Public Monitoring Of Contracts With Nonprofit Organizations: Organizational Mission In Two Sectors, Bruce S. Jansson

The Journal of Sociology & Social Welfare

Public officials in the human service delivery system must wrestle with complex decisions regarding utilization of agencies in the nonpublic sector to deliver publicly funded services. Data from a survey of 167 agencies in a major metropolitan area suggest that there are still substantial differences in priorities and service approaches of public and nonpublic agencies. These differences suggest that public officials may need to devote more resources to ascertaining whether and when public agencies should themselves deliver publicly funded services and to strengthening public monitoring of contracts in the private sector.

A Development & Testing Project On A New Proposed Method To Produce Technical Documentation For Use In Training & Work Performance By The United States Army, Charles Burleson

The purpose of this study was to examine the development, evaluation, and testing of a technical manual produced by the new United States Army Improved Technical Documentation and Training concept. The concept involved a complete systems analysis of the hardware being considered prior to the actual writing of the manual. The manuals were validated and verified by actual soldiers performing maintenance tasks using only the manuals.

A comparison of the new manual with the old manual was Performed using untrained and trained soldiers.

Conclusions formulated were that the new manual seemed to be a great improvement over the old manual …

This paper is a comprehensive collection of statutes of the fifty states relating to save harmless legislation and legislated authority for school corporations to purchase liability insurance for themselves and/or their officers and employees. These protective statutes have become necessary as the doctrine of governmental immunity for school corporations has slowly eroded. Not only can school corporations and their employees be held liable for damages resulting from tort, but for some offenses school board members can be held personally liable for damages to be paid from their own pockets. Within the past decade the emphasis in school finance research has been toward formulating financing models to solve the inequities in educational opportunity. School finance research has concentrated, generally, on structuring school finance alternatives based on school district fiscal behavior. However, these studies did not analyze in detail the school finance alternatives' impacts on the individual taxpayers. The problem remains that, while various school finance alternatives may attain equal educational opportunity by equalizing the level of expenditures among school districts, they could expand the tax burden distribution inequities.

Comunication Disturbances In A Welfare Bureaucracy: A Case For Self Management, Robert E. O'Conner, Larry D. Spence

The Journal of Sociology & Social Welfare

The survey data in this study of 1313 caseworkers and income-maintenance workers of the Pennsylvania Department of Public Welfare provide some elements of a description of white-collar alienation in government bureaucracies. We interpret our findings to indicate that the hierarchical communication network of this department operates to deny implicitly the worth and intelligence of workers. As perceived by employees, the general pattern of message construction, message transmission and message acknowledgment takes no account of their needs for information and validation nor does it allow the information generated at the work place to be fed back to the administration. This study is a follow-up to an earlier (1971) proposal for the application of Input-output analysis to social planning in human services (Repository item #753), and predates current models of human services as part of the nonprofit, or third sector. The manuscript details a study of financial inputs and service outputs in human services in the United Way system of Knoxville TN, noting a variety of quantitative ratios and measures of the human services delivery system, and assessing some of the strengths and weaknesses of the matrix approach.

The thesis begins by giving a background of the development of food and drug regulatory agencies. The immediate influence of political interests and special interests is shown. It is suggested that the real reason for inspection is to serve the interest of the industry and not the consumer. The departure from scientific judgements to discretionary expediencies is shown to have taken place early in the life of the Bureau of Chemistry (predecessor of the Food and Drug Administration).

The architectural and spatial design and two public housing projects, Brownsville and Van Dyke, located in the Brownsville section of Brooklyn, New York, were tested to determine their effects upon the crime rates and mental illness. While keeping the socio-economic factors under limited control, a data comparison approach was used to illuminate any difference in the crime and mental illness rates between the two projects. A significant difference in the crime rates was noticed between them with the Van Dyke Houses having a higher crime rate. From a comparative analysis of 214 nursing homes in the Chicago area, it was found that the nursing home field is composed of institutions with great variations in treatment resources available to the residents (Kosberg and Tobin, 1972). While the determination of organizational correlates to the extent of treatment resources was the major objective of the study, an exploration of the attitudes of a sample of nursing home administrators was undertaken in an effort to learn of possible relationships between attitudes and the characteristics of facilities.

This follow-up study of 1970-73 graduates of the Portland State University School of Social Work was aimed at identifying the community organization and social welfare planning skills that M.S.W.s are using in their current practice. The study sought information from graduates that could be useful in evaluating the current Social Welfare Planning concentration and planning future curriculum.

Two groups of graduates were surveyed utilizing a mailed questionnaire. The first group consisted of the universal sample of former students identified as community organization concentrators; the comparison group was a sample of graduates who had majored in direct services.

The purpose of this study is to attempt to find out how the police officers in the second-class cities in Kentucky view their work. Questions asked concern relationships with the public, their supervisors, and co-workers; opinions of recent court rulings affecting their work; and their sentiments about salaries and plans to continue in police work. After assessing the job satisfaction of the officers, the results were correlated with other studies and recommendations are made directed toward increasing the officers' motivation and effectiveness in performing their duties.

In view of the complexities which are now involved in school facility construction, it is paramount that the relationship between the architect and his school client develop fully and that it be based upon a clear and mutual understanding of role expectation. The school board, as the hiring agency, is characteristically composed of laymen both in the field of education and in the field of heavy construction. Past experience in New Mexico has shown that the traditional agency line-item budget does not serve as a tool for making rational decisions about state government because it does not present the appropriate information needed by the decision-makers.
