 10 metres of accuracy on average. Participation from multiple stakeholder groups is necessary. These can be understood as boundary organisations where science and politics meet and intertwine. This article examines the role of boundary organisations in the production and social status of climate change knowledge. How can innovation be balanced with responsible governance? Responsible innovation and responsible governance are broad concepts which mean different things to different groups. This paper presents the results of a roundtable held at the Society for Nanotechnology and Emerging Technologies (S.NET) 2011 conference with academics and policymakers from Europe and the US. The results of this roundtable discussion raise issues of definition, lack of consensus, and the role of philosophy versus practical intervention.

We investigate decision-making and the potential for social learning among school administrators in the market for school reform consulting services. Specifically, we estimate whether public schools are more likely to choose given Comprehensive School Reform service providers if their “peer” schools—defined by common governance or geography—have performed unusually well with those providers in the past. We find strong evidence that schools tend to contract with providers used by other schools in their own districts in the past, regardless of past performance. Sicherheit und staatlicher Aufbau werden heute bei der Stabilisierung und Friedenssicherung fragiler Staaten immer zusammen gedacht. Im Südsudan steht das nächste große Staatsaufbauprojekt an, von dem für die Sicherheitslage in der volatilen Region am Horn von Afrika viel abhängt.

Bisher haben westliche Staatsaufbaustrategien den westlichen demokratischen Nationalstaat und seine Verwaltung zum Vorbild genommen, um Unterstützung beim Aufbau ähnlicher Strukturen zu leisten, zuletzt im Irak und in Afghanistan. Die Ergebnisse dieser Strategien sind sehr durchwachsen. This Article examines ways that governments can mitigate the economic damage caused by the drug war. Part I details four specific legal reforms enacted in Colorado, which aim to reduce the problems of over-criminalization: Requiring a fiscal note for the creation of new statutory crimes; reducing drug possession from a felony to a misdemeanor; narrowing the scope of 'three strikes' laws, and; adjusting old sentences in light of new laws.

Part II explores the fiscal benefits of ending prohibition, such as reduced law enforcement costs and substantially increased tax revenues.

Abstract: This Article chronologically reviews the British gun control which precipitated the American Revolution: the 1774 import ban on firearms and gun powder; the 1774-75 confiscations of firearms and gun powder, from individuals and from local governments; and the use of violence to effectuate the confiscations. It was these events which changed a situation of rising political tension into a shooting war. Each of these British abuses provides insights into the scope of the modern Second Amendment.

In her memoir, Harriet Ann Jacobs highlights the unique impact slavery had on women. The physical dominion imposed upon female slaves included both internal and external bodily control. Beyond sexual exploitation, the bodies of female slaves were used for a type of labor for which their male counterparts were not capable: reproduction. Forced pregnancy in the slavery context was a tragic and violative experience affecting women physically, psychologically, and emotionally. Long after the ratification of the Thirteenth Amendment, slavery-like practices lived on through social, political, and economic mechanisms.
