Reflections On The Venezuelan Transition From A Capitalist Representative To A Socialist Participatory Democracy: What Are Planners To Do?, Clara Irazabal

Venezuela is experiencing a transitional political process in which the government and the majority of Venezuelans want to move from a capitalist representative democracy to a more socialist participatory democracy. This transition is enmeshed in complexities, contradictions, and political opposition. Reflection on the experience of accompanying neighborhood groups in local decision making in Caracas from 2002 to 2006 suggests that planning practitioners and scholars can be allies in the grassroots processes of empowerment and self-determination of local communities and advocates and active agents in the "trickling-up" of greater planning participation to upper levels of government.

The main objective of this chapter is to analyze the public policymaking process in Paraguay, particularly with regard to the formulation and implementation of policies that affect the generation of remunerative employment. Concretely, the chapter addresses how the broad institutional (i.e., political, administrative and legal) environment influences—both negatively and positively—the potential for formulating and implementing a medium-term employment strategy for poverty reduction in Paraguay. The main policymaking focus of the employment strategy will be on the private sector. However, the potential contribution of an employment strategy for the public sector itself towards poverty reduction is also considered.

This paper explores the professionalization of public administration in terms of its relation to the New York Bureau of Municipal Research. The formation of the New York Bureau of Municipal Research in 1907 served as the catalyst for the creation and expansion of a professional public service. Though public administration has failed to transform into a profession, this paper shows that the Bureau contributed to professionalization by (1) developing a body of knowledge and theory for the field; (2) developing a school in which to train persons in that knowledge; and, (3) promoting a place that the training and knowledge …

Abstract: In Economic Theory and Cognitive Science, Don Ross proposes a radical reconstruction of neoclassical economics, retaining its rational-choice framework while substituting neural networks and other “mechanisms” for people as the prototypical decision-making agents. The American Community Survey conducted by the U.S. Census Bureau has become a primary federal source of demographics on the unemployed population by age, race, sex, education levels, and disabilities and offers a valuable tool for workforce planning. This report for the Milwaukee Area Workforce Investment Board examines the employment of African American males in Milwaukee County and presents unemployment rates among African American males by geography and age. In 2006 and 2010, the state Bureau of Apprenticeship Standards provided copies of the affirmative action plans adopted by Milwaukee area local joint apprenticeship committees (JACs) in response to an open records law request from the NAACP Milwaukee Branch. This paper examines the documents provided to the NAACP in light of standards established by federal and state regulations governing construction trade apprenticeship programs. A brief summary is also included of the federal code of regulations (29 CFR 30) and the Wisconsin Administrative Code (DWD 296) governing affirmative action requirements for apprenticeship sponsors.

This working paper analyzes recently released estimates of poverty and economic conditions data from the U.S. Census Bureau 2009 American Community Survey. These data are used along with local and state administrative data files to help residents and public officials address concerns related to poverty, employment and education for residents of Milwaukee and the state. Poverty is a most serious statewide problem with 1 out of 8 Wisconsin residents living in poverty, according to the 2009 ACS. This report provides racial/ethnicity and gender data on apprentices by construction trade joint apprenticeship committee, as of January 2010, based on data provided to the NAACP – Milwaukee Branch by the Wisconsin Department of Workforce Development Bureau of Apprenticeship Standards. The hiring patterns of 16 union joint apprenticeship committees serving the Milwaukee area are analyzed and report cards provided for 341 contractors with apprentices. A second analysis examines the hiring patterns of 102 nonunion contractors with apprentices. This booklet describes a number of work relief projects operating in Milwaukee County in the 1930s with lasting positive impacts on the county. Highlights include construction of the Village of Greendale by the WPA and Resettlement Authority, support for health department inoculations of children, introduction of hot lunch programs for rural school children, construction of the Milwaukee water filtration plant, toy loan projects, and development of one of the finest park systems in the nation.

To assist the Milwaukee Area Workforce Investment Board, the Employment and Training Institute examined the demographics and employment history of 48,131 workers in Milwaukee County receiving federal unemployment insurance (UI) in 2nd Quarter of 2009. Five quarters of wages were examined for these workers. The workers included a number of difficult-to-serve populations (unduplicated counts): 7,232 were ex-offenders in the Department of Corrections system; 5,240 were or had been W-2 clients; 2,097 other single parents who had received Wisconsin Shares childcare subsidies; and 3,971 were other parents (with school-age children) on other public assistance (FoodShare, BadgerCare Plus).

Begun in 2006, the Fusion Project connects new refugees and their communities with local community resources in Lincoln, Nebraska. One of three goals of the Fusion Project is equipping Lincoln’s mainstream community to work with four refugee communities: African, Asian, Eastern European, and Middle Eastern. The University of Nebraska Public Policy Center evaluated the Fusion Project with respect to this goal using the information gathered through two facilitated focus groups. The Nebraska Minority Justice Committee (MJC) is a unique statewide collaboration that works to develop and implement just and sustainable policy reforms that will not only improve the system of justice but will also strengthen public trust and confidence in our laws and court system. The Nebraska State Suicide Prevention Coalition convened the Suicide Prevention Summit on Friday, January 29th, 2010. The event was hosted by BryanLGH West in Lincoln, and 24 sites across the state participated via videocast through the Nebraska Statewide Telehealth Network. The goal of the event was to provide an overview of suicide as a public health concern in Nebraska, present opportunities to discuss local needs related to suicide prevention, and featured an introduction to best practices in suicide prevention.

Now more than ever in making decisions about water, including the protection of source water, there is concern about the process and context in which decisions are made. Historically, government agencies have dominated decision making using a top down approach. More recently, however, a wider array of participants is included in water-related decision making processes. Goals underlying this shift can include democratizing the process, adding legitimacy to the outcomes, strengthening the capacity of local communities, and increasing likelihood of plan implementation.
