“Post-Amnesty Niger Delta And The Promise Of Development: Issues, Prospects And Problems, Omololu Toluwanimi Omololu 2010 Obafemi Awolowo University, Ile-Ife, Nigeria

“Post-Amnesty Niger Delta And The Promise Of Development: Issues, Prospects And Problems, Omololu Toluwanimi Omololu

Omololu Michael FAGBADEBO

The offer of amnesty to militants in the Niger Delta region of Nigeria was premised on the assumption that it would engender an enabling environment for meaningful development of the area. This paper seeks to project into the problems that may likely jeopardize this assumption. It identifies the windows of opportunity for a lasting peace in the region but expresses doubts about positive change in the character of the Nigerian State. As privatized state, political actors exploit the state to pursue personal and parochial interests rather than implementation of policies aimed at improving the development of the Niger Delta area.

Growing Ethnopolitical Conflict And The Challenge Of "One" Nigeria: Politics Of State Building In A Multiethnic Society, 1960-2010, Ali Simon Yusufu Bagaji 2010 Kogi State University, Anyigba, Kogi State, Nigeria

Growing Ethnopolitical Conflict And The Challenge Of "One" Nigeria: Politics Of State Building In A Multiethnic Society, 1960-2010, Ali Simon Yusufu Bagaji

Ali Simon Yusufu Bagaji

Since October 1, 1960 when Nigeria attained political independence, it has being witnessing a steady growth of ethnopolitical and religious crises in its body politics. The central concern of this paper is that, ethnopolitical conflicts are posing great challenge to Nigeria’s unity, sovereignty and legitimacy that may lead to its consequential collapse. The worry of this paper is that, rather than diminishing after over five decades of political independence, ethnopolitical conflict has since the 1990s not only become more ferocious and alarming, but are also shifting from ethnic accommodation to ethnic self-determination. This paper is part of an ongoing PhD …

El Regimen De Stroessner (1954-1989), Robert Andrew Nickson 2010 University of Birmingham

El Regimen De Stroessner (1954-1989), Robert Andrew Nickson

Robert Andrew Nickson

The Bureau Of Municipal Research And The Development Of A Professional Public Service, Bruce D. McDonald III 2010 North Carolina State University at Raleigh

The Bureau Of Municipal Research And The Development Of A Professional Public Service, Bruce D. Mcdonald Iii

Bruce D. McDonald, III

This paper explores the professionalization of public administration in terms of its relation to the New York Bureau of Municipal Research. The formation of the New York Bureau of Municipal Research in 1907 served as the catalyst for the creation and expansion of a professional public service. Though public administration has failed to transform into a profession, this paper shows that the Bureau contributed to professionalization by (1) developing a body of knowledge and theory for the field; (2) developing a school in which to train persons in that knowledge; and, (3) promoting a place that the training and knowledge …

The Science Of Interpersonal Trust, Randy Borum 2010 University of South Florida

The Science Of Interpersonal Trust, Randy Borum

Randy Borum

Interpersonal trust - a willingness to accept vulnerability or risk based on expectations regarding another person’s behavior – is a vitally important concept for human behavior, affecting our interactions both with adversaries and competitors as well as with allies and friends. Indeed, interpersonal trust could be said to be responsible in part for nudging competitors towards becoming allies, or – if betrayed – leading friends to become adversaries.

This document summarizes the state of the art (and science) in interpersonal trust research, describing how researchers define trust and its components, exploring a range of theories about how people decide whether …

Crisis Intervention Teams May Prevent Arrests Of People With Mental Illnesses, Randy Borum, Stephanie Franz 2010 University of South Florida

Crisis Intervention Teams May Prevent Arrests Of People With Mental Illnesses, Randy Borum, Stephanie Franz

Randy Borum

Historically, as many as 7–10% of US police contacts have involved persons with mental illnesses, with a disproportionate amount of these encounters resulting in arrest, usually for minor offenses. Crisis Intervention Teams (CIT) were created, and have proliferated, to ameliorate this problem by offering a specialized response and serving – at least informally – as a liaison between mental health services and police departments. Because preventing unnecessary arrests is one of CIT’s principal objectives, this study examined the arrest rates of persons with mental illnesses and the number of arrests that might have been prevented after the implementation of a …

What Can Be Done About School Shootings?: A Review Of The Evidence, Randy Borum, Dewey Cornell, William Modzeleski, Shane Jimerson 2010 University of South Florida

What Can Be Done About School Shootings?: A Review Of The Evidence, Randy Borum, Dewey Cornell, William Modzeleski, Shane Jimerson

Randy Borum

School shootings have generated great public concern and fostered a widespread impression that schools are unsafe for many students; this article counters those misapprehensions by examining empirical evidence of school and community violence trends and reviewing evidence on best practices for preventing school shootings. Many of the school safety and security measures deployed in response to school shootings have little research support, and strategies such as zero tolerance discipline and student profiling have been widely criticized as unsound practices. Threat assessment is identified as a promising strategy for violence prevention that merits further study. The article concludes with an overview …

The Principled Case For Employing Private Military And Security Companies In Humanitarian Interventions And Peacekeeping, Deane-Peter Baker, James Pattison 2010 U.S. Naval Academy

The Principled Case For Employing Private Military And Security Companies In Humanitarian Interventions And Peacekeeping, Deane-Peter Baker, James Pattison

Human Rights & Human Welfare

The possibility of using private military and security companies to bolster the capacity to undertake humanitarian intervention has been increasingly debated. The focus of such discussions has, however, largely been on practical issues and the contingent problems posed by private force. By contrast, this paper considers the principled case for privatising humanitarian intervention. It focuses on two central issues. First, is there a case for preferring these firms to other, state-based agents of humanitarian intervention? In particular, given a state’s duties to their own military personnel, should the use of private military and security contractors be preferred to regular soldiers …

Leadership And Opfor Networks, Robert J. Bunker 2010 Claremont Graduate University

Leadership And Opfor Networks, Robert J. Bunker

CGU Faculty Publications and Research

This essay will address the topic of leadership and OPFOR networks. This subject area has suffered from quite a bit of neglect yet has great homeland security potentials. For law enforcement purposes, this represents an important topic because gaining an understanding of one’s opponents and their organizational and leadership approaches is the first step in achieving mastery and dominance over them. The primary reason for the neglect of this topic it is that it requires interdisciplinary knowledge concerning three distinct areas of study— leadership, OPFORs, and networks— and their subsequent analytical fusion. It is the intent of this essay to …

Challenges For Human, Social, Cultural, And Behavioral Modeling, S. K. Numrich, Andreas Tolk 2010 Old Dominion University

Challenges For Human, Social, Cultural, And Behavioral Modeling, S. K. Numrich, Andreas Tolk

Computational Modeling & Simulation Engineering Faculty Publications

Today's military focus has moved away from the force-on-force battlefield of the past century and into the domain of irregular warfare and its companion security, stability, transition and reconstruction missions. With that change in focus has come a need to examine the operational environment from a wider perspective, one that includes the whole range of human experiences and circumstances. As the set of factors and list of players expands, the need for reliable modeling and simulation increases, if for no other reason than to help the human decision maker make sense of this expanded decision space. However, to do this, …

Itf Enhancing Human Security Annual Report 2011, Itf-Enhancy Human Security

Global CWD Repository

Since 1998, ITF has grown into an internationally recognized organization, supported by donations from extensive number of governments, public and private organizations, companies and individuals that has already surpassed the figure of 330 million USD. ITF contribution to the global fight against landmines and especially to the one in South East Europe (SEE) can not and must not be measured solely by numbers and statistical data. The contribution must be viewed in terms of its input to the restoration of conditions for cultural, social and economic lives of individuals and communities living in or emerging from war-torn society. Stable conditions …

Evaluation Of The United Nations Mine Action Programme In The Democratic Republic Of The Congo, Anne Capelle, Chris Lang

Global CWD Repository

The team found that mid to long term planning was insufficient to meet the changing context of the country. There team felt that there was a clear lack of congruence between mine action strategies and the countrywide priorities and strategic direction. The team believes that there is currently too much emphasis placed on creating a functional national mine action structure to the detriment to mid to long term planning for actual clearance activities in the country. The team also found that limited consideration has been placed on ensuring a long term solution to dealing with any residual mine and UXO …
