Beyond The It Magic Bullet: Hiv Prevention Education And Public Policy, Fay C. Payton

Analytic applications are vital in the assessments of public health and surveillance as these applications can drive resource allocation, community assessment and public policy. Using a dataset of nearly 90,000 patient hospital encounters, the number of instances with an ICD code of HIV and co-morbidities was identified. Blacks accounted for 75 percent of HIV hospital encounters in the dataset. While business analytic applications informed this study of cross-tabulations and interaction effects among race, age and gender, there appears to be a significant relationship among HIV diagnoses and substance abuse. Historically, juvenile justice in the United States has been the responsibility of state governments with limited federal support. There is a notable gap in the empirical literature on factors that affect funding policies for state juvenile justice programs. In this dissertation research, I used two theoretical perspectives to examine determinants of juvenile justice spending: economic theory on intergovernmental aid and tenets of the Politics of Social Order Framework, developed by Stucky, Heimer, and Lang (2007) to investigate corrections spending. With the recent failure of another highly publicized peace talks, the Israeli-Palestinian conflict remains a polarizing and contentious geopolitical crisis. Following the Israeli victory in the Six Day War of 1967, the West Bank and its substantial Palestinian population have lived under Israeli occupation. In response to the First Palestinian Intifada (uprising), lasting from1987 to 1993, the Israeli military imposed varying degrees of regulations to limit Palestinian mobility within the West Bank. The mobility constraints, most notably in the form of checkpoints, roadblocks, and physical obstructions, dramatically increased in volume and scale during the Second Intifada from 2000 to 2005. …

After almost seventy years of debate, on August 25, 2010, the SEC adopted a federal proxy access rule. This Article examines the new rule and concludes that, despite the prolonged rule-making effort, the new rule is ambiguous in its application and unlikely to increase shareholder input into the composition of corporate boards. More troubling is the SEC’s ambiguous justification for its rule which is neither grounded in state law nor premised on a normative vision of the appropriate role of shareholder nominations in corporate governance. The purpose of the study was to explore the impact of the Baby Boomer Generation on the future services provided by Senior Centers in Northwest Arkansas, specifically in Benton, Madison, and Washington counties. The study was a mixed methods design utilizing both qualitative and quantitative methods. Three research groups were used: Nine Senior Center Directors, which were interviewed; one focus group composed of four Baby Boomers; and a print survey distributed to ninety-two Baby Boomers. The data revealed that changes are needed in the program and services in Senior Centers to attract the Baby Boomer Generation. Changes will need to …

Youth involvement in gangs in urban areas is significantly increasing. These youth are at high risk for physical, mental, emotional, and behavioral disorders. Exposure to community violence is linked to aggressive behavior, lower academic performance, lower levels of social competence, and negative mental health outcomes. Disparities in utilization of oral health services have been shown to exist through epidemiological investigations and data analysis. Specifically, disparities exist for utilization of preventative dental care (PDC) and unmet dental need (UDN). The disparities in utilization of PDC and UDN are associated with demographic and insurance variables.

This dissertation explains how Gene Autry used his mastery of multiplatform entertainment and the techniques of transmedia storytelling to make the policies of Franklin Delano Roosevelt (FDR), the 32nd President of the United States, more attractive to the American public. Making a case for cultural significance, the work shows how Autry developed a singing cowboy persona to exploit the western genre as his modus operandi, because it appealed to rural, small town and newly-urban Americans in the Midwest, South and Southwest. The social implications of a wide variety of technologies are the subject matter of the IEEE Society on Social Implications of Technology (SSIT). This paper reviews the SSIT’s contributions since the Society’s founding in 1982, and surveys the outlook for certain key technologies that may have significant social impacts in the future. Military and security technologies, always of significant interest to SSIT, may become more autonomous with less human intervention, and this may have both good and bad consequences. We examine some current trends such as mobile, wearable, and pervasive computing, and find both dangers and opportunities in these trends. …

This study posits to investigate the relationship between fiscal deficits, economic growth and money supply in Nigeria. In Nigeria, huge fiscal deficits had been recorded over some years. What has been the nature of the relationship between fiscal deficits, economic growth and money supply in Nigeria? To answer this question, Granger causality test was conducted to see whether fiscal deficits granger cause economic growth and money supply or economic growth and money supply granger cause fiscal deficits.
