Earthquake Reconstruction In Pakistan: The Case Of The Omar Asghar Khan Development Foundation’S Campaign, International Budget Partnership

The devastating earthquake that shook the Hazara region and the Azad Kashmir province in Northwest Pakistan on October 2005 led to a flood of donor money for reconstruction and rehabilitation in the affected areas. Three years later many people were still without adequate housing or critical public infrastructure. This is partly the result of unfulfilled government promises and the slow pace of reconstruction projects. This case study describes how a large coalition of civil society organizations (CSOs) and citizens embarked on a campaign to jump-start Pakistan’s efforts to rebuild. South Africa: Civil Society Uses Budget Analysis And Advocacy To Improve The Lives Of Poor Children, Neil Overy, International Budget Partnership

International Budget Partnership

In South Africa a range of civil society organizations and coalitions have been central to post-Apartheid efforts to protect vulnerable children through social security grants. This case study describes how the persistent campaigning of these organizations has contributed to significant budget and policy changes over the last decade such as the expanded eligibility for the Child Support Grant.

Quality Of Education Reforms: The Case Of Hakielimu’S Campaign Of 2005-2007, International Budget Partnership

HakiElimu is a civil society organization in Tanzania that works to ensure that all the country’s children receive high-quality basic education. When developing its Programme Strategy for 2004-2007, HakiElimu noted improvements in enrollment levels, but identified a lack of attention to education quality. This case study describes the campaign that led to improvements in Tanzania’s schools.

Studies of innovation are giving increasing attention to the relationships that businesses maintain with different participants in the innovation process. It is generally assumed that interaction with other businesses, universities and government organizations can generate knowledge that will improve the ability to innovate. However, there is little evidence of the specific roles that businesses assign to partners with regard to the provision of knowledge for innovation activities. This paper presents results from research on the dynamics of Triple Helix networks, where such networks provide the basis for building innovation capacity for businesses in catch-up geographical regions. Property Assessed Clean Energy (PACE) financing is one of several new financial models broadening access to clean energy by addressing the barrier of initial capital cost. The majority of the PACE programs in the market today include PV as an eligible measure. PV appeals to homeowners as a way to reduce utility bills, self-generate sustainable power, increase energy independence and demonstrate a commitment to the environment. If substantial state incentives for PV exist, PV projects can be economic under PACE, especially when partnered with good net metering policies. In this report, the authors examine Australia’s experience with transportation public-private partnerships (PPPs) and the lessons that experience holds for the use of PPPs in the United States. Australia now has decades of experience in PPP use in transportation, and has used the approach to deliver billions of dollars in project value. Plans are developed based on threat assessment, but they are not useful unless staff members are trained on how to use the plan, and then practice that training. Public involvement in alerting officials of suspicious and potentially harmful activity is critical to the overall security of a transit system. As part of an effort to get passengers and the public involved, many transit agencies have security awareness campaigns. The objective of this research is to learn how transit agencies seek to make security awareness campaigns effective and explore how they measure the effectiveness of such campaigns, if at all. We provide an overview of retirement plan proposals that could be implemented at the state level. All aim to increase participation in retirement savings, mainly by lowering the cost of doing so and possibly by offering some employer or government matches to employee contributions. The proposals vary widely on how much risk employees are exposed to. Some proposals leave most of the risks of saving for retirement – investment, market, and longevity risk – with the employee, while others try to eliminate them all. The Geneva International Centre for Humanitarian Demining (GICHD) is generally perceived to be relevant and effective within the mine action sector, although there are some vocal, and potentially significant groups that take a more negative view.

In interviews with attendees at the 13th International Meeting of National Mine Action Programme Directors and UN Advisors, 65% of respondents were positive about the Centre's relevance and 63% about its effectiveness.

The Centre's publications were generally very well received. The Francophone programme enjoyed an entirely enthusiastic and positive response from all who deal with it. Eighty per cent of respondents said that they …

The study analyzed the pretest-posttest results of high stakes test scores, absence frequencies, and high school eligibility cut scores of students who completed fourth-grade through eighth-grades in two academically equivalent but socioeconomically diverse same city Catholic schools. Study outcomes were compared for a naturally formed group of students (n = 28) who had completed fourth-grade through eighth-grades in an urban Catholic school representing fewer family socioeconomic advantages and 40% eligibility for free and reduced price lunch program participation and tuition assistance and a randomly selected group of students (n = 28) completing fourth-grade through eighth-grades in a suburban Catholic school …
