Gimme Shelter: Homeless Services Providers' Assessments Of The Effectiveness Of Housing First Programs In Portland, Maine, Eric Kneeland

This thesis focuses on the Housing First model of addressing chronic homelessness in the state of Maine, primarily in the city of Portland. Preble Street, an organization based in Portland, operates a Housing First program called Logan Place, which houses 30 chronically homeless adults. I interviewed eight members of the staff at Preble Street using a semi-structured interview style: three caseworkers, three administrators, and two administrators with casework responsibilities. The major themes that were revealed from the interviews are the successes of the program, the ongoing challenges of securing funding to continue the program's successes, the role of public perception …

Despite the fact that 96 percent of all political contests in the United States are for local offices, citizens are far more likely to participate in national elections and forgo exercising their voice in local politics. And, although academic literature has focused extensively on citizen participation at the national level, local-level democracy has often been neglected. This neglect may be caused by a lack of interaction between constituencies and city mayors and managers. This study offers insights into the impact of competition among Managed Care organizations (MCOs) on infant birthing charges and birth outcomes. Kentucky provides one of the nation’s first case studies to determine successes and failures of Medicaid MCOs, and by doing so, provides a prediction of the impact of Patient Protection Affordable Care Act (PPACA) competition on healthcare costs and birth outcomes. An analysis of a natural policy experiment in the state of Kentucky reveals that infants insured by a Medicaid MCO stay longer in hospitals, are less healthy, and cost more than those insured under Traditional Medicaid prior to …

This dissertation seeks to make significant progress in the quantitative study of public revenue diversification. In the past, this phenomenon has been studied in various and disparate contexts, using a variety of empirical methods. In particular, two different hypotheses, from different subfields of public finance, have been advanced. One of these perspectives, coming from political economy, holds that revenue diversification is a tool for opportunistic policymakers to artificially expand public revenues (and thus expenditures) for electoral gain. The other, from a public financial management tradition, holds that revenue diversification is a constructive management tool which facilitates greater revenue stability for …

The Poetry Of John Dewey, Jerry L. Williams

This essay examines the poetry of John Dewey, 101 poems in total. Characteristic of the rhymed and metered poetry of the period, they show a very human side of Dewey. This analysis argues that many of his poems deal with existential themes—love, finitude, and God, for example. On a deeper level these poems are also show connections to Dewey’s philosophy, in particular his ideas about social change and dualism.

Public management is one of the most important subfields in public administration and plays a role in explaining the variations of government performance. Encouraging public administrators to get motivated through enhancing public service motivation (PSM) and collaborating with each other to accomplish their jobs and organizational objectives are key strategies to enhance the government’s accountability to the public under scarce resources. This dissertation attempts to address these concerns.

First, it conducts a meta-analytical structural equation analysis with regard to the relationships among PSM, value congruence, individual work attitudes, and individual performance and finds that person-organization fit, job satisfaction, and organizational …

This poem examines drone warfare as a form of lynching. “Strange Fruit” links the deaths of Pakistani children Zeerak and Maria Khan to the murders of Thomas Shipp and Abram Smith, documented in the most infamous lynching photograph in U.S. history.

A student at the author’s college pens a racist column on immigration for the school newspaper. Two departments, including the author’s, send campus-wide emails denouncing the rhetoric. A firestorm erupts, as much over the emails as over the op-ed. Years later, the student visits the author unannounced.

Librarians need to build on their trusted status to be more actively engaged in activities that support our democratic system whose success relies on having an informed citizenry. These activities including teaching media literacy skills to patrons in the library as well as in the schools in partnership with teachers. In addition, libraries should be facilitating community conversations and promoting a wide variety of community collaborations that get people engaged and out of their isolated bubbles.

Egyptian youth amazed the world in 2011 during the 18 days of the January 25 revolution, and again in 2013 during the June 30 revolution, however this has not had a significant impact on their political and social participation.
