In the ongoing discussions about financial services regulation, one critically important topic has not been recognized, let alone addressed. That topic is what this Article calls the “entity-centrism” of financial services regulation. Laws and rules are entity-centric when they assume that a financial services firm is a stand-alone entity, operating separately from and independently of any other entity. They are entitycentric, therefore, when the specific requirements and obligations they comprise are addressed only to an abstract and solitary “firm,” with little or no contemplation of affiliates, parent companies, subsidiaries, or multi-entity enterprises. Comparatively, the lawmaking process in presidential systems is often comprised of negotiations between a legislative body, tasked with authoring and legislating laws, and an executive, who must authorize and administer the enactment of the law. While executives are often empowered with certain constitutional powers to help influence the lawmaking process, these powers are typically constrained and supervisory in nature. Presidents are rarely given broad-and-discretionary legislative powers, since lawmaking is ultimately the responsibility of the legislative body; however, this does not hold true for the case of Brazil. The breaking of moral and ethical codes has been with humankind since history was first recorded. As such, the public wants to know that their elected officials are held accountable and cannot disregard enshrined legal rights without incurring broader personal and societal consequences. Within the hallowed halls of government, the "unrequested" House Committee on Ethics (HCE) provides the forum of accountability.

The purpose of this study was to explore the specific reasons why households in Kitere village, Kenya experience persistent food insecurity every year while the region enjoys the advantage of two planting/harvest seasons in a year. Kitere village lies within the lakeside region of Nyanza Province in Kenya, generally considered to be one of the more agriculturally productive parts of the country. The Participatory Rural Appraisal method was employed to gather qualitative data on the causes of food insecurity in Kitere village. One of the techniques used by municipal administrators to evaluate their spending is the Service Delivery Review (SDR), for which a “how-to” manual, known as the Guide to Service Delivery Review for Municipal Managers, was created. This paper examines the Guide to determine whether it proposes a useful SDR structure that has adequate provisions for public participation. It analyzes the literature pertaining to the SDR process and public participation and it also provides an examination of public participation using case studies of six municipal SDRs in Ontario: Brockville, Port Hope, Brantford, Halton Hills, Barrie, and Hamilton. Although home to the majority of the world's women, Asia is the continent with the smallest proportion of women in Parliament. Rarely studied from a comparative perspective, this article examines the uneven representation of women in the lower houses of contemporary Asian parliaments. While socio-economic modernization and industrialization are generally expected to increase the proportion of women in positions of political influence, we find that differences in electoral and party systems across Asia play a greater role than levels of female literacy, urbanization, or per capita income. While both for profit and not-for-profit organizations utilize collaborative efforts, the factors that are important for bringing individuals and businesses together for collaboration still remain somewhat unresolved. In this paper, colleague similarity, the quality of pre-existing relationships, and the relative power of the other colleague are all examined for their correlation with the desirability of collaboration with that individual. The literature on the roles that governance/political and economic stability play to attract capital flows into African economies has been burgeoning. Good governance, liberalization, infrastructure, incentive packages have been regarded as cures to break the deadlock to reverse the economic plight, to attract inflow of capital and, in some cases, to reverse outflows of African economies. The flow of capital, however, has undesirable side effects on host economies’ working conditions, environmental standard, inequality, and culture, among others. Historically, the measurement of market orientation has proved to be difficult, due to the low external validity of the concept. Existing scales exhibit acceptable properties in measuring market orientation in business organizations, but are less accurate in the context of higher education institutions. This paper compares the performance of three scales – the MARKOR scale, the MKTOR scale, and the University MARKOR scale – in the context of academic organizations. Results indicate that the MARKOR and the MKTOR scales need modifications, in order to accurately measure the construct in the new context. Student perceptions of 63 concentration year MSW students, grades, and faculty perceptions were examined to evaluate differences in educational outcomes and in learning experiences among a traditional classroom model, a mixed or hybrid model, and a webinar online model for delivery of integrative field seminars. No significant differences were found in the grades among the three models. Findings showed strong support for the traditional model for students in local field internships and the webinar model for students in distant site placements. Reciprocity among students and faculty was a major factor in seminar integration and effectiveness, regardless of the mode of …

More than 90 percent of bills introduced in the U.S. House never make it to a floor vote, and far fewer are enacted into law. Since legislative gridlock is much more common than legislative action, in order to understand policy outcomes, it is critical to know why bills are obstructed. Gridlock occurs when a legislator (or group of legislators) wants to block a bill, and has the procedural right to do so.
