New legislation (Senate Bill 823) in the State of California, to realign the serious felony juvenile offender population from state facilities to county facilities, will go into effect July 1, 2021 (SB823, 2020). County probation departments will now be faced with determining how to provide adequate programming to a new population type of serious offender that includes adults in the age range of 18 to 25 years old. This places pressure on smaller county agencies to either find a cost-effective solution to modify their current facilities and programs or send this population to other county agencies. Public water systems are an integral part of community infrastructure. Drinking water contamination or service disruptions have the potential to cause economic losses, limit fire suppression capability, and result in human illnesses. Until 2016, the United States federal government had not issued a disaster declaration due to contaminated water. The first federal drinking water disaster declaration due to contaminated water serves as a sentinel event demonstrating the need to increase focus on public water systems during all phases of emergency management: mitigation, preparation, response, and recovery. Studies on hurricane evacuation behaviour focus primarily on why individuals do not evacuate when they are instructed to, while few examine the reasons why individuals choose to evacuate under conditions that would not require them to, termed shadow evacuation. Such behaviour might delay the timely evacuation of more at-risk coastal residents. To better understand the reasons for shadow evacuation, this study analyzes data from a household evacuation behavioural survey administered between 2012-2013 to 479 households in Cameron, Hidalgo, and Willacy Counties, Texas, known as the Rio Grande Valley. This report examines student discipline in the Arkansas public schools. Using ten years of de-identified student- and infraction-level data from 2010-11 to 2019-20 provided by the Arkansas Department of Education, our research identifies trends and a number of key student outcomes related to student discipline in the Arkansas public schools. This work builds upon prior editions of this report.1 We assess compliance with recent legislation, passed in 2017, limiting suspensions and expulsions for elementary-aged students. In 2012; the Philippines passed the Responsible Parenthood and Family Planning Law; a landmark legislation billed as a multisectoral and rights-based approach to further sustainable human development. This article is part of the first comprehensive evaluation of the implementation of the law by national-level actors. This evaluation is intended to assess the progress of implementers in the conduct of mandates; roles; and responsibilities described in the law and its implementing guidelines. Through qualitative methods using an interpersonal relations approach, this study shows the forms and diplomatic steps of the three countries. Intergenerational national service builds community ownership by connecting people of different ages around a common purpose addressing social problems. Federal policies have encouraged older and younger people to meet challenges facing the other’s generation, and bring the generations together to serve with each other. Background

The transition to an energy mix with lower carbon emissions is hampered by the existence of the so-called Energy Trilemma. The primary consequence is a trade-off between various objectives of energy policy, e.g., equity and sustainability. This conflict can lead to policy gridlock if policymakers are unable to prioritize the goals. This paper proposes a framework and methodology to manage the trilemma by applying methods related to multi-criteria decision-making in order to assign weights to the various components of the trilemma.
