Mandatory diversity, equity, and inclusion (DEI) training is a common element institutional DEI initiatives in their response to dismantling racial inequity in government organizations; yet, the lived experiences of racially marginalized participants remain critically underexamined—particularly in government settings, where the bureaucratic structures implementing these trainings are themselves racialized. This research was conducted during one of the most politically hostile environments for DEI work in recent memory. Federal executive actions in 2025, specifically the “Bondi memo,” directed entities subject to federal antidiscrimination laws to cease DEI practices, creating immediate chilling effects that directly impacted this study and reminded us that the …

Islamophobia and a lack of legitimacy heavily impact Muslim-led nonprofits and limit their relationships with philanthropy in the United States, resulting in an anemic, continually underfunded sector. This article explores that disconnect within a discussion of the Year of Learning, a unique series of virtual workshops that brought together foundations and nonprofits serving the Muslim American community.
Among the barriers to more effective relationships that emerged from the workshops were the presence of Islamophobia within society at large and philanthropy in particular, a hesitance among U.S. foundations to fund faith-based work, and a lack of capacity among Muslim-led nonprofits. Also …

A growing chorus has called on the Federal Reserve System to diversify its ranks at all levels to reflect better the heterogeneity of the United States. So far, most of these efforts speak to the diversity of the Fed’s principals, namely, the members of the Fed’s Board of Governors and the presidents of the 12 Federal Reserve Banks, who together form the Federal Open Market Committee. The research in this study was conducted to provide the Department of Revenue with proven and documented best practices for their workplace environment study. This was accomplished by completing a focus group session with members of management to gather their perspectives about the current climate on diversity, equity, and inclusion as well as promotions within the department. A survey was also administered to the Department of Revenue employees. The survey was intended to capture employee’s perspectives on the current diversity, equity and inclusion initiatives and their expectations for the future.

There is currently a significant lack of racial diversity in the fields of environmental conservation and emergency management. The purpose of this qualitative study was to identify sustainable recommendations to address the lack of racial diversity amongst members of the AmeriCorps Saint Louis Emergency Response Team (ERT). Trend analysis of the racial makeup of past ERT memberships identified a far less diverse ERT in its earlier cohorts, while illustrating improved racial diversity over the past 10 years. This qualitative project provided a content analysis of secondary data to develop and implement racial equity, diversity, and inclusion workplace competencies for a White-led Washington State government organization. This organization sought to work towards racial equity at its center, based on Governor Jay Inslee's mandate. Consequently, leaders have redesigned systems and cultures using a racial equity lens to understand the concept better. To foster a more welcoming, inclusive, and effective arts and culture community in the metropolitan Denver area, the Bonfils- Stanton Foundation seeks to promote promising practices in diversity, equity, and inclusion (DEI) among nonprofit arts organizations. The foundation partnered with a researcher to explore how local organizations are implementing such practices and to learn how it could best support these efforts.

In 2018, the National Network of Consultants to Grantmakers launched an initiative to sharpen the impact of diversity, equity, and inclusion (DEI) work in grantmaking by increasing the capacity of consultants and grantmakers engaged in these efforts. Network researchers used a systematic protocol to interview consultant members about their most effective partnerships with grantmakers. Case studies drawn from those interviews yielded valuable lessons for advancing DEI in philanthropy.

The focus of this research paper was to explore the possible barriers women may encounter when pursuing a career as an operational firefighter in Ontario. Primary research was used to analyze empirical data collected through an on-line survey while guided by literature on concepts related to human resources best practices. Secondary research on bona fide occupational requirements (BFORs) and physical abilities testing used for firefighter candidates was also explored to investigate the validity of candidate physical testing being used in Ontario. No system-wide diversity training exists at Immigration and Customs Enforcement Intergovernmental Service Agreement (IGSA) facilities. This study was conducted to determine if diversity training has a short-term effect on cultural awareness of staff in these facilities in the midwestern United States. The purpose of this study is to explore factors that may contribute to the persistence and graduation rates of African American and Hispanic undergraduate males enrolled at regional four-year public universities in Texas. African American and Hispanic males have lower graduation rates in both secondary and post-secondary education than their White peers (Harper, 2010; Swail, Cabrera, Lee, & Williams, 2013). Motivation is rarely used as a diversity management strategy, and as a result, little academic research explores the relationship between generational age differences and motivation in public sector management. Using Deci's intrinsic and extrinsic motivation theory as the foundation, the purpose of this correlational design study was to evaluate the relationship between generational age differences and employee motivation in a Maryland government agency. Data were collected through an online survey using the Work Preference Inventory from 35 of the agency's 5585 employees, born between 1946 and 2000. Purpose – Given widespread acceptance of the importance of addressing social inequalities in Latin America and the critical role that public policy and public administration can have on advancing these goals, this paper examines the extent to which accreditation of public affairs education programs can be a tool to advance those goals.
Design/methodology/approach – International and national accreditation standards are compared using content analysis for their reference to social equity and diversity in their standards regarding faculty, students, curriculum content, and learning outcomes. The purpose of this correlational panel study was to test Shaw & McKay's theory of social disorganization by examining the relationship between demographic diversity and hate crime rates. This paper examines the extent to which individual characteristics contribute to electoral success in the municipal context with a particular focus on visible minority (VM) candidates in the Greater Toronto Area (GTA). This study explored personal and organizational factors that contribute to White public administrators actively representing the interests of racial minority minorities. Data collection comprised of 15 semi-structured interviews. The average age was 54, and the length of service was 3-33 years. Subjects were asked about their personal background, what it means to be White, and work experiences in local county government.
Personal factors found were racial consciousness, major life events, and significant relationships with people of color. Organizational factors included a diverse and inclusive work environment, bureaucracy, legal and compliance issues, and supervisor support. Findings included that Whites did not …

The intent of this dissertation is to examine the state of representation and segregation among African American women across the workforce at the United States Department of Commerce. This study employs a triangulated research design to examine the relationship between elements of strategic planning and the employment patterns of African American women. This study's qualitative analysis includes a content analysis of 13 agency-specific strategic documents published between FY 1994 through FY 2010.
