Rethinking Accountability, Melvin Dubnick Feb 1992

Rethinking Accountability, Melvin Dubnick

Faculty Publications

This presentation examines the author’s work focusing on "rethinking accountability" in public administration. It critiques dominant paradigms, such as rational choice and bureaucratic politics, for their superficial understanding of public sector behavior and provides an overview to the widely cited “accountability framework” developed with Romzek in their 1987 study of the Challenger accident. The framework is based on the idea that public administrators and other decision makers are constantly faced with multiple, diverse and (often) conflicting expectations, and that various forms of accountability develop as a response to such situations. Ultimately, the paper advocates for a deeper, more nuanced understanding …

School Desegregation And Urban Renewal In Norfolk, 1950-1959, Forrest R. (Hap) White

Theses and Dissertations in Urban Services - Urban Education

Although a number of scholars have examined the impact that the U.S. Supreme Court's Brown v. Board of Education decision had upon local school policies, there is a paucity of research on what repercussions that decision may have had upon a broad range of other related municipal issues. This historical case study explores the effect that opposition to court ordered school integration had upon the placement of school buildings and urban renewal projects in one Southern city, Norfolk, Virginia, where there was strong reason to believe that the municipal powers of school plant planning, redevelopment, and city planning were deliberately …

Municipal Capital Maintenance And Fiscal Distress, Mary K. Bumgarner, Jorge Martinez-Vazques, David L. Sjoquist Feb 1991

Municipal Capital Maintenance And Fiscal Distress, Mary K. Bumgarner, Jorge Martinez-Vazques, David L. Sjoquist

Faculty Articles

This paper formalizes and empirically tests the hypothesis that the deficient maintenance of public infrastructure is caused by fiscal distress. We utilize a production-decision framework in which public officials combine maintenance and new capital to produce a desired level of capital services. The behavior implied in the fiscal distress hypothesis is treated as perverse deviations from the optimal production path. The empirical findings from cross-sectional expenditures data give support to the fiscal distress hypothesis.

Citizens, Development Interests, And Local Land-Use Regulation, Arnold Fleischmann, Carol A. Pierannunzi Aug 1990

Citizens, Development Interests, And Local Land-Use Regulation, Arnold Fleischmann, Carol A. Pierannunzi

Faculty Articles

Local governments confer significant benefits and costs on individuals and businesses through their power to regulate private land use. This article analyzes such regulation by using discriminant analysis to test a model of rezoning decision making. The results indicate that the best predictor of a local governing body's decision in a rezoning case is the recommendation of the appointed planning commission. This is contrary to both scholarly and popular expectations that pressure by developers or public protest is the major factor influencing elected officals in rezoning cases. The results suggest that citizen advisory boards may have significant effects on local …

Electronic Theses and Dissertations

The purpose of this study was to determine whether the continuous instability of policy decisions relating to the effectiveness of Civilian Conservation Centers and Contract Centers was a result of measurable differences in performance between the two models. Six hypotheses tested differences between types of centers on six quantitative variables which were: average length of stay, job placement, hourly starting wages, educational gains in reading, math, and General Educational Development (GED). To investigate the problem, 30 Civilian Conservation Centers and 17 comparably sized Contract Centers were selected. Reports from the Department of Labor's Automated Management System provided data for comparison …

District Administration: The Dynamics Of Discords By Anil Chaturvedi, New Delhi: Sage Publication, 1988., B K Chandrashekhar

IIMB Management Review

Development of formal, sophisticated organisation in various areas of a modern society whether political, economic, social or administrative is itself seen as synonymous with economic and social development. Over a period of time these organisations develop in such a way that, not merely on their own but in terms of their inter-relationships, they influence the overall growth of a society. Organisations whether in the public or private sector thus render themselves indispensable. Their linkages and inter-dependence, especially in the public system, need to be researched and understood since they seem to determine not only the quantity and quality of services …

Assessment Inequities Of Residential Properties In Nine Michigan Townships, Sivaswami Amarnath

The present study, conducted within nine townships in Allegan, Barry, and Grand Traverse Counties in Michigan, investigated differences of practices in assessing residential properties. Both parametric and nonparametric statistics were utilized to test the research hypotheses.

The study findings were: (1) Properties …
