This poster addresses the question: How can librarians and administrators working with repository-hosted journal editors incorporate best practices into hosted journals without taking on the role of publisher and without overextending themselves?

The "Principles of Transparency and Best Practice in Scholarly Publishing" (COPE, DOAJ, OASPA, WAME, 2022) provides foundational guidance for journal publishing. The guidelines cover a robust suite of topics such as authorship, peer review, funding sources, author cost transparency, and licensing and copyright. Publishers with staff who support a suite of journals (whether 10 or 1000) may be able to evaluate and adopt such guidance relatively quickly and …

In this peer-review session, I present ideas to study and overcome barriers to digital interlibrary loan exchange with Latin America under Fair Use (and equivalent provisions). Materials published in Latin America and the Caribbean are more difficult to discover and access from the United States, creating silos and under-representation of points of view from these regions in Global North scholarship. Open Access is key towards overcoming barriers to access, but much of Southern knowledge continues to be in non-Open Access publications with traditional copyright. Improved Open Access Support Through A Popular Open Access Fund, Andrea A. Wirth

This paper describes results of a 2023 survey of authors who applied to University of Nevada, Las Vegas (UNLV) Open Article Fund, a fund that supports article processing charges (APCs). The survey sought feedback about the fund’s impact, value, and award criteria as well as opinions on other open access topics. Results show that the fund has had a positive impact on open access uptake and opinions of open access. Respondents reported that they participate in other open publishing activities and believe that most publications should be made open access. The results suggest opportunities for better strategic connections between the …

The UPS Prototype was a proof-of-concept web portal built in preparation for the Universal Preprint Service Meeting held in October 1999 in Santa Fe, New Mexico. The portal provided search functionality for a set of metadata records that had been aggregated from a range of repositories that hosted preprints, working papers, and technical reports. Every search result was overlaid with a dynamically generated menu, called an SFX-menu, that provided a selection of value-adding links for the described scholarly work. The same applies for advocates who want companies and governments to be more transparent about the data they collect. Support for scholarly publishing, data management and other scholarly communication topics are increasingly needed, and are the type of challenges with which librarians can assist. The University of Louisville Libraries in collaboration with the Graduate School offer a biennial, interdisciplinary, five-week publishing academy for graduate students.

The open access journal Communications in Information Literacy (CIL) began publication in 2007. After ten years of continuous growth, CIL migrated from Online Journals Systems (OJS) and a commercial web host to Portland State’s Digital Commons (bepress) publishing platform, PDXScholar. The presenters provide brief overviews of CIL and PDXScholar, and they detail the challenges and ultimate successes of this multi-institutional model for advancing open access journals and reclaiming control of the scholarly record. The 2020 report highlights the exponential growth of PDXScholar with almost 2.1 million (2,094,796) full text downloads. This is an increase of approximately 800,000 downloads from 2019, representing a 62% increase.

The report also focuses on our work to bring online new collections and to highlight research impacting our communities, academics, and personal lives.

With print publications, the responsibility rested primarily with librarians, but the shift towards digital publishing and, in particular, the introduction of open access (OA) have caused ambiguity and complexity.
