In early civics lessons Americans are taught that theirs is a system of participatory government, that one person's vote does have meaning, and that by making views known to representatives they will be acted upon. They are taught about the governmental process, the steps involved in legislation, the function of the judicial and executive branches, and the means of political participation. Seemingly, they are given a working knowledge of government in action. The Effect Of Government Deficits On Consumption And Interest Rates: A Two Equation Approach, Dean D. Croushore

Single-equation estimation of the consumption function often is used in testing the Ricardian equivalence theorem. This approach may be misleading, as effects on interest rates usually are ignored. This paper proposes simultaneous estimation of consumption and investment equations, with the interest rate serving to equilibrate the market. Five existing studies are replicated and subjected to sensitivity tests. The results show that the interest rate is important in the consumption function. The Ricardian equivalence theorem is tested, but the results are mixed.

Recent public policy initiatives including deinstitutionalization, deregulation, decentralization, and privatization have resulted in: (a) rapid growth in the number of private not-for-profit organizations; and, (b) competitive environments. These conditions have forced agencies to examine their planning processes to determine if agency goals are appropriate for meeting market demands. An exploratory study of 154 human service agencies examined if and how strategic planning was used to respond to these conditions. The Chief Executive Officers for those agencies reported that strategic planning was replacing incremental planning as a preferred planning model. Determination Of A "Benchmark" Rate Of Return For Regulated Small Telephone Utilities In The State Of Michigan, Gondy Bhaskara Rao

This study presents an approach that is consistent with regulatory standards of fairness, and enables the Public Service Commission staff to determining "benchmark" rates of return for Michigan's small telephone utilities. It applies only where they are either subsidiaries of holding companies or independently operating but whose securities are not publicly traded.

The methodology developed in this research is couched in the capital asset pricing framework and is powerful enough to capture the parent-subsidiary relationship to the ultimate determination of benchmark rates of return for utilities that have similar risks.

The purpose of this study was to analyze the recent practice of judges appointing remedial special masters to oversee the implementation of consent decrees and court orders. These orders are a response to the spate of inmate suits demanding compliance with the constitutional guarantees provided in the Fourth, Eighth, and Fourteenth Amendments. As more courts have become involved in adjudging the constitutionality of conditions in correctional institutions, there has been a trend toward the judge becoming a quasi-manager in assuring compliance with the court's orders. The purpose of this study has been to make some contribution toward an understanding of the United States Department of Labor's (USDOL) JTPA Title IIA performance standards models and their policy implications. The major objective of the study has been to construct, evaluate, and document short-run econometric models which would be available for policy analysis and ex ante forecasting. The consequences of job training programs may have important effects on participants and the manpower service delivery system--hence, this study of the relationship between program activities and their consequences.

This report presents a list of current state legislative initiatives which directly or indirectly, affect older women in Massachusetts.

Despite the progress made by the Commonwealth in the area of elder services, a significant portion of this population continues to live in dire need. Because of increasing costs and demand for nursing home care, studies are needed that can better describe the population of users and improve prediction of clinical outcomes and program requirements. The major purpose of this study was to explore the incremental and seven month outcomes of nursing home patients using the Andersen model. The design was longitudinal. Patients from one Veterans Administration (VA) hospital-based nursing home and six freestanding. VA contract community nursing homes were studied. Functional and cognitive ability were analyzed along with socioeconomic and demographic data. and utilization patterns.

This preface was prepared, along with several new or rewritten chapters and additional changes for a possible revised edition of the book. The publisher decided not to do a second edition and the original first edition continued to sell in its small market niche for 25 years.

This paper is an effort to propose a moderately optimistic future for the personal care sector of human services. It is proposed that the best available future scenario for personal care services between now and the year 2019 is to concentrate on privatization of service delivery on a small-scale basis. Government, in this model should be limited largely to three roles: 1) source of venture capital; 2) regulation of service delivery; and 3) income maintenance for the poorest populations. In the last two decades, organizational-environment contingency theory has attracted much attention. A great deal of research has been done on investigating the impact of environment on organizations, suggesting the appropriate design of organizational structure. In recent years, organizational theorists have moved to investigate proactive approaches to organizational environments.

Most empirical studies, however, have been conducted in the private sector. In order to transfer the knowledge to the public sector, it is necessary to investigate whether public organizations are also subjected to environmental influence and how public administrators interact with the environment.

The word "deficit" has dominated the most recent 35 years of Boston's fiscal history. This report probes the experience and lessons of this history in order to propose a more permanent resolution of Boston's financial difficulties.

Three deficit categories are identified and analyzed: appropriation deficits, revenue deficits and overlay deficits. Over the past 35 years, the City has had 12 years of appropriation deficits, 19 years of revenue deficits and 28 years of overlay deficits. In each year the City's budget was certified as in balance. The study examined the Black church laity's expectations of the urban minister regarding his involvement in specific social and political issues that confront inhabitants of urban areas. A survey was administered to individuals in Black churches of different protestant denominations in a Southeastern Virginia City in order to determine the degree of the laity's expectations. Leigh Memorial Hospital, a small private community care hospital merged with Norfolk General Hospital in 1972 to form an innovative health care corporation in Tidewater Virginia. By deciding to merge and alter its organizational identity, the Leigh Memorial Hospital leadership reversed a previous decision to relocate to the downtown Norfolk Medical Center complex, choosing instead to move to within a few yards of the neighboring city of Virginia Beach. Those two decisions and the story behind them are part of a complex, highly interdependent series of decisions which altered the health care delivery system in Tidewater Virginia.

The study examined the effects of Classroom Training, On-the-Job Training, Work Experience, and JobShop programs of the Comprehensive Employment and Training Act (CETA) on the job opportunities, amount of government transfer payments, and criminal activities of the 1982 terminees. The purposes of the program were to determine (1) program cost-effectiveness; (2) which program components operate at higher levels of efficiency; and (3) which selected client characteristics influenced program results.

The evaluation described program success in terms of increased job opportunities and reductions in government transfer payments for CETA participants in the Hampton/Newport News area. Comparisons were made of the employment …

In the Fall of 1983 the John W. McCormack Institute of Public Affairs asked a number of experts in various fields from within and outside the University to prepare an analysis of the major policy issues facing the City of Boston in 1984.

In December 1983, the Boston School Committee and City Council, in separate half-day seminars, came to the University for discussions on the issues identified. At the same time, the papers prepared were delivered to the transition teams of the Flynn Administration. This report briefly summarizes the major findings of the effort.
