This paper provides a detailed case study of the transfer of the Children's Bureau from the Department of Labor to the Social Security Administration within the Federal Security Agency, a move made effective by the President's Reorganization Plan No. 2 of 1946. The history of the Bureau begins with its inception in 1912 following years of advocacy by leaders such as Lillian Wald and Florence Kelley, who argued that the government should monitor the nation's child crop as diligently as it monitored farm crops. This study involves conceptual analysis in a broad interpretation of the term of a public administration problem situation embracing cultural, as well as politico-economic factors. This project explores the historical development and administrative functions of two major bureaus under the Smithsonian Institution: the United States National Museum and the National Zoological Park. Originating from the 1829 bequest of James Smithson, an Englishman who sought to create an establishment for the increase and diffusion of knowledge, the Smithsonian was formally established by Congress in 1846. The document details how the institution transitioned from a private trust into a complex organization under federal guardianship, governed by a Board of Regents and executive secretaries such as Joseph Henry and Spencer Fullerton Baird.

In April 1952, the National Park Service was requested by Representative E. Y. Berry of South Dakota, to consider the possibility of giving national recognition to Wounded Knee Battlefield, on the Pine Ridge Indian Reservation of South Dakota. Limited Date on the battlefield was presented on April 22 to the Advisory Board on National Parks, Historic Sites, Buildings, and Monuments. The Board asked that a field investigation and report be made by the Service to secure more comprehensive data.
