Reinventing Maine Government: How Mainers Can Shape A Sustainable Government And A New Prosperity, Alan Caron, David Osborne
Maine Policy Review
In this commentary the authors highlight the challenges Maine faces. They suggest areas where the state could spend less, based on national comparative figures. They discuss what they call the “three ticking time bombs” in the state: the aging workforce, unfunded pension liabilities, and escalating costs of healthcare, and review what they consider to be inefficient structures in government at all levels. They argue that new thinking and new approaches are needed, and make a number of recommendations for “reinventing government” in Maine.

Putting Equity Back In Reverse Mortgages: Helping Seniors Retire With Dignity, Andrew C. Helman
Maine Policy Review
Policymakers can help some seniors age in place through policies to strengthen private-sector reverse mortgages. In reverse mortgages, individuals who may be “house rich but cash poor” can use their home’s equity to receive regular income or get money through a credit line. Andrew Helman argues that state legislatures can help seniors avoid the “tricks and traps” of reverse mortgages by establishing programs in which lenders who agree to play by rules that ensure the safety and security of such mortgages are placed on a “preferred” list for seniors seeking a loan. He observes that laying the groundwork now can …

The first draft of a mine action strategy in Iraq was formulated in 2004 in line with the urgent requirement to structure and organize mine action in Iraq in order to support national development priorities in line with the National Development Strategy (NDS).
At the time of the development of this strategy it was not clear what the role of each of the involved Ministries, civil society organizations and the United Nations support program for mine action, which made it incapable of achieving it goals in a manner consistent with that stage.
And thus the current mine action strategy was …

Since the anti-personnel mine-ban treaty was adopted in September 1997, mine action has helped an ever-increasing number of civilians reclaim their lives and restore their livelihoods. The treaty has helped mobilize the international community’s response to landmines and their impact on people. It is a testament to what can be achieved when we collectively take on a grave humanitarian and development challenge.
The United Nations pledges to assist mine-affected countries in meeting their obligations under the anti-personnel mine-ban treaty and other international norms related to mine action. The United Nations continues to clear areas known or believed to be contaminated …

Since 1998, ITF has grown into an internationally recognized organization, supported by donations from extensive number of governments, public and private organizations, companies and individuals that has already surpassed the figure of 330 million USD. ITF contribution to the global fight against landmines and especially to the one in South East Europe (SEE) can not and must not be measured solely by numbers and statistical data. The contribution must be viewed in terms of its input to the restoration of conditions for cultural, social and economic lives of individuals and communities living in or emerging from war-torn society. Stable conditions …

The Winners In China’S Urban Housing Reform, John R. Logan, Yiping Fang, Zhanxin Zhang
Urban Studies and Planning Faculty Publications and Presentations
Housing reform in China has proceeded on two tracks: privatization of public housing and development of a new private housing sector. During this period of transition, rents have remained relatively low in the remaining public housing, and purchase prices offered to occupants of public housing have been well below market prices. Although these rents and prices are partly based on known formulas, there is considerable variability in how much people pay for similar apartments. This study uses 2000 Census data to estimate the housing subsidy received by the remaining renters in the public sector and purchasers of public housing, based …

Researchers in housing and community development design and evaluate policies regarding access to attractive, affordable and sustainable housing and improving the social, physical and economic infrastructure of communities, especially those in the urban core. Practitioners in this field confront political considerations, administrative guidelines and limited funding.
Decision science can increase the efficiency and effectiveness of market-rate housing development and provide support for policy responses to issues such as affordable housing, race and class segregation, ineffective and/or inequitable economic development, and sustainable development. This research spans many disciplines, including systems modeling, urban economics, multi-criteria decision modeling, stochastic models and decision support …

Changing Patterns Xvi: Mortgage Lending To Traditionally Underseved Borrowers & Neighborhoods In Boston, Greater Boston And Massachusetts, 2008, Jim Campen

This is the sixteenth in the annual series of Changing Patterns reports prepared for the Massachusetts Community & Banking Council (MCBC) by the present author. The series is aptly named: mortgage lending since 1990 has indeed been characterized by “changing patterns.” In recent years, the major focus of the series shifted from concern for fair access to credit for traditionally underserved borrowers and neighborhoods to concern for access to fair credit for these same borrowers and neighborhoods. This reflects the extent to which the problem of redlining had become overshadowed by the problem of reverse redlining, whereby areas that …

It is widely acknowledged that equitable and sustainable public policy can only be achieved when it is informed by the concerns, hopes, and experiences of those who are affected. Public agencies wishing to engage recent immigrants can find this to be challenging, however. Effective public participation and civic engagement can be difficult when community members cannot speak English and/or come from very different cultural and political environments. The Chronic Disease Prevention Program (CDPP) of the Multnomah County Health Department and Metro, two public agencies serving the Portland, Oregon region, have actively sought to learn from the experiences of immigrant community …

Third Year Evaluation Of The Center For Driver's License Recovery And Employability, John Pawasarat, Lois M. Quinn

The third year evaluation of the Center for Driver’s License Recovery and Employability was conducted by the Employment and Training Institute. The CDLRE is serving an increasingly difficult population -- with higher unemployment, more referrals from the courts and DOC, and with more legal problems. The CDLRE driver’s license recovery rates remained very high (i.e., 57% for the 3-year period). Over 5,000 Milwaukee County residents received assistance in 2007-2009 for case management or license recovery planning advice. The CDLRE continues to reach the hard-to-serve target populations, with 66% males, 92% minorities, and all low-income. More clients needed legal assistance in …

Technical Assistance Guide: Job Descriptions And Skills Required For Public Service/Transitional Jobs, Defining And Measuring Basic Workplace Skills, John Pawasarat, Lois M. Quinn

This technical assistance guide is designed as a resource for local governments and community agencies developing public service and transitional jobs programs to engage workers on layoff or unable to find employment during the current recessionary period. It draws upon successful work relief projects developed in Milwaukee County in prior decades along with job and skill descriptions developed for programs considered during the 1990s. The emphasis of the technical assistance guide is on identifying steps communities can take to move quickly into job creation, drawing on the considerable federal and state resources already available and in the public domain. Indicators Of Economic Need In The Milwaukee Metro Area: July 2010 Update, Lois M. Quinn, John Pawasarat
ETI Publications
The Employment and Training Institute prepared indicators of economic need for the Greater Milwaukee Foundation "Vital Signs" project to help track the impact of the recession on local counties and the metro area. Monthly changes and analyses were posted for BadgerCare Plus enrollments, families receiving W-2 (TANF) income support, FoodShare recipients, home foreclosure court filings, laid-off workers on unemployment insurance, and unemployment rates (2009-2011). These reports summarize the findings for the Milwaukee metropolitan area and for Milwaukee, Ozaukee, Washington, and Waukesha counties.

Citizenship, In The Immigration Context, Matthew J. Lister
Faculty Scholarship at Penn Carey Law
Many international law scholars have begun to argue that the modern world is experiencing a “decline of citizenship,” and that citizenship is no longer an important normative category. On the contrary, this paper argues that citizenship remains an important category and, consequently, one that implicates considerations of justice. I articulate and defend a “civic” notion of citizenship, one based explicitly on political values rather than shared demographic features like nationality, race, or culture. I use this premise to argue that a just citizenship policy requires some form of both the jus soli (citizenship based on location of birth) and the …
