Mandatory diversity, equity, and inclusion (DEI) training is a common element institutional DEI initiatives in their response to dismantling racial inequity in government organizations; yet, the lived experiences of racially marginalized participants remain critically underexamined—particularly in government settings, where the bureaucratic structures implementing these trainings are themselves racialized. This research was conducted during one of the most politically hostile environments for DEI work in recent memory. This capstone paper examines how public administrators and human resource management (HRM) practices in Michigan local law enforcement agencies can influence the adoption of a guardian-oriented approach to policing. Using a qualitative case study method and document analysis, this study integrates peer-reviewed literature on guardian and warrior policing models with public administration and HRM frameworks. Findings indicate that due to the centralized structure of the Michigan Commission on Law Enforcement Standards (MCOLES) and standardized academy training, local agencies have limited control over recruit socialization during initial training. This dissertation examines public administration leaders’ perceptions within the executive branch of the state government studied to determine if the components of radical candor, care personally and challenge directly, are associated with the sense of belonging in a public administration setting. Questions from surveys conducted by the state government studied were used to create the variables analyzed in this study. To the researcher’s knowledge, this is the first study to apply components from the Radical Candor® Framework to determine a relationship with sense of belonging in a public administration setting.

Twenty-three qualitative semi-structured interviews with the private sector to answer the research question: How does the private sector perceive the mandatory e-invoicing system adopted by the Egyptian government? Furthermore, the study explored the perceived impact of the Unified Theory of Acceptance and Use of Technology (UTAUT)’s four aspects on the private sector’s perceptions and adoption of the system, including performance expectancy, effort expectancy, social influence, and facilitating conditions. This study is an analysis of lyrics from popular American music albums since the 1990s to understand public discourse about and experience with public administration. Albums included in the study came from two prominent sources: Billboard and Pitchfork decade-end lists. The study is framed by critical, postmodern, and responsiveness theories, methodologically grounded in critical discourse analysis, and technically approached using standard qualitative methods, including especially qualitative content analysis and iterative, inductive coding techniques. According to the 2020 U.S. Office of Personnel Management’s Federal Employee Viewpoint Survey, the National Park Service (NPS) was ranked the 353rd best place to work out of the 411 government agencies surveyed, with an engagement score of 61.3%, which was lower than the 69.0% average amongst government agencies. This survey is performed annually and asks employees to score their employer in the following categories: leadership, empowerment, pay, teamwork, innovation, recognition, response to COVID-19, and work-life balance. The U.S. Endangered Species Act (ESA) was enacted in 1973 to protect and recover threatened and endangered species from extinction. Public administration scholars have long believed that bureaucratic whistleblowers help make bureaucracies more democratic, effective, and accountable. With these firm convictions, the U.S. federal government has introduced a series of whistleblower protection systems to balance administrative power and external political accountability of public organizations. Building on this intellectual history of public administration scholarship on whistleblowing, this dissertation aims to: 1) understand bureaucratic whistleblowing at the theory-level, 2) examine the effects of whistleblower protection laws on bureaucrats at the individual-level, and 3) investigate how whistleblowing outcomes can reshape bureaucracies at the organizational-level.

The purpose of this qualitative participatory action research was to explore how complexity is engaged and experienced in complex regulatory systems, and to understand how cannabis might be regulated in ways that lead to socially equitable conditions. To elect its mayor and council in October of 2018, the City of London, Ontario used ranked-choice voting instead of the traditional first-past-the-post system; the first Canadian city in decades to use an alternative electoral system. London’s experience as the first Ontario municipality to implement ranked-choice voting allows it to offer its experience as a lesson to other municipalities that may be considering making changes to their voting systems.
