Defining Community Philanthropy: Principles And Dimensions Of A Transformative Practice, Michael D. Layton

Community philanthropy is increasingly promoted as an alternative to institutional, top-down philanthropy, yet the term remains contested. In the Global North, it is typically associated with community foundations, while in the Global South the emphasis is on community itself.

This article offers a definition of community philanthropy as a practice rooted in context and power rather than a single institutional form. It identifies five transformative characteristics that distinguish community philanthropy from conventional giving and translates these principles into seven dimensions that can be used to identify and assess community philanthropy in practice.

While trust has been extensively studied in the context of current taxpayers, research on its role among younger generations as future taxpayers in developing economies remains limited. To address this gap, a mixed-methods approach was employed, combining survey data from 420 students with in-depth interviews. This study investigates the relationship between market-economic decentralization and governance within the Hargeisa Local Government in Somaliland. Market-economic decentralization, influenced by neoliberal principles, involves transferring decision-making authority to local levels to stimulate private sector engagement and economic efficiency. Despite comprehensive decentralization reforms initiated in 2001, Hargeisa continues to confront significant governance challenges, including institutional weaknesses, fiscal mismanagement, and corruption. Employing a mixed-methods approach, this research integrates quantitative surveys and qualitative interviews with 269 local officials to assess the impact of decentralization on key governance indicators: accountability, transparency, and e-governance. Since 2020, trust-based philanthropy has gained momentum as a strategy to alleviate inherent power imbalances between funders, nonprofits, and the communities they serve. The cornerstone of the approach is a set of grantmaking practices, such as multiyear unrestricted funding and streamlined paperwork, that support nonprofit self-determination toward achieving impact goals.

At a deeper level, trust-based philanthropy is driven by core values that position funders as collaborators and supporters working alongside nonprofits to advance a more just and equitable society. This article argues that a foundation’s internal culture is critical to achieving large-scale social change, but that efforts to build a changemaking culture too often are left out of strategy conversations.

While there is no one culture that suits every foundation, a particular set of characteristics must be present in those that seek largescale social change: a focus on outcomes, transparency, authenticity, collaboration, racial equity and inclusion, continuous learning, and openness to risk.

This article investigates understandings of publicness in the context of public foundations in Australia by examining how perceptions of publicness inform and influence the practice and conduct of those grantmaking foundations. As part of a broader study on perceptions of accountability and identity in Australian foundations, the article provides empirical evidence from interviews with managers and trustees from a diverse group of public foundations suggesting that understandings and applications of two dimensions of publicness were significant: donations, or public money; and grantmaking, or public benefit. This paper seeks to deepen our understanding of performance measurement in the nonprofit human services sector by investigating issues related to funder and provider motivations for collecting and analyzing program level performance information. Using survey and interview data from nonprofit human service organizations and their funders (nonprofit and local government), we analyze this study’s research questions through the lens of multiple constituency theory. A demand for nonprofit management training and organizational capacity building exists in Latin America. However, few nonprofit management education (NME) programs in Latin America exist, and there is limited content related to ethics, transparency, and accountability. Using the case of Ecuador, we identify three strategies implemented by nonprofit leaders to cope with limited NME. We find that first, organizations engage in a process of collectivity that seeks to explore and give meaning to civil society in Ecuador. This article looks at the subject of accountability in the administration of the human services. The history of accountability over the last four decades is chronicled and discussed. The point is made that during this period, funders have largely determined the nature of accountability. Because funders have been primarily concerned with funding, accountability has tended to be financial in nature.
