A 2013 study found that 70% of URLs in law journal articles and 50% of URLs cited by U.S. Supreme Court cases had suffered from reference rot and additional studies have demonstrated that reference rot increases over time. Information published online by government agencies is not immune to this phenomena. One startling example is the removal of climate change information from the Environmental Protection Agency's website. Perma.cc is a service developed by the Harvard Innovation Lab to preserve web-based content cited by scholars and the courts. Scope Note

From 2016‑2018 Always Already Computational: Collections as Data documented, iterated on, and shared current and potential approaches to developing cultural heritage collections that support computationally‑driven research and teaching. With funding from the Institute of Museum and Library Services, Always Already Computational held two national forums, organized multiple workshops, shared project outcomes in disciplinary and professional conferences, and generated nearly a dozen deliverables meant to guide institutions as they consider development of collections as data.

This report documents the activities and impacts of the Always Already Computational project, delineates findings, and identifies areas for further inquiry.

The present study is on the use of e-journals by the research scholars in the libraries of the University of Delhi (DU) and Babasaheb Bhimrao Ambedkar University (BBAU), Lucknow. In 2017 Keith Tierney, a business law instructor at Linn-Benton Community College (LBCC), was fed up with the high cost of his commercial textbook. Not only was it upwards of $300, it wasn't customized to his learning outcomes and editions went out of date quickly. He saw the announcement for LBCC's Textbook Affordability Grant and reached out to LBCC's OER Librarian, Michaela Willi Hooper, to learn more. Michaela helped him find an existing business law OER and get it into an editable format (Microsoft Word). This community can be leveraged to share expertise and experiences that can make local OER efforts more effective and successful. iOPEN started as a series of informal virtual conversations that has evolved into a regional practitioner community that plans OER strategy, advocates for statewide change, shares funding opportunities, and co-presents their research. Learning materials used in the classroom are a social justice issue. Traditional textbooks can present barriers to students in the form of cost as well as in the narrative embedded within the content. This year PCC designed and implemented a 2-part professional development opportunity: the Open Education and Equity Faculty Cohort. We asked instructors to explore intersections between open education, culturally responsive teaching, universal design and open pedagogy and then to implement some of their learning in curriculum revision. OER provided the chance to create a needed text for an initiative to bring the Oregon State Seal of Biliteracy to Higher Education, starting at Chemeketa Community College.

This text differs from a traditional 200 level languages course as it includes a broader focus to incorporate ACTLF's four language domains, and the materials are presented in-context to meet the unique needs of a Heritage Language Learner. The relevancy of the content has also been updated to touch on contemporary issues and themes, as well as bring-in new forms of media.

Through the generous support of the OIT library and Open Oregon, General Chemistry I and II (CHE 201 and 202) at Oregon Institute of Technology has been able to switch to OER texts this academic year. It is estimated that this switch has saved each student up to $300 per year. The text was remixed from Openstax Chemistry as well as other texts and multimedia and is hosted online via LibreTexts. In February 2019, UO Libraries opened the new UO Libraries Digital Research, Education, and Media (DREAM) Lab to be a space for faculty and graduate students to learn new digital scholarship tools, methods, and techniques, data management and visualization, instructional design, accessibility, user experience, and assessment. With a strong campus appetite to develop Omeka-based digital humanities projects, Digital Scholarship Services (DSS) librarians designed its first DIY digital scholarship workshop series called Owning Your Omeka with intention to empower researchers and educators to make their own digital exhibits using Reclaim Hosting.

The internet is growing, but old information continues to disappear daily.

Many MySpace users were dismayed to discover earlier this year that the social media platform lost 50 million files uploaded between 2003 and 2015. The failure of MySpace to care for and preserve its users’ content should serve as a reminder that relying on free third-party services can be risky. MySpace has probably preserved the users’ data; it just lost their content. The data was valuable to MySpace; the users’ content less so.

This study examines the contributions of African countries to open digital repositories in the world information space. Two online directories of open digital repositories were used as data sources. The OpenDOAR is an authoritative directory of academic open access repositories listing 3,670 repositories as at 6^th January, 2019. The Registry of Open Access Repositories (ROAR) is a directory of 4,580 institutional repositories and their contents as at 7^th January, 2019. Extracted data were analysed using quantitative techniques and presented in tabular and pictorial formats to reveal findings in accordance with desired objectives.
