The Massachusetts Housing Mediation Program (HMP) is a comprehensive statewide program that provides free housing mediation services as a tool to increase housing stability with the intention of preventing homelessness created by landlord-tenant disputes. It is administered by the Massachusetts Office of Public Collaboration (MOPC) at the University of Massachusetts Boston and deploys the community mediation system infrastructure with 11 Community Mediation Centers (Centers) participating and serving all 14 counties of the Commonwealth to provide free conflict resolution services for tenants and landlords/property managers with housing disputes at any stage, from the earliest point a problem occurs, up to, and …

The QIC-WD worked with Oklahoma Human Services (OKDHS) Division of Child Welfare Services to establish a team to lead the development and implementation of their competency-based personnel selection intervention. The implementation team was called the Oklahoma QIC-WD Steering Committee. It included a Programs Analyst from each of the five geographic regions of the state and one from the Foster Care and Adoptions program, the Site Implementation Manager (SIM), the Data Coordinator, project sponsor (Deputy Director), representatives from Human Resources, training partners within OKDHS and from University of Oklahoma Center for Public Management, and three members of …

This comprehensive study delineates a program evaluation with the primary objective of assessing the effectiveness of Macon Area HFH in positively impacting the lower-class population and fostering an overall increase in homeownership rates within Macon-Bibb.

The purpose of this study is to examine the public participation mechanisms employed for a proposed new infrastructure project. Public participation is a core characteristic of a contemporary democratic society as policy makers are increasingly encouraged to engage with citizens for learning and legitimacy. Participation is a loose concept with many forms and interpretations. This study explores the key characteristics of public participation formats, challenges to and the criteria for success. The QIC-WD Continuous Workforce Development Process includes four major phases: Exploration, Installation, Initial Implementation, and Full Implementation . Nebraska’s agricultural landscapes are rapidly changing, affecting natural resources and their successful management. I utilized two surveys and scenario planning (Chapters 1: statewide survey, 2: local survey, and 3: scenario-planning workshop) to investigate attitudes and perceptions of natural resource management and cross-boundary collaboration. My first objective focused on determining what prevents Nebraskans from addressing natural resources challenges, considering demographics amongst generations and the type of areas they live in (rural versus urban). In response to COVID-19 pandemic supply chain issues, the State of California issued Executive Order (EO) N-19-21 to use state land to increase warehousing capacity. This highlights a land-use paradox between economic and environmental goals: adding warehouse capacity increases climate pollution and traffic congestion around the ports and warehouses, while there is a deficit of affordable housing and high homeless rates in port-adjacent underserved communities. This study aims to inform regional policymakers and community stakeholders about these trade-offs by identifying current and future supply of and demand for warehousing and housing in Southern California through 2040. Child welfare professionals are exposed to a lot of traumatic events. They may experience trauma first-hand witnessing the negative experiences of children and families on their caseload or it may be experienced second-hand through the stories shared by clients or co-workers, or information being read in a file. The research has a variety of terms for this phenomenon (as described in this brief) but the evidence is clear: child welfare workers experience trauma as an occupational hazard and that exposure can manifest itself in ways similar to post-traumatic stress disorder (e.g., disrupted sleep, difficulty concentrating). Association Between Racial Residential Segregation And Covid-19 Mortality, Suresh Nath Neupane, Erin Ruel

This study investigates the impact of racial residential segregation on COVID-19 mortality during the first year of the US epidemic. Data comes from the Center for Disease Control and Prevention (CDC), and the Robert Wood Johnson Foundation's and the University of Wisconsin's joint county health rankings project. The observation includes a record of 8,670,781 individuals in 1488 counties. We regressed COVID-19 deaths, using hierarchical logistic regression models, on individual and county-level predictors. We found that as racial residential segregation increased, mortality rates increased. Controlling for segregation, Blacks and Asians had a greater risk of mortality, while Hispanics and other racial …

The Quality Improvement Center for WorkforceDevelopment (QIC-WD) operated for seven years and worked with 57 distinct public and tribal child welfare jurisdictions to address workforce issues. We used agency data, an evidence-based management approach, and were supported by site teams that included human resources (HR) and child welfare professionals.
We engaged in in-depth, multi-year projects in eight of the sites, and highlights from those experiences are featured in this short video. A consistent approach to implementation was applied and rigorous evaluation methods were used in those workforce intervention sites, with the goals of improving worker performance, well-being, and retention. Emergency management is a key government function for mitigating risks and reducing the impacts of disasters. Emergency management leaders play a critical role in preparing for and responding to disasters whose impacts are exacerbated by a pandemic. Using the example of the compound threat of hurricanes and the COVID-19 pandemic, this qualitative research uses insights from emergency management professionals to describe collaborative approaches and leadership skills that help balance the needs for stability and flexibility. Ohio is a county-administered children services (formerly known as child welfare) system. Like many other states, Ohio is experiencing a shortage of child protective services (CPS) workers. County leaders report that this is due to high rates of turnover compounded by rising wages and competition from outside employers. English philosopher and political economist John Stuart Mill argued that people learn by choosing: this is how they become creative and productive individuals. For this reason, and because he felt that individuals are typically the most capable people to make their own choices, Mill was highly skeptical of restrictions on choice placed by a third party, such as the state.

On May 13, 1985, Philadelphia police dropped a military grade bomb on 6221 Osage Avenue, a row house in a Black neighborhood in West Philadelphia. This home was occupied by a revolutionary group called MOVE. The bomb started a fire that the police and firefighters decided to “contain” rather than put out, resulting in the deaths of eleven people and the destruction of sixty-one homes. Only two MOVE members survived the fire. Using court records, documents from the investigation conducted by the Philadelphia Special Investigation Commission (PSIC), and other interviews regarding MOVE and the bombing, this paper reconstructs different perspectives …

This article examines public sector leadership during the economic crisis caused by the coronavirus pandemic in Ghana. It focuses on the Bank of Ghana–the nation’s central bank responsible for monetary policy and financial sector leadership–and examines the critical leadership attributes that the central bank demonstrated through its administrative and policy responses to the crisis. The findings from textual analysis of monetary policy committee press briefings show that the central bank demonstrated several criteria of effective public service leadership during the crisis, namely sensemaking, critical decision-making, communication, accountability, adaptability and, to an extent, learning. This project seeks to address gaps in emergency preparedness education related to tornado response. Through an examination of current research about best practices for tornado emergency management response and an examination of the needs of FEMA Regions 7 and 8, the author has identified key strategies and stakeholders to increase positive outcome through building community engagement and resiliency. Three presentations were created for delivery to key community stakeholders—local government officials; non-governmental organizations, social networks, and associations; and individual private citizens.
