On The Front Lines: Managerialism In Substance Abuse Agencies, Jocelyn E. Lewiskin Sep 2018

On The Front Lines: Managerialism In Substance Abuse Agencies, Jocelyn E. Lewiskin

All Dissertations, Theses, and Capstone Projects

Neoliberal economic policies have led to changes within the field of human services in the United States since the mid-1970s. These policies, which seek to reduce the role of thefederal government through tactics such as privatization, continue to be evident across human services organizations today. This policy approach is operationalized through New Public Management (NPM), which is also referred to as ‘Managerialism’, and is characterized by output-orientated, quantitative focused, performance based measures and evidence-based practice. These characteristics have impacted the workforce in human service organizations. Using qualitative semi-structured interviews of front line workers, this dissertation will examine the effects of ...

Command Climate And Ethical Behavior: Perspectives From The Commandant's Of The Marine Corps, Brian Kerl Aug 2018

Command Climate And Ethical Behavior: Perspectives From The Commandant's Of The Marine Corps, Brian Kerl

Dissertations

Marine Corps commanding officers today face challenges aggravated by the wars in Iraq and Afghanistan, strategic uncertainty, and societal changes that carry over to the military such as women serving in infantry roles and the use of social media. These challenges are exacerbated by the stressors unique to the military such as lengthy separations from loved ones and multiple relocation moves, which underscore the significance of command climate and its influence on ethical behavior. Importantly, the consequences of a command climate not focused on ethics may negatively affect combat readiness and warfighting effectiveness. To date, however, little scholarly work, if ...

Conflict Sensitivity And Conservation: Evaluating Design, Implementation & Practice, Amanda S. Woomer

Doctor of International Conflict Management Dissertations

This dissertation investigates the use of a conflict sensitivity framework in supporting environmental conservation work. Employing an action research methodology, it consists of a multi-phase evaluation of the design and implementation of Conservation International’s (CI) Environmental Peacebuilding Training Manual. Through needs assessment, formative evaluation, and outcome evaluation phases, the dissertation explores questions related to what conflicts conservation practitioners face; what form a relevant, accessible, and effective conflict sensitivity framework might take; and what effect such a framework might have on the knowledge, attitudes, capacities, and actions of conservation practitioners. The findings indicate that conservation practitioners face a variety of ...

Review Of Demographics And The Demand For Higher Education, By Nathan Grawe (2018), Michael T. Catalano Jul 2018

Review Of Demographics And The Demand For Higher Education, By Nathan Grawe (2018), Michael T. Catalano

Numeracy

Nathan D. Grawe. 2018. Demographics and the Demand for Higher Education (Baltimore: John Hopkins University Press). 175 pp. ISBN 9781421424132.

Grawe introduces the Higher Education Demand Index (HEDI), a new probabilistic model designed to produce more nuanced forecasts of college attendance in the US than one-dimensional predictions based on the declining number of 18 year-olds. Using HEDI, Grawe confirms that nationwide attendance at both 2-year and 4-year schools is likely to decline over the next decade, but that the nature of this decline will vary by type of institution, geography, race and ethnicity, and parental income and education levels; some ...

Forewarned Is Forearmed: Review Of Curbing Catastrophe: Natural Hazards And Risk Reduction In The Modern World By Timothy H. Dixon (2017), Jason Makansi

Numeracy

Timothy H. Dixon. 2017. Curbing Catastrophe: Natural Hazards and Risk Reduction in the Modern World. (New York, NY: Cambridge University Press) 300 pp. ISBN 978-1108113663.

Curbing Catastrophe for the most part lives up to what is claimed in the foreword: “…a compelling account of recent and historical disasters, both natural and human-caused, drawing on common themes and providing a holistic understanding of hazards, disasters, and mitigation for anyone interested in this important and topical subject.” This is a pretty thorough treatment of an extraordinarily complex subject, and the gaps identified in this review should be considered explications more than criticisms.

Crime Futures Market, Adam White Jul 2018

Crime Futures Market, Adam White

Adam White

Responding to the legally guilty is typically presented as a choice between incarceration and rehabilitation.  This paper suggests a third option: preemptive rehabilitation.  The argument presents an innovative institutional approach and a unique moral justification.  The vision is a crime futures market that transfers the risk of potential crime away from undeserving victims and into the portfolios of willing investors.  Instead of taxpayers paying exclusively for prisons, the proposal would allow young adults to sign contracts to not get involved in crime, but pay the award only upon their future success.  Because the contracts represent a future payment they are ...

Is Government Really Broken?, Cary Coglianese Jul 2018

Is Government Really Broken?, Cary Coglianese

Faculty Scholarship

The widespread public angst that surfaced around the 2016 presidential election in the United States revealed that many Americans believe their government has become badly broken. Given the serious problems that continue to persist in society—crime, illiteracy, unemployment, poverty, discrimination, and more—these beliefs in a government breakdown are understandable. Yet a breakdown is actually far from self-evident. In this paper, I explain how diagnoses of governmental performance depend on the perspective from which current conditions in the country are viewed. Certainly when judged against a standard of perfection, America has a long way to go. But perfection is ...

Extra-Territorial Consequences Of Nato’S War On Serbia, Chuka Stephen Enuka Jul 2018

Extra-Territorial Consequences Of Nato’S War On Serbia, Chuka Stephen Enuka

International Journal of Security Studies

This paper discusses the NATO war on Serbia and its implications beyond the shores and territorial boundary of Serbia. Moved by what it described as gross violation of human rights, and the images of burning homes resulting from the raging conflict in Kosovo in 1999, NATO intervened into the situation by declaring war against the sovereign state of Serbia in defense of the Albanians in Kosovo. The war, like wars generally, produced effects, especially on Serbia. Besides the implications of this war on Serbia, it had far reaching consequences on the territories and countries beyond Serbia. It is to these ...

Role Of Home Guard In Building Security Of Poland. Change Management And Leadership In Polish Army, Mateusz Marszałek Mr

International Journal of Security Studies

In these uncertain times, when unregularly war is very common and when we were witnesses of helplessness of major countries against Afghanistan or Chechnya, it is important to change the definition of (every) country's military potential. In my essay I show how Home Guard composes the main answer for questions about raise the security level in country. From history to current conception I discuss purposes and structure of Home Guard. Then, there is a few words about place wher theory meets practise – part of “Practical Home Guard militaries functioning” shows reality of Home Guard is making conditions to effective ...

Locating Art Worlds, James W. Harrington Jr. Jul 2018

Locating Art Worlds, James W. Harrington Jr.

Conflux

This paper uses a varied literature to define “art” as literary, musical, or visual creations, and theatrical, dance, or musical performances that: are not motivated by utility; play some role in interpreting a culture or place; and are recognized as art by some number of audiences, vendors, producers, and critics. Thus, art benefits cultures and places through its interpretive value.

The production and dissemination of artistic creations requires a constellation of materials, standards, techniques, producers, and vendors that is called an “art world” relevant to that type of art. Though the impulse to create art is universal, art worlds are ...

Adults Using Long Term Services And Supports: Population And Service Use Trends In Maine, Sfy 2016, Kimberley I. Snow Mhsa, Ba, Frances Jimenez, Tina Gressani, Louise Olsen

Disability & Aging

All of us have likely either used, will use, or know someone who uses long term services and support (LTSS). They enable us to live with dignity and as much independence as possible and offer us the opportunity to remain involved and productive in our communities. The need for LTSS can arise suddenly after injury or illness or a life-long condition. But how ever the need arises, the impact is the same—services such as personal care, work support, home health care, and residential care provide not just for individual health and comfort, but also for interaction, inclusion, and engagement ...

2017 Pulaski County Education Report Card, Sarah C. Mckenzie, Gary W. Ritter

Education Report Card

There are many things that contribute to a ‘good’ school, but we believe student academic growth is perhaps the most meaningful measure of school performance or school effectiveness. Many Pulaski County schools had high growth at one or two school levels, and there is evidence of variation in growth rates between schools within the same districts. We recommend district and school leaders examine where their students are not demonstrating high growth, examine high growth schools to see what those schools are doing differently, and consider how they can further support learning for their students.

Translational Research: Ethical Considerations, Yiqing Dong Jun 2018

Translational Research: Ethical Considerations, Yiqing Dong

Honors Program Theses

Translational research (TR) is a new categorization for the efforts of biomedical research and emphasizes efficiency in achieving population health improvements through the application of basic science knowledge in clinical practice. It will be argued that the current emphasis on speed and collaboration with industry established by national policies provides challenges to maintaining the integrity of scientific research. There is no agreed upon definition of TR and the current standard of judging the success of TR focuses on product production. I propose that the principles of beneficence and responsive justice should be used to inform the values of TR and ...
