This report is part of an ongoing investigation of the support of neighborhood associations by community foundations in three states – Michigan, New Mexico and West Virginia. The findings are primarily negative: There is no evidence that the 22 community foundations of West Virginia have provided support for the development or continuation of neighborhood associations in the state.

Labour-Management Relations Within The Fire Service: Building Trust And Respect, John Dehooge

This paper examines the conditions and characteristics for establishing and maintaining a successful labour-management relationship between fire chiefs and association presidents based on a survey and interview with a fire chief and association president from the Waterloo Fire Department (WFD). The findings reveal that the functional and effective labour-management relationship in Waterloo is characterized by shared organizational and relational values, a strong relationship with other staff members and the council the fire chief reports to, and mutual trust and respect.

For the past few decades, criminologists have evaluated the success of treatment programs as the primary strategy to identify the best ways to lower offender recidivism. In doing so, they have repeatedly overlooked staff burnout as a potential barrier to rehabilitation. Because past research in human service agencies in general and prisons in particular has found organizational and administrative shortcomings to have the greatest impact on job strain and discomfort, this exploratory study examined the relationship between administrative support and the burnout of prison treatment staff. Abstract This capstone project involved an alumni assessment of the Master of Public Administration Program offered by the Center For Public Service at Seton Hall University. Questionnaires were mailed to over 500 alumni and approximately 23.4% were returned. The responses from the alumni indicate that the MP A Program has met its mission and successfully prepared its students for their careers. Although not the focus of the literature review, the Center's MHA program is also assessed.

This paper examines local solutions for amalgamation in Ontario by conducting a comparative case study of the County of Brant’s success at amalgamation and the County of Dufferin’s failed efforts towards amalgamation. The findings reveal that the factors that contribute to the outcome of local amalgamation decisions include the loss of identity associated with municipal mergers, the assimilation of individual communities, and the blurring of each community’s distinct characteristics into one homogenous mass.

This article explores the political influence of government-sponsored enterprises (GSEs). Using Congress's overhaul of the regulatory infrastructure for Fannie Mae and Freddie Mac as a case study, the article presents two principal findings: (1) The characteristics that distinguish government-sponsored enterprises from traditional government agencies and private companies endow Fannie Mae and Freddie Mac with unique political resources; and (2) the alignment of interest groups around Fannie Mae and Freddie Mac is subject to strategic manipulation by the GSEs. This study set out to assess the short-term effects of a retrenchment exercise on individual and organisational performance in the Uganda civil service. In all, 247 senior and lower rank employees from 6 civil service ministries were administered a questionnaire that measured individual performance, factors hindering employee performance and suggestions on how performance could be improved, and organisational performance factors. The majority of participants reported retrenchment had positive or unknown effects on individual performance. Factors hindering employee performance were inadequate funding, lack of motivation, work overload, and lack of tools--to mention but a few. Providing a living wage, improved incentives, …

Reengineering was a management tactic designed to reduce costs and increase efficiencies in the work place. Although many hospitals reported reengineering efforts were a priority during the latter part of the 1990s, little research has been done to determine the effects of reengineering on cost and quality performance indicators.

This research studied a large regional medical center located in southwest Michigan, which implemented patient-focused care redesign. Talk of deconsolidating Clark County School District has been proposed by Assembly persons. However, as recent as November 2000, another initiative for deconsolidation and reconfigurations had not been approved by the voters. One of the issues surrounding deconsolidation is the district's bond debt. An equitable division has not been reached should Clark County School District deconsolidate. This study identifies strategies to mitigate the impact of terrorist attacks against the domestic urban environment. It uses multiple qualitative research methods to identify patterns of attack used by terrorists against urban targets in the United States and suggest ways for policymakers to mitigate the effects of a terrorist attack through not only physical, but also organizational, political, legal, and social strategies. It uses case analysis, literature review, and interviews with experts in domestic terrorism preparedness to develop and suggest solutions.

This paper examines the Saskatchewan Treaty Land Entitlement Framework Agreement (TLEFA) in an attempt to demonstrate that although it did not provide a full prescription for municipal land to be turned into reserve land, the framework agreement still remains relevant. A survey of municipalities and First Nations bands that have experience in urban reserve creation under the TLEFA was conducted. The findings reveal that there are several insights and lessons to be learned from the creation of urban reserves in Saskatchewan, emphasizing the continued significance of the TLEFA.

The “big questions” articles previously published in Public Administration Review found a widely divergent set of questions rather than a shared research agenda. This article applies the concept of layers of society to analyzing the author's starting points and developing questions that link the organizational and institutional levels. Connecting these levels offers the potential to overcome the limitations of problem solving on only one level. This study analyzes the effectiveness of a network of five regional organizations to promote economic development in Hampton Roads, Virginia. Using a case study methodology, data collected from organizational documents, media reports, and personal interviews was categorized and triangulated to determine how many regional economic proposals were implemented from 1990 to 2000. This analysis created a regional timeline from which was produced a regional inventory of economic proposals. This study concluded that the regional economic development organizations in Hampton Roads have a fragmented network and their output has been influenced by regional factors.

This chapter in Clark and lipset's book on class in American politics resulted from a multi-day workshop at the Woodrow Wilson Center for International Scholars in the summer of 1999. The piece reverses the normal causality of class politics. It does not analyze citizens in elections, but government officials creating policies. It asks why policies differ across localities (specifically public transit decisions in 42 U.S. metropolitan areas). It probes how some government officials work with an "upper-middle-class" citizenry in mind, while others do so less. The chapter then tests for differences across localities and finds quite distinct patterns. The chapter …
