This research represents a personalized account of the complexities, interpretations, and reflections on the life-long epistemological development of a bilingual program director currently implementing a dual language program in an urban school district. Using myself as a subject and a researcher in cultural, personal, and professional contexts provided the impetus for this self-study. Attachment theory posits that human beings unconsciously established mental models of how relationships work. Depending on the kind and quality of early relational experiences, humans can associate feelings of security, anxiety, or avoidance with relationships. According to attachment theory, these associations are transferable and inform future relationships. A qualitative phenomenological study was conducted to identify and analyze issues in the implementation of one-to-one computing initiatives and provide solutions for improvement. An understanding of the implementation process was developed through the analysis of data collected through 27 interviews with teacher experts in the field who have worked with the implementation of one-to-one programs. Teachers were purposely selected from the following groups: those who were completing their first year of teaching, those who had between two and ten years of teaching experience, and those who had eleven plus years of total teaching experience. The focus of this study was individual and community assets and barriers that African American students living in disadvantaged low income communities encounter in their efforts to complete high school. The research questions were focused on understanding the high school experiences of students who graduated and of students who dropped out. The study was a comparison of the data collected from interviews of former students to the 15 interventions identified as most effective by the National Dropout Prevention Network (http://dropoutprevention.org/effective-strategies/).

Specifically this study was an examination of the perceptions of district and K-8 school level administrators, K-8 general classroom teachers of math, science, social studies, or literacy, and K-8 arts specialists of dance, drama, music, or visual arts.
