This report presents a programmatic evaluation of the Richmond Resilience Initiative (RRI), a guaranteed income program designed to support economic stability among Richmond Residents experiencing financial hardship. The evaluation focuses on participants in Cohort Two and Cohort Three, examining program impacts over the two-year periods during which participants received cash transfers. Guaranteed income (GI), the provision of recurring, unconditional cash transfers, has grown in popularity as a significant policy innovation for addressing economic insecurity and inequality in the United States.

Four years after the U.S. Supreme Court overturned Roe v. Wade, state-level variation in reproductive rights policy is associated with substantial geographic inequities in access to abortion and reproductive health care across the United States. The adoption of restrictive or protective reproductive rights policies is closely tied to legislative control, underscoring the political drivers of reproductive inequity. The evidence suggests that advancing reproductive equity will require coordinated national, state, and local response to strengthen healthcare infrastructure, reduce economic barriers, and establish durable legislative protections for reproductive rights.

Virginia has an incarceration rate of 679 per 100,000 residents, the highest among independent democratic nations. This scoping review examines perspectives on post-secondary STEM education to promote STEM education within Virginia's correctional facilities, assesses programs to improve rehabilitation, reduce recidivism, and address systemic inequalities by developing the scientific potential of incarcerated individuals. The review finds that while STEM education in correctional facilities faces limitations, its potential benefits are being realized nationwide. This report offers the first overview of the “what, where, and when” of AI-related legislation introduced in U.S. state legislatures between 2019 and 2024, analyzing key policy trends, priorities, and equity considerations. Although relatively few bills have been enacted, legislative activity has accelerated, reflecting growing political attention to the promises and risks of AI. Communities throughout the nation use the Community Emergency Response Team (CERT) program to supplement the disaster response after hazard events as well as help build a culture of preparedness. Currently, practitioners and academics have limited knowledge about how CERTs promote enhanced preparedness postures. To address that knowledge gap, 20 CERT program managers were interviewed in this study to improve the general understanding of how CERTs contribute to developing a preparedness culture. This dissertation examines how exposure to social media and internet news videos depicting police misconduct influences college students' perceptions of campus police legitimacy, procedural justice, and willingness to cooperate. Although prior research has demonstrated the impact of media portrayals on perceptions of municipal police, limited attention has been given to campus policing contexts. This dissertation examines public administration leaders’ perceptions within the executive branch of the state government studied to determine if the components of radical candor, care personally and challenge directly, are associated with the sense of belonging in a public administration setting. Questions from surveys conducted by the state government studied were used to create the variables analyzed in this study. To the researcher’s knowledge, this is the first study to apply components from the Radical Candor® Framework to determine a relationship with sense of belonging in a public administration setting.

Obesity has reached nearly 40% of the adult public in the United States, costing the citizen taxpayer over $200 billion annually in healthcare costs. Those suffering from obesity deal with multiple physical and mental repercussions. Through a content analysis of four Centers for Disease Control (CDC) documents and guided by the conceptual framework of the social ecological model, this research explores the federal approach to preventing obesity. Research has shown that trust and reputation among partners play an important role in the performance of partnerships. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. Using rated responses from nonprofit CEOs who participated in the 2016 BoardSource national survey, this study investigates whether nonprofit board inclusive behavior or board inclusive practices are positively correlated with nonprofit board effectiveness. It further examines whether a critical mass of racial and ethnic minority or women board members may moderate the relationship stated above. To answer these questions, the study tested six hypotheses using principal component analysis, followed by hierarchical regression analysis, and found no evidence of statistical significance in main or moderator effects. This study examined the factors that influence a local government’s decision to engage in regional collaborations. Analysis of 7 local government managers and eleven elected officials revealed that the decision to engage in regional collaboration was influenced by external factors, organizational factors, and internal motivations. Elected officials and local government managers identified a disaster occurrence, fiscal stress, outside agencies, jurisdictional benefit, and communication as key factors.
