When Ballots Are Blank: Write-In’S Serving Local Government And The Implications For A Healthy And Vibrant Democracy, Thomas J. Ruter

School of Business Student Theses and Dissertations

Our democracy depends on having a supply of candidates running for elected office, but in some instances, no one wants to run. This phenomenological study asks what the effects on a healthy and vibrant democracy are if ballots are blank and the seat is filled through write-in or appointment. Rooted in democratic theory, this study explores small, rural city elections where write-ins won election. Understudied, local governments are responsible for decisions affecting the lives of millions of people each day. Workforce scarcity, the alienation of young Americans from politics, government bashing, nasty campaigns, threats of physical harm, and other barriers …

Should State Land In Southern California Be Allocated To Warehousing Goods Or Housing People? Analyzing Transportation, Climate, And Unintended Consequences Of Supply Chain Solutions, Tianjun Lu, Jian-Yu Ke, Azure Fisher, Mahmoud Salari, Patricia Valladolid, Fynnwin Prager

Mineta Transportation Institute

In response to COVID-19 pandemic supply chain issues, the State of California issued Executive Order (EO) N-19-21 to use state land to increase warehousing capacity. This highlights a land-use paradox between economic and environmental goals: adding warehouse capacity increases climate pollution and traffic congestion around the ports and warehouses, while there is a deficit of affordable housing and high homeless rates in port-adjacent underserved communities. This study aims to inform regional policymakers and community stakeholders about these trade-offs by identifying current and future supply of and demand for warehousing and housing in Southern California through 2040. The study uses statistical …

Agenda For Temple Management And Buddhism-Related Businesses: Focusing On Monk Temp Services And Large Ossuaries, Hisato Nakamura

Japanese Society and Culture

In a previous article, the author examined the revitalization of Japanese temples, which are in a critical economic condition, from the perspective of management strategy. With the exception of prominent nationwide temples and tourist temples in metropolitan areas, temples are in a state of decline owing to a weakening Buddhist culture in metropolitan areas and low population density, among other causes. This paper, too, examines the rise of Buddhism-related businesses, focusing on the now-common tombstone dealers and funeral parlours. Then, the status quo of monk temp services, which have a close relationship with funeral parlours and its brokers, is considered, …

Which Financial Measures Can Be Leveraged To Help Close The Unfunded Liability Gap For State Pension Plans?, Selette M. Jemison Aug 2021

Which Financial Measures Can Be Leveraged To Help Close The Unfunded Liability Gap For State Pension Plans?, Selette M. Jemison

Doctoral Dissertations (DBA)

The main purpose of this study is to identify the key determinants of the unfunded liability (UL) for state and local public Defined Benefit (DB) pension plans. The UL is a measure of pension debt in plans across the U.S. This debt continues to rise while pension obligations to current and future retirees must also be satisfied. The UL is derived by subtracting the market value of plan assets from its accrued liabilities. If assets are less than liabilities, it signals a lack of funds set aside to cover all pension benefits and generates what is known as an unfunded …

Agreement Success Plan, Miranda Holtz May 2021

Agreement Success Plan, Miranda Holtz

Capstone Projects and Master's Theses

Monterey County Health Department’s Administration Bureau works with contracts and agreements for the Public Health Bureau, which detail what services programs will complete so that they can receive funding or maintain a partnership with the County. The problem was that a large portion of the management analyst’s time was dedicated towards technical support for agreements. The Agreement Success Pan is aimed to increase efficiency by aiding program staff with agreements through a Prezi, which is similar to a self-paced webinar. The project had three phases; interviews of program supervisors or managers, gathering supporting documents, and final launch. Afterward, a questionnaire …

The Benefits Of Evidence Based Practices In Public Administration: Does Therapeutic Listening Training Increase Emotional Intelligence To Affect Change Management Outcomes In Public And Private Sector Organizations, John Sillup

West Chester University Doctoral Projects

Abstract

This doctoral dissertation considers change management as it relates directly to evidence-based practices in public administration. The problem under study was the lack of scholarly research on the effect of an administrative leader’s emotional intelligence (EI) has on follower self-efficacy during change management. This study provided findings on the effect of therapeutic listening training as a means to increase emotional intelligence to potentially affect change management outcomes in public and private sector organizations. Change management is a systematic and structured process of developing and implementing strategies and interventions for organizations transitioning from current state to a desired state. The …

A Cross National Comparison Of Family Friendly Work Policies: The Potential Influence Of Cultural Values, Adeline Grace Hardten Nov 2020

A Cross National Comparison Of Family Friendly Work Policies: The Potential Influence Of Cultural Values, Adeline Grace Hardten

Undergraduate Honors Theses

Around the world people must work for a living, but also must raise their families. To balance these obligations, parents need high levels of support. But the existence of family friendly work policies, defined as paid parental leave and affordable, high-quality childcare, vary significantly across nations, making it difficult for many to obtain the necessary support. Research indicates that countries providing supportive family friendly policies see economic benefits, increases in profitability, and stronger overall youth development. Even though research reveals strong positive outcomes, there is a deficiency of exploration into why more countries still lack comprehensive policies that support working …

The Experience Of Children's Mental Health Leaders During Times Of Constraint: A Narrative Study, Jody Levison-Johnson Jan 2020

The Experience Of Children's Mental Health Leaders During Times Of Constraint: A Narrative Study, Jody Levison-Johnson

Antioch University Dissertations & Theses

Across the United States, each state has a public mental health system that is designed to support children and youth with emotional and behavioral challenges. This is critically important as recent estimates show that one in six children in the United States has a diagnosed mental health condition (Whitney & Peterson, 2019). The design and structure of these systems vary by state, but consistent across them is the presence of a state-designated leader who is faced with an array of constraining factors that influence their behavior and shape the resulting system. This study describes the experience of leaders in children’s …

Through a mixed methods approach, this dissertation provides recommendations for how to conduct the most efficient and effective LEITS acquisitions, striving to maximize a constrained budget, minimize time to …

Using Input From Landlords Participating In The Dothan Housing Authority's Housing Choice Voucher Program (Hcvp) To Streamline Operations And Increase Retention, Michael C. Threatt Jan 2020

Using Input From Landlords Participating In The Dothan Housing Authority's Housing Choice Voucher Program (Hcvp) To Streamline Operations And Increase Retention, Michael C. Threatt

West Chester University Doctoral Projects

The Housing Choice Voucher Program (HCVP) is a public-private partnership between a landlord, voucher holder, and a Public Housing Authority (PHA). However, this public-private partnership appears to be a two-sided partnership instead of a three-way partnership as the HCVP was designed. Over 110,000 landlords have withdrawn from the HCVP since 2009, which has negatively affected housing choices for voucher holders. This phenomenon of landlords leaving the HCVP is a catastrophe problem for the rental housing crisis that is a part of the larger affordable housing crisis. The perception of institutional bureaucracy for landlords is their reality, and the unintended consequence …

Competency Development And Implementation Among Direct Support Professionals In New York State, Johanna Loporto Jan 2019

Competency Development And Implementation Among Direct Support Professionals In New York State, Johanna Loporto

Walden Dissertations and Doctoral Studies

Direct support professionals (DSPs) serve an important function in the daily supervision and care of clients with intellectual and developmental disabilities (ID/DD) through standardization of technical, cognitive, and ethical competencies for all DSPs. It is not clear, however, how these DSPs and managers perceive the implementation process and utility of these competencies or whether implementation results in meeting the desired outcomes for clients. Using Donabedian's quality of care model as the foundation, the purpose of this qualitative case study in New York State to understand how DSPs perceived the implementation of the DSP core competencies under the direction of front-line …

Viability Of Zero-Based Budgeting Methods In The City Of Albuquerque, Justin P. O'Shea Nov 2018

Viability Of Zero-Based Budgeting Methods In The City Of Albuquerque, Justin P. O'Shea

Shared Knowledge Conference

This project’s objective is to study and propose an alternative budgeting method for use by the City of Albuquerque’s municipal government. Zero-base budgeting (ZBB) is a modern government budgeting process that allocates funds starting from a base of zero for operating units and requires annual justification of all resource and service items in the budget. Although traditional ZBB is rare in practice, local and state governments in the United States are starting to utilize elements of ZBB and are incorporating ZBB methods into their current budgeting process. Interannual variability in economic standing and resultant municipal revenues has prompted the City …

UNLV Theses, Dissertations, Professional Papers, and Capstones

Horror stories of ineffective nonprofit organization management arise in the media far too often. When these stories emerge, the public demands accountability from those responsible. Ultimately, accountability rests with the fiduciaries of the organization. For nonprofit

organizations in the United States, fiduciary responsibility and accountability reside with the board of directors.

Board governance has been widely studied in the for-profit sector. Due to the critical nature of the work nonprofits perform, there has been an increasing effort to study board governance in nonprofit organizations. Employing in depth interviews, with both executive

directors and board members, checks and safeguards such as …

The Effects Of Behavioral Determinants And Sociodemographic Factors On Homeowners' Intent To Conserve Energy, Sallieu M. Jalloh

Walden Dissertations and Doctoral Studies

Greenhouse gas emissions are caused, in part, by human activities. However, consumers may assume that the burden of environmental problems, such as carbon emissions reduction through sustainable energy practices, should be borne by the entire society. The purpose of this cross-sectional study was to test whether behavioral determinants and demographic factors could influence homeowners' intent to conserve energy. Empirical data were collected from 436 sampled homeowners in the Northeast region of the United States using an online survey questionnaire. The survey instrument was adapted from Ajzen's theory of planned behavior instrument. Variables aligned with the theory of planned behavior, alongside …

Strategies To Combat Tenant Fraud In The Rental Housing Market, Dr. Gwendolyn B. Dawson

Walden Dissertations and Doctoral Studies

Many business executives lack strategies to detect and eliminate tenant fraud in subsidized rental housing. The purpose of this multicase study was to explore strategies some business executives used to detect and eliminate tenant fraud in subsidized rental housing. The conceptual framework used to guide this study was the theory of planned behavior. Data were gathered using semistructured interviews with 6 purposively selected business executives of public housing authorities, supplemented with a review of policies and procedures that business executives used. Yin's 5-step analysis, which entails examining, categorizing, tabulating, creating a data display, and testing the data, guided the process …
