In 1987, the Brundtland Commission's Our Common Future (1987) made clear the need to reject longstanding development processes and focus on sustainable development. The Commission stressed that actual sustainable development integrates three elements: social development, economic development, and environmental protection. Though developed nations have achieved economic growth through conventional and extractive development practices, these practices have intensified natural disasters driven by climate change, increased food insecurity, and deepened poverty. This has acutely impacted Indigenous and local communities, many of whom face crisis conditions, such as war, terrorism, civil disorder, and their aftermath. This thesis examines the divergent drug policies implemented in Portugal and Greece, analyzing why Portugal's comprehensive decriminalization model has been more successful than Greece's partial approach. Since 2001, Portugal has pioneered a drug policy that decriminalizes all drugs for personal use while investing in harm reduction services, rehabilitation, and social reintegration. In contrast, Greece maintained criminalization while implementing more limited harm reduction measures, particularly through OKANA (the Organization Against Drugs). The research highlights how economic factors, particularly the 2008 financial crisis and austerity measures, negatively affected both countries' programs but hit Greece's initiatives with greater severity. In 1987, the Bonneville Power Administration (BPA) celebrated its 50th year as a federal agency. It was created in 1937 to market power produced by federal dam operations on the Columbia River and provide electric transmission service in the Pacific Northwest region. A decade later, while its organizational mission had largely remained the same, BPA had undergone a major transformation both in its governance role with regional partners and as an institution of the Pacific Northwest. This study seeks to understand how this change occurred.

This study identified variables that impact the decisions to change cities. This research surveyed current city managers in northern Midwest states to explore which variables make a difference. Though gains have been made, students of color, low-income students, and first generation students are still excluded from postsecondary participation. The initiative was intended to re-focus personnel on agency strategic goals, objectives, and performance. ADL stressed Computer Statistic (CompStat) management tenants, decentralized decision-making, and efficiency and effectiveness performance measures.

The purpose of this study was to begin the effort to build a theoretical foundation for homeland security policy by analyzing the 1993 World Trade Center terrorist attack using multiple frame analysis (MFA). MFA consisted of three conceptual lenses: (I)-Homeland Security as a Criminal Justice Problem/Terrorism as Crime, (II)-Homeland Security as a International Relations Problem/Terrorism as War, and (III)-Homeland Security as an Organization Design Problem/Terrorism as a Network.
