The New York State (NYS) Excelsior Scholarship Program, introduced in 2017, was designed as a “first-in-the-nation” tuition-free initiative intended to expand college affordability for undergraduate students attending public institutions in New York State. While the program aims to increase access to higher education, its eligibility requirements, particularly the expectation that students complete 30 credits annually through continuous full-time enrollment, may disadvantage students whose academic pathways diverge from traditional enrollment patterns. Urban revitalization in the United States has often been characterized by uneven community development, where marginalized communities bear the costs while receiving limited benefits. This dissertation examines how the dynamics of stakeholder participation impacts the practice of Community Economic Development (CED), focusing on the Jamaica Now Leadership Council (JNLC) as a case study. Formed to oversee the Jamaica Now Neighborhood Action Plan, the JNLC represents a model of inclusive, stakeholder-driven urban development aimed at addressing historical disinvestment and promoting equitable economic growth in Downtown Jamaica, Queens.

Gender Equity In Municipalities: Understanding Local Policy Priorities, Maria J. D’Agostino, Nicole M. Elias, Nicole Dimaria

The purpose of this research is to examine policy priorities of municipal legislation designed to promote gender equity. We ask the following research question: How does municipal policy address gender equity? To answer this question, we identify New York City legislation that targets gender equity passed under the DeBlasio administration (2014–2022). Using Atlas.TI, legislation is organized around The New York City Commission on Gender Equity’s goals to identify policy priorities. Our findings indicate that despite progressive policy efforts, policy priorities remain focused on gender stereotypes and long-standing issues, particularly sexual harassment and violence.

Examining Drug Policy In Portugal And Greece, Collin Fernandes

This thesis examines the divergent drug policies implemented in Portugal and Greece, analyzing why Portugal's comprehensive decriminalization model has been more successful than Greece's partial approach. Since 2001, Portugal has pioneered a drug policy that decriminalizes all drugs for personal use while investing in harm reduction services, rehabilitation, and social reintegration. In contrast, Greece maintained criminalization while implementing more limited harm reduction measures, particularly through OKANA (the Organization Against Drugs). The research highlights how economic factors, particularly the 2008 financial crisis and austerity measures, negatively affected both countries' programs but hit Greece's initiatives with greater severity. Mental health and trauma is affecting students in NYC schools; yet according to New York State comptroller Thomas DiNapoli’s report, schools are not equipped to provide them with the support they need. For my practicum, I created three videos that all have one thing in common - NYC public school students and their mental health. Two videos feature DOE officials, and one features community members and a therapist. The videos were shared with community members and DOE officials upon completion.

Despite the fact the United States remains the only country in the world not to have ratified this document, a number of American cities have nevertheless begun to engage young people in community decision-making (e.g., in neighborhood associations or community boards). Less than 5 percent of those displaced by war and persecution receive permanent sanctuary. This is because the states tasked with protecting them are wary of the “burdens” that they pose, framing them as threats to national economies, budgets, and public safety. Consequently, states seek to share these burdens with other states in order to minimize their own international protection obligations. While the modern norm of “burden-sharing” has existed since at least the mid-twentieth century, it is vague and, therefore, permissive of a wide range of state behavior. The burden of child care in the wake of widespread K-12 school closures has disproportionately harmed women, communities of color, and lower income families -- a clear indicator that now is the time to adopt a federally-subsidized childcare system in local communities that goes beyond public schools. Current proposals must address regulatory and financial challenges to child care centers and home-based providers, allow for local government involvement and discretion, and maintain flexibility for parents with non-traditional work schedules.

The lack of gender equity in the public sector is a critical issue, especially for emergency services. We explore the gendered nature of firefighting and policing at both professional and organizational levels. We assess gender equity by asking the following questions: (1) How have understandings of gender in emergency services evolved over time? (2) What are the normative implications of emergency services' lack of gender equity? Transgender and gender non-binary (TGNB) individuals face discrimination in healthcare settings and barriers to healthcare access, resulting in health disparities. These inequities are compounded by the intersection of lower socioeconomic status and geography. To understand the differences in how states provide healthcare to TGNB individuals in poverty, we ask: What are state Medicaid programs offering TGNB residents, and how can coverage be more equitable across jurisdictions? To answer these questions, we examine medical services covered by 15 diverse Medicaid programs and compare them to the services recommended by the World Professional Association for Transgender Health (WPATH).
