Law Number 5 of 2014 concerning State Civil Apparatus mandates that all Government Agencies must implement Merit System-based in HR Management. However, even though Ministry of Youth and Sports received predicate "Good” in Merit System evaluation in 2021, but Ministry of Youth and Sports ranked 29th out of 33 Ministries (within bottom 5). From the results of this evaluation, there were at least 2 (two) aspects that received the lowest scores, career development aspect (40.38%) and promotion and transfer aspect (31.25%). The evolution of digital governance has heightened the strategic significance of public trust in the implementation of e-government. Despite numerous empirical investigations, the results concerning the factors influencing trust remain fragmented and largely centered on technological aspects. This study seeks to systematically identify, categorize, and synthesize the determinants of trust in e-government through a structured literature review of 21 Scopus-indexed articles published between 2015 and 2025. Utilizing an evidence-based synthesis methodology, the study organizes determinants of trust into four main categories: citizen-related, technological, institutional, and risk-related factors. Fiscal stimulus transmission is often hindered by banking frictions from risk-averse behavior and channel specialization. To evaluate the fiscal stimulus policy in Indonesia, this study introduces a modified Input-Output (I-O) framework integrated with bank portfolio-based shock vectors. This approach captures banking frictions by incorporating institution-specific portfolio weights into the macro-simulation framework, providing a more realistic assessment than standard uniform-transmission assumptions. Three scenarios are simulated (policy design, interim realization, and expansionary response) to assess the macroeconomic impacts of credit concentration. This study examines the role of public trust in shaping future taxpayer compliance, a critical factor for achieving the long-term development vision of Indonesia Emas 2045. While trust has been extensively studied in the context of current taxpayers, research on its role among younger generations as future taxpayers in developing economies remains limited. To address this gap, a mixed-methods approach was employed, combining survey data from 420 students with in-depth interviews. In this study, we examine the existence of a reciprocal pattern of performance bias shared between citizens and street-level bureaucrats, which we term as ‘shared pessimism’, assumed to implicate public service reform. Primary data were collected using surveys administered to 207 public service providers and 248 citizen recipients across six Indonesian public service agencies operated in two regional governments. Statistical analysis was then conducted to examine bureaucrats’ self-enhancing bias and their pessimistic view of citizen ratings, as well as to clarify citizens’ tendency to underrate the performance of bureaucrats in public service organizations. This study investigates the relationship between market-economic decentralization and governance within the Hargeisa Local Government in Somaliland. Market-economic decentralization, influenced by neoliberal principles, involves transferring decision-making authority to local levels to stimulate private sector engagement and economic efficiency. Despite comprehensive decentralization reforms initiated in 2001, Hargeisa continues to confront significant governance challenges, including institutional weaknesses, fiscal mismanagement, and corruption. Employing a mixed-methods approach, this research integrates quantitative surveys and qualitative interviews with 269 local officials to assess the impact of decentralization on key governance indicators: accountability, transparency, and e-governance. Development planning ideally requires accurate information to translate distant solutions, where actions and impacts are separated by significant delays. However, the attention theory suggests that the attention of planners is constrained by familiarity bias, shaped by organizational procedures and communication channels. This study argues that planners are less likely to prioritize distant solutions due to a stronger sense of perceived self-efficacy. This paper seeks to provide conceptual and empirical justifications for civil servants to engage in disobedience to curb bureaucratic pathology. Various civil servants have long complained that they face illegal instructions from their superiors. The cases discussed here are from public procurement, which has a dimension of political corruption, a recurring problem in many places in Indonesia. Thus, the problem shall be seen as a bureaucratic pathology rather than as maladministration. Public trust in the Indonesian National Police (Polri) has experienced significant fluctuations due to allegations of misconduct, corruption, and excessive use of force. This study examines the relationship between public trust and compliance with Polri authority, particularly in the context of strained police-community relations. Drawing on procedural justice and restorative regulation theories, the research argues that trust directly influences voluntary compliance and that procedural justice alone is insufficient to repair legitimacy deficits. Instead, a dual model combining procedural fairness with restorative reconciliation, including acknowledgment of past harms and community dialogue is proposed as a more effective strategy for rebuilding trust. …

Government Information Clarity And Digital Engagement As Driving Forces Behind Digital Resilience On The Jepin Smart City Platform, Winda Chelsea Meisari, Muliawati -, Siti Fatimah

This study examines the influence of information clarity and government digital engagement on the digital resilience of urban communities, using the case study of the Jendela Pontianak Integrasi (JEPIN) platform. The research employs a quantitative approach using Partial Least Squares Structural Equation Modeling (PLS-SEM) with WarpPLS 7.0, involving 100 respondents from the city of Pontianak. The results indicate that information clarity (β = 0.49; p < 0.001) and government digital engagement (β = 0.37; p < 0.001) have a positive and significant effect on digital resilience. The model demonstrates strong reliability (Composite Reliability: 0.847–0.914; Cronbach’s Alpha: 0.772–0.882), good validity (factor loading > 0.5; AVE > 0.5), and a high level of model fit (GoF = 0.569). This study examines the impact of government intervention in asset management systems on the performance of state-owned assets. Using Asset Life Cycle Management (ALCM) indicators and binary logistic regression, the findings reveal that three key aspects of ALCM—strategy and planning, acquisition, and operation and maintenance—significantly influence asset performance. The impact of ALCM policies varies by asset location, categorized into five major regions: Sumatra, Java, Kalimantan, Bali-Nusa Tenggara, and Papua. These results provide empirical evidence that effective asset management policies positively contribute to optimizing the performance of state assets.

Government institutions often face a dilemma in providing goods and services: whether to ‘outsource’ or manage them ‘in-house’. Large-scale public services typically require complex contracts to ensure successful project completion. This study examines the dynamics of relational governance and power shifts that lead to contract failure using a mixed-method approach applied to a complex public service project in Jakarta, one of the largest metropolitan areas in the world. The findings indicate that a contractual win-win outcome can be achieved with strong governance rules, particularly relational governance. Indonesia finds tax amnesty as a reliable funding alternative to develop a sustainable economy. Since 1964, Indonesia has implemented five tax amnesty programs. The latest two programs would offer lower amnesty compensation rates if taxpayers repatriated offshore assets back to Indonesia. However, the tax amnesty repatriation policy merely contributed minimal amounts of repatriated assets and low number of participants. The significant vulnerability of Padang Pariaman District to potential tsunamis necessitates extensive mitigation efforts. This study attempts to delineate the steps included in disaster mitigation through the Disaster Resilient Village program as specified in the Regulation of the Head of National Disaster Management Agency (BNPB) Number 1 of 2012. The program seeks to establish self-sufficient nagaris capable of anticipating and mitigating disaster impacts. This study aims to determine and analyze the influence of talent management and servant leadership on ASN performance both partially and collectively. The research method used is descriptive and verification. The research was conducted at 95 ASNs at the BPK RI Head Office. Sampling was carried out using simple random sampling technique.
