The purpose of this case study was to describe individual and organizational perspectives on the state factors and political context impacting access to rural health care services in Idaho. Approximately 50 million Americans, roughly 20% of the United States population, live in rural areas (U.S. Census Bureau, 2012). For over 100 years, U.S. rural residents have experienced health disparities and health care access barriers (De Alessi & Pam, 2011). Consolidation lies at the heart of the last-mile logistics problem. Urban consolidation centers (UCCs) have been set up to facilitate such consolidation all over the world. To the best of our knowledge, most-if not all-of the UCCs operate on volume-based fixed-rate charges. To achieve environmental sustainability while ensuring economic sustainability in urban logistics, we propose, in this paper, a bicriteria auction mechanism for the automated assignment of last-mile delivery orders to transport resources. The federal budgeting process is wrought with conflict that makes it nearly impossible for the budget to be passed on time, or so it seems. One aspect overlooked is the effects of statutory Pay-As-You-Go (PAYGO) rules. The cursory evidence indicates PAYGO may be beneficial under certain circumstances. The analysis relies on an Autoregressive-Moving-Average (ARMA) time series model with data from appropriations bills signed into law from fiscal years 1994 to 2014. The findings indicate mixed effects for PAYGO statutes with a shorter budgeting timeline under the Budget Enforcement Act of 1990, but a longer timeline under the Statutory PAYGO Act …

Literature has supported that, along with physical and psychological injuries, combat profoundly impacts veterans’ moral and spiritual belief systems and may contribute to negative health behaviors. Moral injury is a developing construct related to negative consequences associated with war-zone stressors that transgress military veterans’ deeply held values and belief systems. Recently, through the development of online technology, civic crowdfunding has emerged as a way in which to connect citizens to community problems and projects. The primary research objective of this qualitative study is to determine if self-determination theory is applicable to the population of the recently incarcerated. If it is applicable, self-determination theory may be a new method of examining the educational motivations of prisoners and the recently incarcerated. Twelve subjects from the western region of Virginia were interviewed. Each had been in prison for more than six months within the past five years; each also held a general education diploma or equivalent. Jerusalem is perhaps an extreme case of residential and travel market segmentation. It is comprised of four different 'cities', which partially overlap in space: The Jewish-Zionist city; the Palestinian city; the Jewish ultra-orthodox city and the global-tourist city. While the specific delineation of these cities is unique, Jerusalem can be seen as representative of other cities where ethnic and religious tensions create highly segmented urban spaces and travel markets.

This study discusses the land grabbing practiced by political oligarchy at the local level after the New Order. By using qualitative research methods and case study in Karawang, this study attempts to describe how political oligarchy allows the expropriation of land at the local level. This study finds that networking power of the oligarchy as a common practice in the New Order regime is still continued and practiced by local authority decades after its fall. This brief is about suicide rates and trends among female and male veterans. In policy and practice, veterans who have thoughts about suicide should contact services such as suicide hotlines, medical providers should assess veterans for suicidal risk, and the VHA should continue its impactful suicide prevention program. Suggestions for future research include studies to understand the trend of firearm suicides among female veterans and a study to provide more generalizable results.

The Higher Education Opportunity Act (HEOA) enacted in 2008 created exciting opportunities for students with intellectual disability (ID) to access federal financial aid, and authorized both new model demonstration programs and a National Coordinating Center (NCC). The NCC, administered by Think College at the Institute for Community Inclusion at the University of Massachusetts Boston, is charged with providing technical assistance, coordination, and evaluation of model demonstration programs. In this dissertation, I examine ways that the US National Environmental Policy Act of 1969 (NEPA) and its primary enforcement mechanism, the Environmental Impact Assessment (EIA) process, have reshaped the state as a site for racial and environmental conflict by institutionalizing a particular form of environmental justice within governmental decision making processes. Combining archival methods and legal analysis, I develop three case studies involving community struggles over the social production of space that each engage the EIA process to different effect.
