Firearms, Youth Homicide, And Public Health, Robert S. Levine, Irwin Goldzweig, Barbara Kilbourne, Paul Juarez

Homicide is seven times as common among U.S. non-Hispanic Black as among non-Hispanic White youth ages 15 to 24 years. In 83% of these youth homicides, the murder weapon is a firearm. Yet, for more than a decade, the national public health position on youth violence has been largely silent about the role of firearms, and tools used by public health professionals to reduce harm from other potential hazards have been unusable where guns are concerned. This deprives already underserved populations from the full benefits public health agencies might be able to deliver. In part, political prohibitions against research about …

Policing today has become a high-tech affair; especially in the provision of incident event tracking and reporting systems increasingly being used to provide evidence in a court of law. These in-car video (ICV) and body worn recording systems are said to increase convictions and eliminate false claims made by defendants, providing documentary support to police officers and their associated actions in an incident. Immigration is a super-charged, emotional issue that is not going away. In this podcast, Dr. Hill discusses what immigration policy is and its place in the American political landscape. He presents a brief history of immigration in the United States, followed by some ideas on thinking about immigration policy in a more systematic way. Dr. Hill also introduces the Optimal Immigration Framework, and discusses its features and utility. Also included is a look at his most recent work on undocumented students and educational performance, which seeks to address some of these issues using social scientific techniques.

School Choice Demonstration Project

Special education and parental school choice are two of the most controversial issues in K-12 education in the United States. Those policies converge on an important question in an evaluation of the Milwaukee Parental Choice Program, what proportion of students have education-related disabilities? This debate, in Wisconsin, has provoked a lawsuit against the state’s Department of Public Instruction (DPI), which implements the Milwaukee Parental Choice Program (MPCP). MPCP is the oldest and largest urban private school voucher program in the United States.

The School Site Visits study is part of the fifth series of annual reports produced by the School Choice Demonstration Project (SCDP). It describes some of the major challenges experienced and common practices demonstrated by thirteen (13) K-12 schools participating in the Milwaukee Parental Choice Program (MPCP). During the 2010-11 school year, there were 107 religious and secular schools participating in the MPCP. Effective at the start of the 2010-11 school year, 2009 Wisconsin Act 28 requires private schools participating in the Milwaukee Parental Choice Program (MPCP) to administer the state test, the Wisconsin Knowledge and Concepts Examinations (WKCE) in reading, mathematics and science to all MPCP pupils in the same grades as public school students tested under Title 1 of the federal No Child Left Behind Act. This is the final report in a five-year evaluation of the Milwaukee Parental Choice Program (MPCP). This report features analyses of student achievement growth four years after we carefully assembled longitudinal study panels of MPCP and Milwaukee Public Schools (MPS) students in 2006-07. The MPCP, which began in 1990, provides government-funded vouchers for low-income children to attend private schools in the City of Milwaukee. The maximum voucher amount in 2010-11 was $6,442, and 20,996 children used a voucher to attend either secular or religious private schools. In this report we continue our examination of high school graduation and post-secondary enrollment in the Milwaukee Parental Choice Program (MPCP). The general purpose of this five-year evaluation is to assess the effectiveness of Milwaukee’s independent charter schools in promoting student achievement growth. Independent charter schools are authorized by nonschool-district entities and are considered “independent” because they are not a part of the Milwaukee Public School District (MPS). Throughout the course of this report we will estimate four-year achievement gains for independent charter school students who were in grades 3-8 during the 2006-07 school year using reading and math achievement data from the Wisconsin Knowledge and Concepts Examination (WKCE). India’s has had an impressive record recently in negotiating bilateral Memoranda of Understanding (MOUs) and Memoranda of Agreement (MOAs) on emigration of Indian workers, and social security agreements for Indian workers with a number of destination countries. The study undertakes a review of MOUs and MOAs on migration of Indian workers entered into by the Government of India with destination countries in the Gulf Cooperation Council (GCC) states, Jordan and Malaysia. The findings however, have broader relevance in the context of similar MOUs by other Asian origin countries.

Our research revealed a pattern of school choice results that range from neutral (no significant differences between Choice and MPS) to positive (clear benefit to Choice). Although we have examined virtually every possible way that school choice could systematically affect people, schools, and neighborhoods in Milwaukee, we have found no evidence of any harmful effects of choice.

This report was prepared on behalf of the Aging in Place Initiative of Home Forward. The Initiative sought to gather information about older persons currently residing in Home Forward’s public housing properties, from persons age 55 and older on the waitlist for housing, and from older adults in the Portland area. While local data were unavailable at the time of this report, we know that nationally, more than one-third (37 percent) of the approximately 5 million households receiving housing assistance from HUD are headed by persons age 62 and older. Agenda Setting From The Oval Office: An Experimental Examination Of Presidential Influence Over The Public Agenda, José D. Villalobos, Cigdem V. Sirin

This study employs an experimental approach to isolate and directly test the extent to which presidents can affect public perceptions of issue importance and support for policy action, taking into consideration key factors that condition such effects. Our findings provide new empirical evidence that presidents can, in fact, positively influence public opinion through agenda setting, particularly by increasing the perceptual importance of low salience foreign policy issues. However, the results also indicate that such positive effects do not translate into public support for policy action; instead, presidential appeals actually decrease support. Last, our study offers new evidence that employing bipartisan …

The purpose of this article is to highlight some of the roles government can take on that exist outside the traditional regulatory powers of government. Two such nonregulatory roles include the rights of government as the property owner of submerged lands, and the rights/ obligations of government as trustee of the public trust under the public trust doctrine that exists at common law and also statutorily in many coastal states.
