Citizen advisory boards (CABs) are widely used in local government as institutional mechanisms for participatory governance and public input. While these bodies are intended to promote inclusive and deliberative decision-making, persistent socioeconomic inequalities raise concerns about whether CABs mitigate or reproduce disparities in participation and influence. This dissertation examines how socioeconomic status (SES) shapes deliberative decision-making within CABs and whether this relationship operates indirectly through board-level social capital.

Integrating perspectives from participatory governance, deliberative democracy, and social capital theory, the study conceptualizes deliberative decision-making as a collective, board-level process shaped by relational and institutional dynamics rather than individual attributes alone. …

Town And Gown: Engagement And Collaboration Between Local Municipalities And Institutions Of Higher Education, Vivian González Cueto

The role of the local government within the context of engagement and collaboration with universities has largely been understudied. Employing a cross-sectional design, this study of 67 universities and 78 municipalities from 29 states examines how collaborative capacity impacts university and local government perceptions of engagement and collaboration with each other. The findings indicate that local government trust is the primary catalyst for both engagement and collaboration between the parties.

This paper seeks to compare the strengths of some of the more popular forms of municipal governance (i.e., the council-manager and mayor-council systems) to determine, to what extent, the Balance of Powers principle applies in an American local government context. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. This research study presents a new model of immigration federalism which integrates existing theories into a framework that emphasizes agency at the local level. Unlike dominant models of federalism that observe the cascading effect of higher-level policy on lower levels of government, this research focuses on empirical evidence at the local level to understand its relation to policy at higher levels. Most research examining factors associated with local government adoption of sustainability practices focuses on the impact of community characteristics. Little is known about whether adoption is also related to the characteristics of the leaders in these jurisdictions. To address this gap in the literature, this exploratory study uses data from a national survey of U.S. local governments (n = 1,672) to examine the potential correlation between adoption of certain sustainability practices and the gender of a jurisdiction’s highest elected official. Some municipalities have announced their opposition to firearm restrictions by declaring themselves Second Amendment sanctuaries. Asset management planning in Ontario has evolved since the early 2000s and Ontario Regulation 588/17: Asset Management Planning for Municipal Infrastructure came into effect on January 1, 2019. The requirements of the regulation are different for small municipalities, being those having a population of less than 25,000, than for large municipalities. This study investigates the drivers of curbside recycling program adoption and Pay as You Throw (PAYT) program adoption in 1,856 US local governments using a 2015 survey. While 50% of municipalities and counties adopt curbside recycling programs, we find that the adoption curbside recycling is limited by capacity constraints; local governments with lower per capita expenditures and more poverty are less likely to implement curbside recycling. PAYT programs are less common overall (10% of municipalities) and less common in richer communities and more common in communities with higher education levels. Local official political affiliation is not significant in either model. …

In this paper, we examine the connections between resiliency and sustainability by asking: can disaster planning lead to more sustainability actions? In a survey we conducted of 1,899 cities, towns, and counties across the United States in 2015, we found that disaster plans are three times more common than sustainability plans. Our regression models find both types of plans lead to sustainability action as does regional collaboration across the rural-urban interface. However, we find that hazard mitigation planning may be done without including sustainability staff, citizens, and other officials. After controlling for motivations, capacity, and cooperation, we find rural communities …

We conducted 40 semi-structured interviews with county HR directors (20 in New York, 20 in North Carolina) to learn more about the development of internal HR policies. Key resources used by directors in both states include other jurisdictions, colleagues in other county departments, state and federal agencies, laws and statutes, professional associations, and information gathered from general internet searches. More than half of the HR directors reported using internal working groups, and almost two-thirds indicated that they systematically reviewed the implications of policies for specific departments. This paper describes a novel approach to helping municipal authorities address the sustainable energy challenges associated with rapidly growing urban populations in Sub-Saharan Africa. Population in Africa is expected to double between 2010 and 2040, and substantial urban growth is expected in small and medium-sized cities where local government capacity constraints are most serious. A long-term partnership between municipal authorities, NGOs, and academics can build capacity, and a prescribed strategy can lead to progress on the ground. The historiography of local government in mid-nineteenth century Canada West/Ontario is divided on the question of municipal autonomy. The more dominant thesis asserts that the Municipal Corporations (Baldwin) Act of 1849 ushered in a period of freedom for municipalities. The second depicts the Act as oppressive of autonomy in the interests of economic development. Both interpretations are based largely on extrapolation from earlier and later periods; there have been no direct examinations of local governance in Canada West/Ontario for what may be considered its formative period, from 1850 to 1880. Capacity, Sustainability, And The Community Benefits Of Municipal Utility Ownership In The United States, George C. Homsy

Most literature on utility sustainability focuses on internal operations; this misses the role that utilities cold play within a community. This study measures the impact of municipal ownership of water and electric utilities on the sustainability policymaking of local governments. I find that municipalities with government-owned water utilities adopt more sustainability measures than those with investor-owned service. Similarly, municipally-owned electric utilities have higher levels of energy sustainability in the community, but not in government operations. The utilities provide fiscal and technical capacity to municipalities. This study brings potential community benefits to the discussion of private investment in public service delivery.

Drawing on Boyer’s scholarship of teaching, we propose that public affairs education could be conceptualized as not just including the education of current students but also the education of public affairs practitioners throughout their careers. To explore knowledge diffusion from academics to public affairs practitioners, we conducted 40 phone interviews with county human resources (HR) directors in New York and North Carolina and examined the extent to which this population directly used academic resources.
