This paper outlines an Organizational Improvement Plan (OIP) and addresses a current Problem of Practice (PoP) in Aboriginal federal corrections. The Correctional Service of Canada (CSC) is a federal department mandated by the Corrections and Conditional Release Act. Notably, this Act mandates the CSC to be responsive to the special needs of Aboriginal offenders. Aboriginal offenders have long been over-represented within the Canadian corrections system; consequently, there is tremendous pressure on the CSC to address the gap in outcomes between Aboriginal and non-Aboriginal offenders. Background

Uganda’s national community health worker program involves volunteer Village Health Teams (VHTs) delivering basic health services and education. Evidence demonstrates their positive impact on health outcomes, particularly for Ugandans who would otherwise lack access to health services. Despite their impact, VHTs are not optimally supported and attrition is a growing problem. In this study, we examined the support needs and existing challenges of VHTs in two Ugandan districts and evaluated specific factors associated with long-term retention. We report on findings from a standardized survey of VHTs and exploratory interviews with key stakeholders and draw conclusions that inform efforts to …

Using Actor-Network Theory (ANT) as a way to do Critical Policy Analysis (CPA), this instrumental case study explores the relationships between citizenship and immigration (CI) policies and the internationalization of Canadian higher education. By utilizing a critical-sociomaterial approach, the research exposes actors and actor-networks that are otherwise overlooked in these policy areas. Moreover, this lens underscores the impacts and consequences of policy and how the enrollment and/or exclusion of actors in actor-networks enables certain actors to exert control, power, and primacy over others.

This study seeks to improve our understanding of the drivers of civil conflict through a synthesis of the grievance and feasibility approaches. It begins with two premises. The first is that the proponents of the feasibility explanation of conflict onset—who suggest that civil conflict will occur where it can happen—did not use theoretically justified measures of grievance in making their determination that motives have little bearing as drivers of conflict. The second premise is that the grievance literature that improved upon those measures did not fully consider feasibility in their models, leaving questions remaining regarding whether and to what degree …

Why do people travel? Underlying most travel behavior research is the derived-demand paradigm of travel analysis, which assumes that travel demand is derived from the demand for spatially separated activities, traveling is a means to an end (reaching destinations), and travel time is a disutility to be minimized. In contrast, the "positive utility of travel" (PUT) concept suggests that travel may not be inherently disliked and could instead provide benefits or be motivated by desires for travel-based multitasking, positive emotions, or fulfillment. The PUT idea assembles several concepts relevant to travel behavior: utility maximization, motivation theory, multitasking, and subjective well-being. …

In this article the author assesses whether a fundamental transformation is underway in public sector (state and local government) labor relations in the United States by revisiting the arguments made by the author and Kochan and McKersie (1986) regarding the transformation of labor relations in the private sector. The author argues that the economic pressures that led to a transformation of private sector labor relations starting in the 1980s have not played a comparable role in recent developments in the public sector because of the political nature of labor relations in that sector.
