In order for cities to become more sustainable it is necessary for the leaders of the efforts to change the organizations and governments so that they understand and embrace what it means to be more sustainable. This study examined the change processes of two Oregon Cities, Corvallis and Eugene, that had made the choice to become more sustainable as a community. The approaches that the participant leaders used demonstrated the use of different ways of thinking about the leadership of change. The ways of thinking of the community leaders were formed by their unique personal backgrounds, knowledge, skills, and abilities. …

This article is part of a larger project by the author to record St. Clair Drake’s contribution to the black radical tradition. Here he examines Drake’s involvement with the Quakers in the early years of the Depression. Drawing on writings in African American and Popular Front periodicals of the time, it considers how a Quaker community shaped Drake’s identity as an intellectual activist and how his encounter suggests the ways in which black intellectuals engaged with non-violence as a philosophy and strategy for social change before he civil rights movement. Despite the extraordinary need for the vital Low Income Home Energy Assistance Program (LIHEAP), the program has seen major budget cuts as part of the Federal Budget’s Discretionary spending, even as fuel prices rise and incomes fall. The Vermont Community Action Partnership (VCAP – also known as the Vermont CAP Directors) has been the primary advocate for LIHEAP in Vermont. This case study examines VCAP’s measures to advocate for level funding of the LIHEAP program at the federal level, as well as influencing state level decision makers to improve service delivery to Vermont’s eligible low-income households.

In the past three decades, state and local governments implemented various reform strategies to reduce the youth justice system’s reliance on confinement facilities and serve as many youths as possible in their own homes or at least in their own communities when removal from the home is warranted. The various reform strategies may be conceptualized as relying on three distinct but interrelated mechanisms: resolution, reinvestment, and realignment (Butts and Evans 2011). Resolution refers to the use of managerial authority and administrative directives to influence system change; reinvestment entails using financial incentives to encourage system change, and realignment employs organizational and …

In this integrated-article dissertation, I examine representations of gangs in Canadian journalism, focusing primarily on contemporary newspaper reporting. While the term “gang” often refers to violent groups of young urban males, it can also signify outlaw bikers, organized crime, terrorist cells, non-criminal social groups, and a wide array of other collectives. I build on Pierre Bourdieu’s theoretical framework to probe this ambiguity, seeking to provide context and critical assessments that will improve crime reporting and its reception. In the course of my work, I examine how popular films like West Side Story inform journalists’ descriptions of gangs. Though reporters have …

Unexpected Winners: The Significance Of An Open-List System On Women’S Representation In Poland, Sheri L. Kunovich

Scholars have debated the impact of open-list systems on women's representation. While some argue that open lists provide a unique opportunity for voters to overcome parties' bias against women, others argue that they create additional barriers. I examine several mechanisms that impact women's representation within Poland's open-list system. Results suggest that 1) voters shift women's original list placements positively across all parties over three elections; 2) these shifts are more pronounced when women's overall presence on the list and list placement are lower, regardless of party; and 3) positive shifts often result in the election of substantially more women than …

From the understanding of topical issues to activism, education has been said to play a major role in promoting political participation. Past research has shown that the educated would display stronger tendencies to vote, join political parties and engage in civic activities. However, if education predicts political participation, why do some countries with lower education rates face higher chances of political unrest? For instance, the average schooling in East Asian countries exceeds the average for Latin American countries. Yet, Latin America experiences higher levels of political unrest.

This paper illustrates this assertion by linking Talcott Parsons' model of societal structure to the Occupy Wall Street movement. Parsons' model is used to organize ideas about the underlying causes of the recession that currently afflicts the US. While being too abstract to depict the immediate factors that precipitated this crisis, the model is employed to articulate the argument that vulnerability to this type of event results from flaws in societal structure. War is considered one of the most intransigent obstacles to development; yet, the long-run effects of war on individual health have rarely been examined in the context of developing countries. Based on unique data recently collected as a pilot follow-up to the Vietnam Longitudinal Survey, this study examines health status of northern Vietnamese war cohorts (those who entered adulthood during the Vietnam War and now represent Vietnam’s older-adult population). To ascertain whether and how war impacts old-age physical and mental health, we compare multi-dimensional measures of health among war survivors, including civilians, combatants, noncombatants, and nonveterans involved in militia activities. …
