Vietnam’s geostrategic position—bordering China and commanding key South China Sea maritime routes—makes it a pivotal actor in shaping great-power competition in Southeast Asia. This article argues that the United States should support Vietnam’s neutrality and strategic autonomy as a means of countering Chinese influence. Unlike prior studies that portray regional states as passive players, this analysis highlights Vietnam’s active role in influencing regional dynamics. Through comparative analysis with the Philippines, using historical case studies, geographic assessments, and policy reviews, the article offers practical insights for military and policy practitioners on how geography shapes alliance formation and strategic competition.

From Global Norms To Local Implementation: The Sendai Framework, Disaster Risk Reduction, And Human Rights In The United States, Madelyn Schutte

This study examines the extent to which the Sendai Framework for Disaster Risk Reduction and a human rights-based approach (HRBA) are reflected in local level hazard mitigation plans in the United States. This study utilizes a directed qualitative content analysis of a local hazard mitigation plan, using McLean County, Illinois, as a single case study. The Sendai Framework and a HRBA are moderately reflected in McLean County’s hazard mitigation plan, with the most significant omission being a comprehensive discussion of the disproportionate risks faced by vulnerable populations. The results indicate that FEMA guidelines for hazard mitigation plans likely do not …

In 1990, the Rhode Island Share and Deposit Indemnity Corporation (RISDIC) was a private mutual deposit insurance corporation funded by member institutions. Late that year, after the failures of two of its insured institutions in July and October, other RISDIC member institutions faced large depositor withdrawals, as concerns began to focus on the financial health of RISDIC itself. RISDIC had maintained inadequate reserves, and on December 31, 1990, it found itself lacking the resources to cover depositor withdrawals from member institutions. RISDIC leadership requested a state-appointed conservator, which meant that all its member institutions no longer had the deposit insurance …

By mid-February 1933, the United States was in the depths of the Great Depression and the banking system faced sustained depositor runs and currency hoarding. On February 14, the governor of Michigan declared a holiday for all banks and trusts in the state. There followed a wave of declared bank holidays and bank runs across the country. The public withdrew $1.8 billion in gold and currency from banks in February and early March, with nearly two-thirds of those withdrawals occurring in the week ended Friday, March 3. By that date, 25 of 48 states had implemented bank holidays or restricted …

Racism and sexism create a bottleneck to advancement for women in higher education.

This qualitative study and dissertation investigate the role of mentoring in combating racism and sexism in higher education in the United States as a blueprint for other historical institutions. Twenty-six women of color in four categories (presidents/provosts/chancellors, deans of law and medical schools, vice presidents of diversity, equity, and inclusion/student affairs, and graduate students) of higher education were interviewed to explore their experiences with racism, sexism, and mentor relationships. Findings demonstrate all but one participant (96%) disclosed racial victimization in higher education, all participants (100%) disclosed sexist …

Hollywood has painted a picture of the criminal woman as a sexy, sneaky, and often psychotic female fatale. This is because men run Hollywood. Much like movies, research on why women offend had historically focused on men as their stellar. However, towards the turn of the century and with the disproportionate rise in female incarceration, literature caught up to the fact that women and men do not experience the same socialization, standards, or reality and, therefore, have different reasons for and ways of offending. The collapse of Lehman Brothers in September 2008 led many uninsured depositors to withdraw their funds from US banks that they perceived as troubled. To reassure depositors, the Federal Deposit Insurance Corporation (FDIC), on October 14, 2008, guaranteed certain debt and deposits through its Temporary Liquidity Guarantee Program (TLGP). The Temporary Account Guarantee Program (TAGP) was one component of the TLGP. Through the TAGP, the FDIC provided unlimited insurance to noninterest-bearing transaction accounts (NIBTAs) and other low-interest-bearing accounts. On October 3, 2008, the US Congress had increased the limit on insured deposits to $250,000. By guaranteeing these accounts in full, …

Detaining asylum seekers has become an established practice in many countries. There is a large body of research suggesting that immigration detention causes asylum seekers harm. However, the focus of these studies has been on diagnosable disorders and mental health, with no descriptive understanding of how detention and resettlement are experienced and conceptualized by asylum seekers. Abstract

Managers are challenged with the impact of problematic plants, including exotic, invasive, and pest plant species. Information on the abundance, distribution, and location of these plants is essential for developing risk-based approaches to managing these species. Based on surveys conducted in 2006, 2009, 2013, and 2017, Heartland Inventory and Monitoring Network staff and contractors identified a cumulative total of 20 potentially problematic plant species in Homestead National Monument of America (NMA). Of the 13 species found in 2017, we characterized 4 as very low frequency, 4 as low frequency, 2 as medium frequency, and 3 as high frequency. Only …

Executive Summary

In 2001, the Heartland I&M Network initiated breeding bird surveys on Tallgrass Prairie National Preserve, Kansas, to assess the ecological integrity of the preserve’s habitat. Birds are an important component of ecosystems and can serve as good indicators of habitat change in an ecosystem. In the 17 years of bird surveys at the preserve (2001 to 2018, excluding 2003), there were 2,089 plot visits and 119 different bird species recorded, 96 of which have the potential to breed within the preserve. These 96 species represent approximately 81% of the total species one would reasonably expect to have breeding …

This report presents acoustical data gathered by Student Conservation Association interns and the Natural Resource Specialist at Homestead National Monument of America in 2017. Data were collected at one site to provide park managers with information about the acoustical environment, sources of noise, and the existing ambient sound levels within the monument. This deployment also captured acoustic conditions during the total solar eclipse on 8/21/2017. (Results of the eclipse monitoring effort are provided in Appendix B.)

The National Park Service (NPS) Natural Resource Condition Assessment (NRCA) Program administered by the NPS Water Resources Division evaluates current conditions for important natural resources and resource indicators using primarily existing information and data. NRCAs also report on trends in resource condition when possible, identify critical data gaps, and characterize a general level of confidence for study findings. This NRCA complements historic resource assessments, is multi-disciplinary in scope, employs a hierarchical indicator framework, identifies and develops reference conditions/values for comparison against current conditions, and emphasizes spatial evaluation of conditions and GIS (map) products.

The Heartland Inventory and Monitoring Network has sampled permanent monitoring sites in three vegetation community types (restored prairie, successional forest, and bur oak forest) at Homestead National Monument of America since 1998 (includes nine sample years). Network scientists record each species, aerial cover estimates of ground flora, diameter at breast height of midstory and overstory trees, and tree regeneration frequency (tree seedlings and saplings) within these permanent sites.

Asylum seekers in the U.S. have faced a plethora of impediments leading to some of them abandoning their applications, which may deny them their rights under the United Nations convention on refugees. Despite the abundance of literature on the plight of these persons, no study has examined the lived experiences of asylum seekers in the U.S. from the time they apply for asylum to the time their applications are adjudicated. Executive Summary

This report describes the results of a visitor study at Niobrara National Scenic River (NSR) conducted from July 15 through July 24, 2016. During the sampling period, 253 visitor groups were contacted to participate in the survey. Of those groups, 217 agreed to participate in the study by accepting a mail-back survey packet. Questionnaires were completed and returned by 110 visitor groups, resulting in a completion rate of 51% among those visitor groups that agreed to participate in the study and an overall response rate of 43% for the study.

This quality-assurance plan documents the standards, policies, and procedures used by the Heartland Network for activities related to the collection, processing, storage, analysis, and publication of monitoring data.
