Included in the Small Business Protection Act of 1996 (P. L. 104-188) was a two-phase increase in the Fair Labor Standards Act (FLSA) minimum wage. The second phase of the minimum wage increase went into effect of September 1, 1997. Under the act, employees, unless specifically exempt, must receive a minimum wage no less than $5 .15 per hour for all hours worked.

Conventional wisdom suggests that the basic job of public policy studies (and public institutions, for that matter) is to deal in a timely and practical fashion with pressing public issues of the day. The focus typically is on 'ripe' topics, 'hot' political problems. If a study can be ahead of the curve, in John Kingdon's apt phrase "an idea whose time has come," so much the better. But unlike more traditional academic research, where the focus is timeless — i.e., an explanation of previously inexplicable phenomena, timeliness is a prime reason for initiating a policy study.

Voluntary action on the other hand has deep roots reaching far back in human history and is likely to be around far into the future.

Toward An Economic Development Strategy For The County Of Middlesex, Stephen Evans

This paper examines the factors that are necessary in the successful adoption of an economic development strategy in Middlesex County based on an analysis of Census data pertaining to population, gender, age, income, education, employment, housing, and agriculture and an investigation of the governance issues in the region. The findings reveal that in order to overcome conflict among constituent municipalities and foster a sense of cooperation between them, decisions about economic development initiatives must be removed from the political realm and placed in the hands of local, appointed business actors.

Humanizing The Downsizing Process: A Review Of A Recent Downsizing Process In Three Conservation Authorities, Thomas Prout

This paper examines the ways in which the negative effects of downsizing can be reduced based on a survey of stakeholders involved in the downsizing processes of three conservation authorities in Ontario – Ausable Bayfield, Saugeen Valley, and Upper Thames River. The findings reveal that the most important factor to consider with respect to downsizing is whether there are good human resource management practices in place long before the downsizing process is to occur.

This article examines the undemocratic process of telecommunications divestment in Jamaica and Trin- idad and Tobago. The divestment of the telecommunications sector was largely prompted by each state’s inability to service external debt. Despite espousing the importance of public participation in the ownership of state-owned en- terprises being divested, the governments each limited or excluded nationals from ownership of the telephony com- panies. Divestment of the telecommunications sector was principally undertaken through private negotiations with Cable and Wireless which has historically provided service to former British colonies. This continued colonization of the telecommunications sector is at odds with the democratic …

In 1995, Boulder City bought from the federal government 167 square miles of land in the Eldorado Valley which is located approximately seven miles west of the city. Soon afterward, the current landfill in Boulder City began accepting construction waste from Las Vegas. The large dump trucks had to travel through Boulder City on route to the landfill. In doing this they passed through three school zones and residential areas. When residents began complaining about the trucks, the Boulder City City Council began investigating various ways to solve the problem. The solution they adopted was to construct a new landfill …

The purpose of this case study is to analyze the perceptions of city council members in formulating and implementing policy on the Lake Gaston Water Supply Project in Virginia and North Carolina. A comparison of the perceptions of twenty-three members of three city councils: Henderson, North Carolina; Roanoke Rapids, North Carolina; and Virginia Beach, Virginia serves as the basis for analysis. Their perceptions of the issues and how they view other actors in the intergovernmental arena, within the context of the Lake Gaston Water Supply Project.

Racial and ethnic minorities are disproportionately represented in Portland, Oregon's criminal justice system. Laws, legal procedures and practices that excessively target minorities are not new phenomena. This study focused on a history of political and social conditions in Oregon, and subsequently, Portland, from the 1840' s to 1895, that created unjust state laws and city ordinances that adversely impacted Native Americans, African Americans, and Chinese Immigrants. Attention was also given to the Jewish population.

This paper concerns epistemological rationalism and the norms used by governments to instruct their officers to perform their duties. The particular duty I discuss here is preparation of and action on the budget. In this paper I use "rationalism" as the opposite of "empiricism." This rationalism does not refer to "'economic rationality," it refers to the method of attaining knowledge associated with introspection, logic, and a priori knowledge. It is opposed to the method of attaining knowledge associated with observation, experiment, and evidence. By "norms, “normative," and other related terms, I mean action guiding language. A general principle of school finance is that the cost of the educational program is influenced by varying characteristics of students and school districts. This raises the question of whether state allocation policies should reflect the additional costs associated with particular educational programs, such as special education for handicapped students, vocational, compensatory, bilingual education, and gifted and talented education programs as well as cost differences associated with size, salaries, and related issues. This dissertation examines the effect of regulations, resource and referral agencies, and subsidies on price and quality of care in child care centers. This research is based on a carefully developed conceptual framework that incorporates the factors affecting the demand and supply of child care. The first step in developing this framework is sketching out the structural equations. The structural equations help us understand the underlying behavior of individuals and firms making a decision. The exogenous variables are vector of attributes relating to family characteristics, child characteristics, regulations, subsidy, community characteristics and prices of inputs. This paper examines forecasting activities among Medicaid agencies in the fifty United States, Washington, D.C., and five U.S. territories (American Samoa, Guam, Puerto Rico, Northern Mariana Islands, and Virgin Islands). Most frequently, studies of state or local forecasting practice focus on revenue forecasting. There are several reasons why comparison of state Medicaid forecast practice may be better than comparison of state revenue forecasting practices. First, there is no consistent reporting of state revenue estimates. States make forecasts when it suits them and report them in a manner that is satisfactory to their governors or legislatures.
