Beneath the policy debates of many environmental controversies lies a dynamic network of actors making claims, forming coalitions, and contesting policy discourses. Drawing on theories of discourse coalitions, discourse networks, network brokerage, and public finance, and using the Delaware River Basin hydraulic fracturing debate as a case study, this dissertation examines how discourse coalitions evolve, how discourse brokers shape coalition dynamics, and whether resulting policy decisions produce meaningful fiscal consequences. As climate-related disasters are becoming more frequent and severe, local governments face growing pressure to manage disaster-related fiscal shocks. Although disaster mitigation and preparedness are widely recognized as cost-effective strategies for reducing future losses, local governments often lack the financial, political, and technical capacity to invest in them. Despite the importance of pre-disaster investment, mitigation and preparedness efforts continue to lag at the local level, and concerns remain that federal mitigation funding is not distributed equitably across communities. Why do governments favor contracting out social services? Do private actors guarantee a better service experience for citizens? How should we understand the trade-off between efficiency and high-quality service delivery? These are the central questions that motivate this dissertation. Focusing on Medicaid, one of the largest social safety net programs in the United States, this dissertation investigates the impact of outsourcing Medicaid delivery to private health insurance companies. At the same time, street-level bureaucrats exhibit widely different behavioral patterns when using discretion while scholars continue to examine their motives. Despite a substantial body of literature on street-level bureaucracy, little attention has been given to the connections between goal dynamics and street-level discretion. This dissertation asks how a radical faction within the National Rifle Association (NRA) took over the organization and transformed it into such a dominant force in American politics. To address this question, the researcher conducted a historical discourse analysis of articles and letters in two prominent gun magazines – Guns & Ammo and Field & Stream – during a critical period of development from 1958 to 1978. This dissertation explores how various types of disasters affect the financial behaviors of local governments, interacting with public managerial decisions, intergovernmental aid, and community-context effects. The first essay examines whether 1) disaster aid distribution is associated with social vulnerability indicators of affected counties given the same level of disaster damage, and 2) ethnic representativeness of the Federal Emergency Management Agency (FEMA) workforce increases policy benefits in terms of disaster relief funds for counties with a higher level of vulnerability related to minority status. Public administration scholars have long believed that bureaucratic whistleblowers help make bureaucracies more democratic, effective, and accountable. With these firm convictions, the U.S. federal government has introduced a series of whistleblower protection systems to balance administrative power and external political accountability of public organizations. Building on this intellectual history of public administration scholarship on whistleblowing, this dissertation aims to: 1) understand bureaucratic whistleblowing at the theory-level, 2) examine the effects of whistleblower protection laws on bureaucrats at the individual-level, and 3) investigate how whistleblowing outcomes can reshape bureaucracies at the organizational-level.

Administrative burden is widely recognized as a barrier to program enrollment, denying legal entitlements to many eligible individuals. We examine what effect voluntary state reductions in administrative burden (what we call administrative easing) have had on Medicaid enrollment rates using differential implementation of the Affordable Care Act. Using a novel dataset that includes state-level data on simplified enrollment and renewal procedures for Medicaid from 2008-2017, we examine how change in Medicaid enrollment is conditioned by the adoption of rule-reduction procedures. We find that reductions in the administrative burden required to signup for Medicaid were associated with increased enrollments. Real-time eligibility …

Contracting out has been considered one of the main performance management strategies for reducing costs and bringing more expertise into government agencies. Previous studies have examined the effects of contracting use on agency performance, but have focused more on measurable, traditional performance in the public sector. There is a lack of research analyzing the influence of contracting use on non-traditional performance outcomes, which are usually non-mission based and difficult to measure, such as fairness, nondiscrimination, due process, and individual rights. Scholars have pointed out that performance measurement processes pay less attention to these non-mission-based values and tasks.

This study tests the hypothesis that the use of sanctions as a foreign policy tool produces favorable conditions for an increase in terrorism activity using cases of sanctions against Bosnia-Herzegovina, Libya, and Iran. Using literature as the basis for this hypothesis, data suggests that there is not significant evidence to support this theory using these cases. Public pension funds invest in stock, bonds, and other assets in an effort to keep the costs to governments of funding pensions low. Researchers have examined the investment-related risks to public pension funds, to the governments that contribute to them, and to stakeholders in pension funds and governments, using stochastic simulation models of pension fund finances.

These models generally use simple investment return assumptions, such as that returns are drawn from a normal distribution, are independent from year to year, and are not correlated with the governmental tax revenue needed to pay pension contributions. Because investment returns and tax revenue …
